The first reported work was soil excavation on 26 September 2026—not operation of a treatment facility. The project is reported to cost Tk12 crore and to include chrome recovery and sewage treatment facilities, but no completion or commissioning date has been announced.
What Apex Tannery is building
The project is an individual ETP for Apex’s factory, rather than the shared central effluent treatment plant (CETP) serving the Savar estate. According to The Business Standard’s report of Apex’s Dhaka Stock Exchange disclosure, the company’s board approved the Tk12 crore investment on 13 January 2026. The planned facilities—an ETP, chrome recovery plant and sewage treatment plant—are estimated to occupy 12,000–15,000 square feet. The ETP is intended to treat effluent from production stages spanning wet blue leather through finished leather. (The Business Standard, 14 January 2026)
The company began physical work with soil excavation on 26 September, according to the disclosure reported the following day. Excavation marks the start of construction; it does not show that the plant has been built, tested or put into service. (The Business Standard, 27 September 2026)
Why an individual plant matters in Savar
Apex operates in an industrial estate where tanneries are served by a shared CETP. Reports have raised concerns about the central plant’s capacity and effectiveness. The proposed Apex installation is a separate facility at one company’s factory; its treatment capacity has not been disclosed, so its performance cannot be compared numerically with the CETP.

The Financial Express reported on 4 September 2026 that the existing Savar CETP was designed for 25,000 cubic metres but was effectively treating around 14,000–15,000 cubic metres. Those figures describe the shared plant, not Apex’s proposed ETP. The same report said Commerce and Industries Minister Khandaker Abdul Muktadir planned a new world-standard CETP while the existing one would be remediated. (The Financial Express, 4 September 2026)
In a separate report on a ministerial statement, Bangladesh Sangbad Sangstha said the government intended to raise the central plant’s capacity to 25,000 cubic metres urgently and prepare designs for 40,000 and later 50,000 cubic metres. It also reported that six tanneries had permission to install their own ETPs, with two operating. These were reported policy and status statements; they do not establish that the proposed capacity changes have since been completed. (Bangladesh Sangbad Sangstha)

The Daily Star quoted the minister on 16 May 2026, speaking specifically about the shared CETP and Eid-ul-Azha waste volume: “During Eid, the CETP does not have the capacity to treat this volume of waste.” The remark concerns seasonal load on the central facility, not a performance measurement of Apex’s planned plant. How the project fits the estate’s wider infrastructure
The Public Private Partnership Authority describes the Tannery Industrial Estate as a 200-acre site with 162 tanneries and a central treatment facility. Its project page says the existing estate development project was completed in June 2021 and lists a CETP rectification/upgradation and solid waste management project under PPP in the identification phase, with in-principle approval dated 7 February 2024. The page was last updated on 20 February 2024, so it provides historical context rather than confirmation of the central project’s status in 2026. (Public Private Partnership Authority)

What the stated purpose does—and does not—establish
Apex’s stated purpose is to address environmental regulations and international buyer requirements. That explains the intended role of the investment, but it is not evidence that the facility already meets regulatory limits or buyer standards. The available reports do not say the plant has been inspected, tested, commissioned or certified. (The Business Standard, 14 January 2026)

What remains undisclosed
As of The Business Standard’s construction update on 27 September 2026, the reporting did not provide a completion or operating date. It also did not state the plant’s design capacity, treatment technology, effluent quality targets, discharge route, contractor, equipment supplier, permitting arrangements or inspection plan.
