By an October 5 update, archaeologists had removed seven coffins containing human remains and an unidentified wooden box from the site of the city’s first cemetery. Cataloging and analysis were still pending, and reinterment at a local cemetery was expected in spring 2027.
How the construction project led to the discovery
Crews installing a fence and improving the driveway at the governor’s residence encountered human remains and coffin fragments in May 2026. Work paused in the affected area, while construction continued elsewhere on the project. The improvements were part of a security upgrade authorized under House Bill 1015. Governor Kelly Armstrong described the previous fence’s proximity to a bedroom as a security concern, saying, “I’ve got a hollow aluminum fence 3 feet from my daughter’s bedroom.” North Dakota Monitor’s report on the discovery and project Armstrong’s statement
The State Historical Society of North Dakota became involved. Ground-penetrating radar identified areas of interest for follow-up, but a radar anomaly is not proof of a grave: features such as tree roots or utilities can also register as anomalies. North Dakota Monitor’s report on the discovery
What archaeologists found
During the September investigation, archaeologists examined more than 80 areas of interest. By October 5, seven coffins containing human remains and an unidentified wooden box had been removed. Those figures describe the 2026 investigation; they do not include earlier discoveries on Capitol grounds. North Dakota Monitor’s October 5 update

The site had served as Bismarck’s first cemetery from 1873 to 1877. Many burials were moved to St. Mary’s Cemetery and Fairview Cemetery in the 1880s, but reporting says the number reinterred is unclear. Human remains were also found during a trolley-line project in 1903 and construction of the previous governor’s residence in 1959. Those are separate historical discoveries, not part of the seven coffins removed in 2026. North Dakota Monitor’s account of the cemetery’s history North Dakota Monitor’s October 5 update
What the project costs cover

| $155,000 | Archaeological work | North Dakota Office of Management and Budget estimate reported as of September 1, 2026; not a final total. What is known—and not yet known—about the remains
Archaeologists planned to catalog and analyze the remains and associated items, seeking basic information such as age ranges and potentially diseases. The October update reported that this work was still ahead. An August update said DNA testing would not be conducted. No identities, ancestry, cause of death, precise burial dates, or family connections had been established in the October report.
