There is no single best way to shore up every eroded creek bank. A civil engineer first needs to determine why the bank is failing and assess its soil, shape, exposure to high flows, and nearby assets. Vegetation and bioengineering may suit lower-energy conditions; riprap or another structural treatment may be needed where erosive forces are stronger. A combination can also be appropriate.
Start by finding out why the bank is eroding
The visible loss of soil is a symptom, not a design diagnosis. A treatment that covers the damaged area without addressing the cause may leave the bank vulnerable to continued erosion or failure. Before selecting materials, an engineer evaluates the bank and the creek together.
What the site assessment should consider
- Bank condition and geometry: bank height, slope, existing cracks or slumping, and the channel’s width and shape.
- Soil or substrate: what the bank and creek bed are made of, and how those materials behave when exposed to flowing water.
- Flow exposure: the forces acting on the bank, including expected high flows—not just the conditions visible during a site visit.
- Erosion mechanism: where and how the bank is being worn away or failing, rather than only where soil loss is most obvious.
- What needs protection: nearby infrastructure or property, and any habitat or water-quality goals that affect the project.
The USDA Natural Resources Conservation Service (NRCS) describes bank protection as work that may combine several techniques, and notes that planning and design generally require a team. Depending on the site, that team may include engineers, biologists, soil conservationists, geologists, geomorphologists, or landscape architects. Its national guidance also needs to be considered alongside regional and local conditions.
Compare vegetation, structural protection, and combined approaches
Method selection depends on whether a treatment can withstand the forces at the site and meet the project’s goals. USACE district guidance encourages soft methods where they are likely to work under moderate-to-low erosive forces, while noting that hard methods may be necessary under stronger forces. That is selection guidance, not a universal design standard.

Bioengineering is not suitable for every creek or circumstance. One approach described by the USACE Los Angeles District combines vegetation with bank reshaping and biodegradable geotextile materials, and may use limited rock or wood to dissipate erosive energy. That description illustrates a method; it is not a recommendation for a particular site or current permit advice.
Why riprap should be designed for the site
Riprap is more than a choice of rock. If the stone, underlying filter, extent of protection, bank shape, or flow capacity is wrong for the site, placing rock over the visibly eroding area may not solve the underlying problem. Do not use a regional example as a material specification for another creek.

An Iowa NRCS example—not a universal prescription
An NRCS Iowa supplement to Conservation Practice Standard 580, amended in April 2025, gives criteria for certain sites with gravel or rock bottoms. For the specified scope, including drainage areas of 30 square miles or less, it calls for a minimum riprap thickness of 2 feet measured perpendicular to the bank and rock with a minimum D50 of 12 inches unless another size is justified by design calculations. It also calls for geotextile beneath the riprap to prevent internal erosion and requires the armored cross-section to have at least as much capacity as the adjacent natural stream cross-section.
Those figures are Iowa criteria for the stated conditions, not default dimensions for every creek. A qualified designer needs to establish the appropriate materials and dimensions for the actual site.

Check permits and agency requirements before work
Work that discharges dredged or fill material into waters of the United States may require authorization under Section 404. Some categories of activities, including some bank stabilization work, may be covered by general permits; whether a permit applies and what it requires depends on the project, permit conditions, and relevant USACE district. Other state or local requirements may also apply.
District conditions are not interchangeable. For example, San Francisco District guidance lists pre-construction notification triggers involving special aquatic sites, work longer than 500 feet, or an average discharge exceeding one cubic yard per running foot below the ordinary high-water mark or high-tide line. These are examples from that district’s permit context, not thresholds to apply to an unspecified creek elsewhere.

Before disturbing a bank or placing material in a channel, contact the relevant USACE district and state or local agencies to determine what authorization is needed. A permit determination cannot be made without the project location and details.

Share the project location and describe what is being protected, where erosion is occurring, and whether the bank has changed or failed during high flows. Photographs and information about the channel and affected property can help explain the problem, but they do not replace a site assessment. The engineer can use that information to evaluate causes, compare feasible treatments, and identify design and permitting needs.
