Wilson Park’s Zone 2 recreation area in Rivervale officially opened in February 2026, after the City of Belmont proceeded with a design that did not retain the Community Centre Tennis Courts. In July 2024, Council voted unanimously to continue with the existing plans, despite a petition asking it to keep or replace the courts. The completed Zone 2 is one stage of a larger precinct project; the City says separate Zone 2b clubrooms and public facilities are underway.
What the petition asked Belmont Council to do
A petition received by the City on 30 April 2024 recorded 38 valid signatures, according to the confirmed Ordinary Council Meeting minutes of 23 July 2024. It asked Council to rescind the decision to demolish the Community Centre Tennis Courts in Zone 2 and to upgrade and integrate the existing courts into the design. If that was not possible, petitioners asked for new courts to be included in Zone 3.
The petition records a request from its signatories, not a measure of every local resident’s views. PerthNow reported that petitioner Wayne Mortimore said some people he spoke with did not know about the planned demolition and were disappointed by it.
Why Council proceeded with the existing design
At its 23 July 2024 meeting, Belmont Council unanimously supported continuing with the existing Zone 2 plans. PerthNow reported that a staff assessment found retaining the courts would require a significant redesign, with planned features such as skate facilities, the pump track or playground potentially removed or reduced. The report put the possible redesign cost at up to $300,000 and said it was not budgeted in the City’s 2024–25 annual budget. That was a 2024 estimate for redesign, not actual expenditure or the current cost of the completed works.

Mayor Robert Rossi’s position at the time was: “We can’t hold up at this stage, residents, especially children, are waiting for the upgrade.” The statement, reported by PerthNow on 3 August 2024, referred to the decision then before Council.
What Zone 2 was designed to include
Zone 2 is the “Heart + Playground,” the second stage of the Wilson Park Precinct Master Plan. The City’s Zone 2 project page describes a central connection through the precinct, bringing together recreation, play and gathering spaces.

The design scope helps explain the trade-off described in the 2024 council debate: keeping courts within Zone 2 would have meant revising other planned features. The petition also proposed a different location—new courts in Zone 3—if integrating the existing courts into Zone 2 was not feasible.
Zone 2 construction and opening: the current status
The City’s project page records that detailed design documentation went to tender in September 2024 and that the construction contract was awarded to Phase 3 Construction Pty Ltd in December 2024. Work began in March 2025; construction finished in December 2025; and Zone 2 officially opened in February 2026. The City also reported that works commenced in its 10 April 2025 project update. These later milestones replace the early-2025 construction forecast reported in 2024.

At the February 2026 opening, the City described the project cost as more than $8 million. Its announcement identified $2 million in Australian Government funding through the Investing in our Communities Program and a separate $2 million Lotterywest contribution. Those funding figures are contributions to the wider project, not the 2024 estimate for redesigning the courts.

The Wilson Park Precinct Master Plan covers more than Zone 2. The City’s precinct overview describes Zone 2b clubrooms and public facilities as underway, a separate phase from the completed and opened Zone 2. The opening of the “Heart + Playground” therefore does not mean all precinct projects are finished.

The City’s published milestones establish what was built and when Zone 2 opened. They do not establish how petitioners or the wider community assess the finished design, or whether courts will be provided in another precinct zone.
