Usually, no. A healthy shrub suited to your climate and established in the ground generally does not need to be covered for winter. Protection is most useful for newly planted shrubs, exposed evergreens, plants beside roads treated with salt, shrubs browsed by deer or rabbits, and branches vulnerable to heavy snow or ice. Choose a method for the specific risk rather than wrapping every shrub.
Decide whether your shrub needs protection
Start with the plant and its location. A hardy, established shrub in a relatively sheltered spot often needs no covering. A recent planting may benefit from protection while its roots establish; an evergreen exposed to winter wind and sun may need help maintaining moisture. Local climate and species matter, so advice for one shrub or region should not be treated as a universal rule.
- Newly planted: Consider insulating the root zone, particularly during the first winters.
- Exposed evergreen: Consider a screen if wind and winter sun strike it directly. Foliage can lose moisture while frozen soil limits the plant’s ability to take up water, a cause of winter burn described by University of Wisconsin–Madison Extension.
- Near a road or driveway: A barrier may reduce exposure to salt spray.
- At risk from animals: Use a cage or other barrier designed to deter browsing.
- Under roof eaves or in a snow path: Consider whether moving the shrub or shielding vulnerable branches is more useful than covering the whole plant. Snow and ice loads can break branches.
- Hardy, established, and sheltered: A winter cover is usually unnecessary; ordinary care and mulch as appropriate may be enough.
For a particular species or local climate, consult regional extension advice. The University of New Hampshire Extension’s guidance on new evergreen shrubs also addresses windbreaks, root-zone mulch, and snow and ice damage.
Match the protection to the hazard

Use screens carefully; don’t seal foliage in
For wind and sun exposure, a screen held away from the branches is a useful default: it deflects some exposure while allowing air movement. Wisconsin Extension advises against tightly wrapping individual plants in burlap because it can collect ice and trap moisture, increasing disease risk. Keep burlap from touching foliage where possible; wet material can freeze against leaves. An Ask Extension response advises removing protection when weather moderates, while another notes that compact arborvitae may be loosely wrapped in some circumstances. These are situation-specific approaches, not a reason to wrap every shrub. For a particular plant or animal-protection need, follow local, species-specific guidance. The relevant Ask Extension answers are “Winter protection. (trees)” and “Winter damage arborvitaes.”
If the shrub’s exposure warrants a screen, burlap garden fabric and stakes can serve that purpose; they are not necessary purchases for a shrub that does not need a barrier.

Water and mulch before the ground freezes
Water young shrubs and evergreens adequately through fall, especially if conditions have been dry, and water before the ground freezes. Moisture supports root establishment and helps evergreens manage winter water loss. Mulch can moderate soil temperature and reduce freeze-thaw heaving, but keep it clear of the stem or trunk rather than piling it against the plant. The University of Illinois Extension’s winter preparation guidance also discusses moisture and windbreaks for young trees and evergreens.

Winter protection is seasonal, not permanent. Check screens and barriers as weather changes, and remove them when conditions moderate or promptly in spring, following local guidance. Avoid relying on a fixed calendar date: thawing and frost timing differ by region. A cover cannot make an unsuitable species or a severely exposed site fully winterproof.
