Oklahoma City’s proposed Legends Tower could become the tallest building in the United States if it is built at its planned architectural height of 1,907 feet (581.3 m). It is still listed as proposed—not under construction—and the supertall phase remains conditional on demand and ongoing aviation discussions. The Council on Vertical Urbanism’s project database lists 2030 as an expected completion year, which is an estimate, not a guaranteed delivery date.
What changed in the Legends Tower redesign?
The project was announced in December 2023 with a proposed 1,750-foot tower. In January 2024, developers revised the plan, adding more than 150 feet in a spire to bring the proposed height to 1,907 feet. The number commemorates 1907, the year Oklahoma became the 46th state. Architectural Record reported the redesign and its rationale in 2024.
The proposed architectural height would exceed One World Trade Center’s 1,776-foot architectural height. That would make Legends Tower the tallest building in the United States if completed as proposed—not while it remains a plan. The Council on Vertical Urbanism measures architectural height to a building’s architectural top, including spires but excluding antennas and certain functional equipment. Its database lists Legends Tower at 1,907 feet and classifies it as proposed.
Has construction started, and what has Oklahoma City approved?
The available status record does not list Legends Tower as under construction. Oklahoma City Council approved a zoning change removing the site’s previous height restriction, but that approval is not a building permit and does not establish that tower construction has begun. Engineering News-Record reported that the zoning measure passed 8–1 and that further council approvals would be needed as plans advanced. Read ENR’s report on the zoning approval.

In reporting dated June 15, 2026, Hoodline described a planned first phase focused on apartments, a hotel, retail, parking and infrastructure at shorter heights. It said the supertall tower would follow only if leasing and sales show sufficient demand, and that contact with federal aviation officials was ongoing. These are reported plans and discussions, not confirmed construction milestones or a final FAA decision. See Hoodline’s June 15, 2026 status report.
What is planned for the tower and the wider development?
ENR’s 2024 project report described a conceptual tower of 134 floors and about 2.5 million square feet, with residences topped by a hotel. Those figures describe the proposal, not a finalized construction specification. ENR’s engineering report outlines the concept.

Legends Tower is intended to be the centerpiece of Boardwalk at Bricktown, a proposed mixed-use development. Architectural Record described a plan of about 5 million square feet, including a retail and entertainment podium, a proposed lagoon, residential towers, hotel rooms and condominiums. The program is a reported design plan; it should not be read as completed space or delivered amenities. Architectural Record’s project overview gives the broader program.
How would engineers approach a 1,907-foot tower in Oklahoma?
The technical details reported so far are conceptual. ENR described performance-based structural design, with planned wind-tunnel and site-specific seismic studies. A preliminary scheme included a reinforced-concrete core with steel outriggers, but the structural system had not been set at the time of that report.

Ola Johansson, senior principal at Thornton Tomasetti, told ENR: “The structural system has yet to be set but Thornton Tomasetti is using a sophisticated performance-based structural design approach (PBSD), which typically exceeds building code requirements.” The concept was intended to address wind loads, including tornadoes, and anticipated seismic loads. ENR also reported an early foundation concept involving a roughly 20-foot reinforced-concrete mat and drilled piers extending about 60 feet to bedrock. These are preliminary engineering concepts reported in 2024, not final approved specifications or evidence that foundation work has started.
