Carillon City Redevelopment Approved: What Perth’s $400m Plan Includes

Carillon City’s reported $400 million redevelopment was approved by a planning panel on 20 May 2025 after City of Perth endorsement. The scheme includes two towers, 803 student beds, a 238-room hotel and new public space.

Yes. The City of Perth endorsed the Carillon City proposal before the Metro Inner Development Assessment Panel approved it on 20 May 2025. The reported $400 million scheme would replace the existing precinct with two towers, student accommodation, a hotel, retail and hospitality space, and new public open space.

What is planned for Carillon City?

PerthNow reported that the proposal covers a 5,724-square-metre site where Forrest Place meets Murray Street Mall and Hay Street Mall. Fiveight is the applicant. The proposed mix is:

These are reported design and project figures, not evidence that construction is complete or that the proposed benefits have been delivered. PerthNow reported the project value as $400 million; its report does not establish broader employment, affordability, economic-impact or transport-impact outcomes. PerthNow’s 20 May 2025 approval report details the scheme.

What did the City of Perth endorse, and who approved it?

The City council endorsed the plans before the Metro Inner Development Assessment Panel made the reported approval decision. PerthNow’s 8 May 2025 report described the City endorsement and said a final planning decision was expected the following week; its 20 May report then confirmed panel approval. The applicant, Fiveight, is part of Andrew and Nicola Forrest’s private investment group Tattarang, according to PerthNow’s 8 May 2025 report.

The City’s major-projects page continues to list Carillon Retail Precinct at a high level, highlighting its pedestrian connections between Perth train station and St Georges Terrace. That listing does not set out the detailed approved scheme or its decision date.

What conditions apply to the approval?

PerthNow reported that the panel amended the conditions to require at least 10 per cent of digital-sign content to be community and entertainment material. It also set operating hours from 6am to midnight and increased the proposed parking provision from 23 to 24 bays.

The report says the approval is valid for four years and will expire if development has not substantially started by 2029. This describes the reported approval period, not a construction start date or a guarantee of completion.

How does the 2025 decision relate to the earlier approval?

A City of Perth approvals report records a separate approval on 16 December 2024 extending the approval period for an earlier Carillon redevelopment approval, DAP-2019/5120. That planning-history item is distinct from the panel’s reported approval of the later proposal in May 2025. The City’s December 2024 approvals report documents the extension.

What was said about the existing site and the digital screens?

PerthNow quoted panel deputy presiding member Francesca Lefante describing the existing space: “I choose not to walk through it as it’s quite an unattractive space to walk through.” On the proposed signage, the report attributed this comment to her: “It should be advertising that enhances community use for that space, as well as entertainment space, encouraging people to go there.”
