The Municipal Corporation of Delhi (MCD) has sought an annual grant of ₹60 crore from the Delhi government to monitor and curb unauthorised construction in colonies, citing a “paucity of funds.” The request is reported, not confirmed as approved. PTI’s 6 October 2026 account of an MCD House business item says the proposal was submitted to the Urban Development Department; the underlying document was not independently available in the sources cited. What the ₹60 crore request would fund
PTI reports the MCD proposal divides the requested annual grant between detection and enforcement. These are proposal estimates, not verified spending or evidence that equipment and teams are already in place.

The proposal would pair recurring aerial surveys with teams able to act on reported violations. MCD reportedly began high-precision 3-D drone surveys in April 2026 across 1,511 PM-UDAY colonies, excluding 236 colonies in restricted influence zones of Delhi and Hindon airports. How the proposed enforcement operation is structured
According to PTI’s account of the proposal, 21 dedicated enforcement cells would cover building divisions across MCD’s 12 zones. The reported equipment and staffing include:

- Backhoe loaders, commonly called JCBs, and motorised vehicles with five-tonne capacity;
- Demolition labour and additional supervisory staff, including 12 assistant engineers and 24 junior engineers.
These details describe the proposed operating model. The report does not establish that the grant was approved, that the equipment has been procured, or that the proposed cells are operating.
Which colonies are covered—and which are excluded
The coverage figures refer to the 2026 framework for regularisation, not a blanket permission to build. The Ministry of Housing and Urban Affairs says 1,511 of 1,731 unauthorised colonies were enabled for regularisation on an “as-is, where-is” basis, subject to exclusions. The Ministry’s 7 April 2026 release identifies exclusions including reserved or notified forests, protected areas under the Ancient Monuments and Archaeological Sites and Remains Act, Yamuna flood plain Zone-O, road rights-of-way, high-tension lines, Delhi ridge areas and other legally protected land. It separately identifies 69 affluent unauthorised colonies as excluded.

PTI’s description of an MCD House status report gives additional figures for the colony list: 147 colonies were excluded because of overlap with forest lands, ridge areas and the Yamuna O-Zone; 49 were proposed for deletion for failing to meet cutoff dates or development criteria; and boundary data for 24 could not be traced. Regularisation, ownership rights and building approval are different
PM-UDAY property rights do not automatically approve a building plan or make every construction activity legal. The Ministry’s release explicitly distinguishes ownership rights from eligibility for building-plan approval. It describes a division of responsibilities: the Revenue Department issues conveyance deeds or authorisation slips to eligible residents, while MCD and other local bodies issue Certificates of Regularisation, survey vacant plots and facilitate civic infrastructure. The release says about 40,000 conveyance deeds or authorisation slips had been issued as of 31 March 2026. From 24 April 2026, SWAGAM applications were for cases where a deed or authorisation slip had been issued. An owner should therefore check the relevant property and building-plan requirements with the responsible authority rather than assume that colony-level regularisation settles every construction question.
What the reported SWAGAM figures show
PTI says MCD integrated its SWAGM portal with Delhi Development Authority and Delhi government portals so eligible owners with conveyance deeds could apply online for built-up-area regularisation on an “as-is, where-is” basis. Its report says charges were reduced by 75 per cent and an affidavit-based, third-party-verified mechanism was reinstated. It also cites MCD website figures of seven direct applications, two approved, and 121 applications through empanelled architects, of which 109 were pending. What remains unconfirmed
The available reporting establishes that MCD sought ₹60 crore annually and describes the proposed spending and operating plan. It does not establish that the Delhi government has approved the grant. Until an approval is confirmed, the ₹7 crore mapping allocation, ₹53 crore enforcement allocation, quarterly survey cycle and 21-cell deployment remain reported proposal details, not confirmed programme funding or implementation.
