Sometimes—but there is no universal rule. Local ordinances differ, and an easement or the neighbor’s permission may affect what is allowed. Before moving snow across a property line, check your municipality’s current rules and any agreement covering the land. Even where placement is permitted, a pile must not create access, visibility, or drainage hazards.
What determines where you can put shoveled snow?
Start with the snow’s origin and destination. A city may treat snow from a private driveway differently from snow cleared from a public sidewalk, and may regulate placement on public right-of-way separately from placement on a neighbor’s parcel. Do not assume a rule about one location answers the other.
- Origin: Did the snow come from a private driveway, a sidewalk, or a road plow?
- Destination: Is the pile going on your own land, a neighbor’s private property, a sidewalk, or public right-of-way?
- Authority: Check the local ordinance and any applicable easement, lease term, or express permission.
- Effect: Make sure the pile will not block access, pedestrian routes, sightlines, storm drains, or drainage.
- Enforcement: Find out which local agency handles complaints and what the code provides for removal or penalties.
How local rules differ
Calgary: Keep private-property snow off public spaces and out of a neighbor’s yard
The City of Calgary says snow from private property, such as a driveway, may not be shoveled onto public spaces. It also asks residents not to pile shoveled snow in a neighbor’s yard, on a road where it blocks access, in a crosswalk, or on a storm drain. Calgary separately says snow from public spaces, such as sidewalks, may be moved onto other public spaces, such as roads. These are Calgary-specific rules and guidance, not a general rule elsewhere. Iowa City: Rules address both public right-of-way and a neighbor’s private property
Iowa City’s code makes it unlawful for a private-property owner or person in control of private property to deposit snow or ice from private property onto public right-of-way. It also prohibits removing snow from public right-of-way in a way that interferes with or unduly restricts vehicle or pedestrian traffic. The city’s snow-plowing guidance says snow shoveled or plowed from driveways, parking lots, or sidewalks must not be piled on public streets or another person’s private property. It warns that violators may be ticketed and fined. Because the code and guidance describe different origins and destinations, check the exact local provision that applies to your situation rather than applying Iowa City’s wording elsewhere. Iowa City also requires abutting sidewalks to be cleared within 24 hours and classifies a violation as a municipal infraction. That deadline and enforcement classification apply to Iowa City, not as a general standard. Iowa City Code, street and sidewalk provisions.
Colorado: Roadside and highway placement can create separate violations
The Colorado Department of Transportation says Colorado law and many local ordinances prohibit placing snow on or next to public highways, including in roadside ditches and the right-of-way. It advises residents to put snow cleared from sidewalks on their own property. CDOT identifies possible problems such as slippery areas, frozen ruts or bumps, drainage issues, drifting, obstructed sightlines, and reduced accessibility. Wisconsin: An easement can change what is allowed
In a Wisconsin Court of Appeals dispute, an easement expressly allowed neighbors to place shoveled driveway snow on a strip of grass beside the driveway. The court read the agreement in context and concluded it also allowed salt mixed into that snow; the claimant had not established that the neighbors’ salt caused the alleged grass damage. The decision interprets a particular easement and facts, not a general right to place snow on a neighbor’s land. Wisconsin Court of Appeals, No. 2019AP2252.
How to check before moving snow across the boundary
- Confirm the property line. If you are unsure where your parcel ends, check reliable property records or a survey rather than guessing based on a fence or landscaping.
- Check the current municipal code. Search your city or county’s official site for snow, ice, right-of-way, sidewalk, and nuisance rules. Match both where the snow came from and where you plan to put it.
- Review any property agreement. Look for easements, lease terms, or other written agreements that address use of the adjoining land. Do not treat a case from another state as permission for your own situation.
- Ask the neighbor if permission is relevant. Get clear agreement about the location and amount of snow, ideally in writing. Permission does not override a local rule or authorize a hazard.
- Check the pile’s practical effects. Keep it clear of sidewalks, driveways, entrances, crosswalks, storm drains, sightlines, and drainage paths. Ask the local public-works or code-enforcement office if the rule is unclear.
If there is nowhere safe to put the snow
Do not solve a storage problem by sending snow into a neighbor’s yard or public right-of-way without confirming that the placement is allowed. Calgary notes that some contractors haul snow away for storage or melting, and says contractors must use their own property for storage. Availability and requirements vary by location, so confirm a provider’s disposal arrangements and local compliance before hiring. City of Calgary snow and ice information.
