Abilene Regional Airport Terminal Expansion Scheduled to Finish in 2028

Abilene Regional Airport’s terminal improvements are scheduled to finish in 2028, but published dates do not confirm that construction has begun. Here is what is planned and how the project’s separate cost figures differ.

Abilene Regional Airport’s terminal improvements are scheduled to continue through 2028. The Texas Department of Licensing and Regulation lists an estimated completion date of April 28, 2028, but that registration is not a construction progress report. The latest available official material here does not confirm that work has begun on site.

Has construction begun?

Not confirmed by the available official updates. The Texas Department of Licensing and Regulation (TDLR) registration schedules the registered work to start August 1, 2026, while the City of Abilene’s project page says groundbreaking is expected in summer 2026. Those are scheduled or expected dates, not evidence that construction actually started.

The City’s July 23, 2026 agenda summary identifies Linbeck as the contractor for Phase 1, covering the hold-room and boarding-area expansion. That is a contract update, not an on-site status report. Readers should treat the project as scheduled for construction unless the City or airport publishes a confirmed progress update.

When is the terminal expansion expected to be finished?

TDLR’s registration for “Abilene Regional Airport Terminal Improvements” gives an estimated completion date of April 28, 2028. The City’s earlier procurement objective called for improvements to be complete and operational by fall 2028. The difference reflects separate published schedules; neither is a guarantee of the final opening date.

What work is planned?

Registered terminal improvements

TDLR records approximately 22,000 square feet of work as an addition to the existing terminal. Its registered scope centers on expanding the hold room and upgrading HVAC, electrical, access-control and security systems. The registry names the City of Abilene as owner and Parkhill as the design firm.

Broader, phased airport project

The City describes a wider terminal renovation and expansion intended to modernize security and gate areas, baggage claim, HVAC and accessibility. A separate site plan for Phase 2 identifies rental-car functions, ticketing and baggage areas, amenities, stairs, an elevator, a canopy, an outdoor courtyard and landscape terraces. It also lists an expanded fire-suppression system, relocation and expansion of the checkpoint, relocation of the TSA office, and removal of an escalator and elevator with floor infill.

These elements describe different layers and phases of the project. The City’s broader plans should not be read as though every listed item is included in TDLR’s approximately 22,000-square-foot registration or in Phase 1.

How much is the project costing?

Published amounts refer to different scopes and types of financial action. They are not interchangeable totals, and they should not be added together without a consolidated accounting.

The City’s $65 million procurement ceiling and later $70 million project description are different published planning figures; available records do not fully explain the change. Likewise, TDLR’s $19 million registration estimate and the $20.7 million Phase 1 guaranteed maximum price describe different project records and scopes.

Who is delivering the work, and how will airport operations be handled?

TDLR names the City of Abilene as owner and Parkhill as designer for the registered improvements. The City’s July 2026 agenda identifies Linbeck as Phase 1 contractor, and its August agenda proposed a Parkhill task order for construction management, testing and inspection during that phase. The City’s procurement document describes a construction-manager-at-risk delivery approach intended to balance cost, schedule, risk and safety.

The City said the work would be phased and coordinated with American Airlines and existing tenants to limit disruption. In its May 2025 agenda summary, Transportation Services Director Don Green said, “The entire work increased significantly,” referring to the expanded design scope.

What travelers should take from the schedule

  • The published target is a 2028 finish; TDLR’s registration gives the more specific estimate of April 28, 2028.
  • The City’s summer 2026 groundbreaking statement and TDLR’s August 1, 2026 scheduled start are forward-looking dates, not confirmation of current site activity.
  • The planned work spans phased terminal improvements, but the registered 22,000-square-foot scope is narrower than the City’s full project description.
