How to Spot Poor Road Paving Before a New Surface Fails

Uneven texture, irregular joints, surface dips, and standing water can prompt a closer look—but only project records and suitable testing can establish whether new paving meets its requirements.

Watch for uneven texture, irregular joints, waves or depressions, and water that does not drain from a newly paved road. These are reasons to document the location and ask the road authority or paving contractor for an inspection—not proof that the work is defective. A walk-over cannot establish asphalt density, thickness, mixture compliance, or whether a contract’s acceptance requirements were met.

What can you check safely on a newly paved road?

Look for differences that are pronounced or repeated across a lane or between paving passes. Note whether the surface appears markedly nonuniform, whether longitudinal joints and edges look continuous, and whether there are obvious waves, depressions, or abrupt irregularities. After rain, note whether water remains where the road should drain.

Record the location, date, and relevant weather, and take photographs from a safe, permitted place. Do not enter an active work zone or stand in traffic to inspect. Treat appearance as a prompt for follow-up: color or texture differences can have explanations that require technical context.

Why visible warning signs may matter

Uneven texture or appearance

Markedly different texture across a mat or between passes can warrant a closer look at mixture uniformity and paving conditions. During construction, temperature differences in asphalt can be associated with thermal segregation and uneven compaction. FHWA describes infrared thermography as a way to map temperature differences and identify cold spots that may help crews adjust paving operations: FHWA, Pavements – Infrared Thermography.

Joints, edges, waves, and depressions

Irregular-looking joints or edges and visible surface distortions are useful to document and report. They do not, by themselves, establish whether the joint was constructed outside specification or whether the road meets its smoothness tolerances. Those judgments depend on project criteria and appropriate inspection or measurement methods.

Water that remains on the surface

Standing water can be a reason to ask whether the finished surface drains as intended. A road is a system: the wearing surface, bound and unbound layers, subgrade, and drainage work together. FHWA explains that drainage should remove water before it degrades underlying pavement materials: FHWA, Geotechnical Aspects of Pavements Reference Manual, Chapter 3.

What a visual check cannot establish

The visible top layer does not show whether asphalt is sufficiently compacted, whether pavement thickness matches the design, or whether asphalt content, aggregate gradation, or the bond to the underlying layer meets requirements. FHWA’s construction-inspection advisory identifies these and other factors—including smoothness, skid resistance, mixture uniformity, temperature, and longitudinal joint construction—as quality considerations: FHWA, Engineering Inspection of Highway and Street Construction on Federal-Aid Projects.

Low in-place density can make asphalt more vulnerable to water ingress, raveling, and cracking. That relationship explains why compaction evidence matters, but it cannot be inferred reliably from a photograph or casual walk-over.

What records or inspection should you ask for?

For a public road

Contact the road authority responsible for the location. Give the precise location, date, and observations, and ask which project specifications and inspection records apply. Relevant records may address compaction or density, asphalt content, gradation, thickness, smoothness, joints, and layer bond, depending on the project and its inspection plan.

For a private road or contracted paving job

Review the written scope, specified materials and thickness, acceptance terms, and warranty. Ask the contractor for the applicable test or inspection documentation. If the concern is significant or the records are difficult to interpret, an independent pavement professional can advise whether further assessment is appropriate.

Compare evidence against the project’s own requirements: specified versus measured thickness and material properties; density results and test method; smoothness and drainage; joint and bond quality; and the contract’s tolerances and remedies. FHWA Associate Administrator for Engineering and Traffic Operations R. D. Morgan wrote in the agency’s May 18, 1979 advisory, “The foremost goal of a construction inspection is to provide a quality highway product.” That advisory is historical inspection guidance, not a decision on any current project; the project’s current specifications govern acceptance.

How paving problems are assessed—and where methods fit

Infrared thermography during paving

Infrared thermography can identify temperature variation during construction and help crews screen for thermal segregation. It is a process-control and screening method, not a direct density result. A consumer infrared thermometer reading on a finished road cannot establish in-place density or contractual noncompliance.

Ground-penetrating radar density profiling

FHWA describes ground-penetrating radar systems for continuous assessment of asphalt compaction quality and detection of segregation and mix densification: FHWA, Pavements – GPR (Asphalt Compaction Assessment). Such profiling can provide broader coverage than isolated destructive cores. The project’s specifications and agency procedures still determine how results are interpreted for acceptance.

Project-approved testing and criteria

Density, smoothness, thickness, and material properties need methods and thresholds appropriate to the project. General pavement-condition measures such as ride quality, cracking, and rutting are useful for describing road condition, but are not substitutes for a new project’s construction-acceptance limits. FHWA discusses those condition measures in its Chapter 6: Infrastructure Conditions – Policy.
