To choose a compliant upgrade, check the exact model number—not just the brand or a “low-flow” claim—against both the EPA WaterSense product directory and California’s appliance database. If your design has multiple shower outlets, check the applicable plumbing-code requirements for their combined flow before you buy.
What “California-compliant” means for a showerhead
California Title 20 sets maximum flow rates by the date a showerhead was manufactured. The state table lists a maximum of 2.0 gpm at 80 psi for products manufactured from July 1, 2016, through June 30, 2018, and 1.8 gpm for products manufactured on or after July 1, 2018. These are appliance standards tied to manufacture date, not a blanket statement about every existing shower installation. See California Title 20, § 1605.3.
The state’s test method matters: the maximum is based on the highest test value at 80 ± 1 psi. The standard also specifies minimum-flow performance at 20 psi and at 45 and 80 psi relative to the rate reported by the manufacturer. Multi-nozzle showerheads must meet the maximum whether any one nozzle or all nozzles are operating.
How to check a showerhead before buying
- Find the complete model number. Include any finish or configuration suffix shown on the product listing or packaging. A brand name or product-family name alone may not identify the exact model.
- Search the EPA WaterSense showerhead directory. Match the full model number, then confirm the listing applies to the version you intend to buy. The EPA directory cautions that some products are incorrectly advertised as WaterSense labeled.
- Check California’s appliance database. Search the exact model in the California Energy Commission appliance database. California Energy Commission enforcement records show that products have been sold that the Commission found noncompliant, improperly marked, or absent from the appliance database; a general brand claim is not a substitute for a model-level check. See its Mondawe settlement and Brightening House settlement. Those cases concern specific past findings and do not establish the current status of every product from either company.
- Confirm the product’s flow rate and configuration. Compare the listed rate with the applicable standard and check whether the product is fixed, handheld, or multi-nozzle. A low-flow claim by itself does not establish WaterSense certification.
- Check the practical fit. Confirm connection and installation compatibility, finish and model availability, warranty, and replacement-part support with the seller or manufacturer. These details can differ across versions and retailers.
WaterSense certification is a separate check
Meeting a flow limit and carrying the WaterSense label are not the same claim. EPA says WaterSense-labeled products meet its specifications for water efficiency and performance and are backed by independent third-party certification. Check the exact model in the EPA showerhead directory rather than relying on phrases such as “eco-friendly,” “efficient,” or “low flow.” For background on the label, see EPA’s WaterSense Label page.

What to know about multiple shower outlets
A shower with a fixed head plus a handheld or another outlet may be subject to a combined-flow rule, not simply the single-head limit applied to each outlet in isolation. California Building Standards Commission workshop material dated November 18, 2016, describes a 1.8 gpm combined maximum for outlets controlled by one valve, or a design that permits only one outlet to operate at a time; it also says a handheld shower is considered a showerhead. Because this is older workshop material, confirm the current code text and local requirements for your project before specifying or installing a multi-outlet arrangement. The California Building Standards Commission workshop material is not, by itself, a determination that a particular existing shower or installation complies.
The 2025 California Plumbing Code reference describes a 1.8 gpm maximum for a single showerhead at 80 psi and WaterSense performance criteria in the referenced CALGreen context. Confirm the official code edition, applicable local amendments, and project-specific requirements before relying on that provision for permitting or construction advice. - Spray pattern: Choose a pattern suited to the people using the shower. Do not assume a lower flow rate means weak or strong pressure; no comparative performance test is established here.
- Fixed or handheld design: Consider reach, mounting, hose arrangement, and whether the intended configuration adds another outlet subject to combined-flow rules.
- Model and finish: Check that the specific finish and configuration are available and that their full model numbers match the certification and state records.
- Installation and upkeep: Confirm compatibility with the existing connection and ask the manufacturer about warranty coverage and replacement parts.
- Price: Compare current seller prices only after confirming that the listing is for the exact model you verified.
What a compliant upgrade can—and cannot—promise
A showerhead that meets the applicable flow standard can be a water-conscious choice, but no particular household water or utility-bill savings figure is established here. Actual results depend on use and local water and sewer charges. Likewise, flow-rate and certification records alone do not prove that one model offers better pressure, durability, or user satisfaction than another.
