Glasgow’s proposed Cleveland Avenue project would rebuild and widen about 1.8 miles of KY 1297, adding a center turn lane, a sidewalk on one side and an 8-foot shared-use path on the other. Construction is not confirmed to start in a particular year: WCLU reports a 2028 construction listing, while the Kentucky Transportation Cabinet’s 2026 Recommended Highway Plan shows the same $13.44 million allocation in its FY 2027 column.
What is planned for Cleveland Avenue?
WCLU Radio reported on Oct. 6, 2026, that the proposed work covers about 1.8 miles of KY 1297 in Glasgow, running from the Donnelly Drive area toward US-31E (Roger Wells). The layout described by KYTC District 3 public information officer Wes Watt would provide one through lane in each direction and a center two-way left-turn lane.
The planned urban-road treatment also includes curbs, gutters and storm drainage. For people walking or cycling, the proposal calls for a sidewalk on one side and an 8-foot-wide shared-use path on the other, with pedestrian accommodations along the project length. These are proposed features, not facilities already built.
WCLU describes the corridor as linking nearby residential neighborhoods, Red Cross Elementary, a soccer complex and businesses. A 2015 KYTC procurement bulletin identifies the project as a major widening from Donnelly Drive to US-31E and gives an approximate length of 1.721 miles. The current report rounds the project length to 1.8 miles; the figures come from different sources and descriptions of the project.

Why does KYTC say the project is needed?
KYTC’s 2015 Professional Services Procurement Bulletin states: “The purpose of this project is to improve the safety and mobility for the movement of people and freight along KY 1297.” The bulletin describes the route as an urban collector connecting Glasgow commercial activity with a future western segment of the Glasgow Outer Loop and the Nunn Cumberland Parkway.
That language describes the agency’s purpose, not a measured result. The current reporting does not provide a project-specific crash total, forecast of crash reduction, traffic count or future traffic forecast.

What do the reported funding figures cover?
WCLU reports authorizations for three preconstruction phases and a separate construction allocation. The first three figures are not the total project cost.

Why do the construction years differ?
The year attached to the $13.44 million construction allocation is not consistent across the available sources. WCLU’s Oct. 6, 2026 report describes the construction listing as 2028. KYTC’s 2026 Recommended Highway Plan search result identifies item 3-8821.00 as a major widening in Barren County and places $13.44 million in the FY 2027 column.

Those labels should not be treated as interchangeable or silently reconciled: one source reports 2028, while the state plan shows FY 2027. A budget-year entry is not, by itself, a confirmed construction start date.

No construction start or completion date is confirmed in WCLU’s current reporting. The report says right-of-way acquisition and engineering coordination with utility companies are continuing; those activities must progress before construction. The 2015 procurement bulletin provides historical scope and purpose, not a current schedule.

Accordingly, the available information supports a planned widening and a construction funding listing, but not a promise that work will begin or finish in either 2027 or 2028.
