Fiveight’s reported $400 million redevelopment of Carillon City in Perth was approved on 20 May 2025. The approved scheme replaces the original tower proposal with a 22-storey hotel and a 35-storey student-accommodation building, alongside a retail and dining podium. Approval is not the same as construction starting: the available reporting does not establish a current builder or delivery schedule.
What is planned for Carillon City?
The approved development covers a reported 5,724-square-metre site where Forrest Place meets Hay Street Mall and Murray Street Mall. PerthNow describes it as a $400 million project; that figure is a reported project value, not a confirmed final construction cost. PerthNow’s approval report sets out the approved scope.

The proposal-stage coverage named Skidmore, Owings & Merrill (SOM) as design lead, with Urbis plans. Project consultant Right Angle also said it worked with Fiveight and the design team led by SOM. These roles describe the design team; they do not identify a construction contractor. The Urban Developer’s proposal coverage and Right Angle’s announcement provide that project context.
How did the approved scheme change?
The January 2025 lodged proposal described a 30-storey student tower and a 17-storey hotel. In the scheme approved in May, those buildings grew to 35 and 22 storeys respectively. The 803-bed and 238-room capacities are reported for the approved plan, not the earlier proposal. The Urban Developer reported the lodged proposal; PerthNow reported the approved scheme.

Who is behind the redevelopment?
Fiveight lodged the development application. The company is part of Tattarang, the investment group associated with Andrew and Nicola Forrest. The City of Perth endorsed the proposal before the Metro Inner Development Assessment Panel approved it on 20 May 2025. The City’s pre-decision coverage described the proposed retail and dining as a refresh intended to add interest for pedestrians moving through the site. What conditions and public-space features are reported?
Approval reporting says the development may operate from 6am to midnight and includes 24 parking bays. The proposed digital screens must carry at least 10 per cent community and entertainment material. These are reported conditions of the approved scheme, not construction specifications. PerthNow’s approval report lists them.

Public connections through the site are part of the proposal, linking the two malls and Forrest Place. At the panel meeting, industry reporting noted objections concerning the project’s scale and student-accommodation component. Those objections did not prevent approval.
Has construction started, and when is it due?
The development was approved, but approval alone does not show that physical work has begun. PerthNow reported that approval would remain valid for four years and expire if the scheme was not substantially commenced by 2029. That is a planning deadline, not a confirmed construction start date or completion target. The reviewed reporting does not establish whether construction has since started, who the builder is, or a current delivery schedule.

What is the site’s redevelopment history?
Carillon City grew from two earlier arcades: City Arcade, built in 1970, and Carillon Arcade, opened in 1982. Multiplex and Hawaiian Property Group integrated them in 1998. Dexus bought the site for $140 million in 2016 and pursued a different redevelopment, including a 24-storey office-tower scheme approved in 2019. Dexus sold the site to Tattarang/Fiveight for $80 million in 2022, according to The Urban Developer. Those historical sale prices concern ownership transactions; they are not the budget for the current redevelopment.
