Start with the property record and land-use rules
Before planning renovations, check the property’s zoning, permit history, prior approved use, and any existing certificate of occupancy. Seattle advises that a building’s recorded use may be shown in its certificate of occupancy or permitting history, and that proposed use must be allowed under local land-use rules. Planning approval and building approval are separate questions. Singapore’s Urban Redevelopment Authority advises applicants to check planning permission before committing to a tenancy or renovation; its review considers whether the proposed use is compatible with zoning and neighboring uses. That is a Singapore-specific process, but it illustrates why a building permit alone may not authorize a business at a particular address. URA change-of-use guidance
Determine whether the use or occupancy is changing
A move from office, warehouse, residential, or another prior use to retail can trigger a change-of-use or occupancy permit even if the tenant intends to make no physical alterations. Whether it does depends on the local rules and how the existing and proposed uses are classified. Seattle gives office-to-retail as an example; Montgomery County, Maryland, requires a commercial change-of-use permit when the International Building Code use or occupancy changes; Jacksonville describes a conversion-use permit under its Florida process. Ask the building department whether the proposed store changes the occupancy classification or occupant load, and what documentation it needs to decide. A vacant space may have an outdated certificate, no readily available record, or a prior approval that does not cover the new use.

Plan requirements also vary. Portland says plans prepared by a licensed professional are required in listed circumstances, including a change of use or occupancy. The building department should confirm whether your project needs sealed plans, specialist reports, or separate applications before work starts. Portland commercial permits

Expect inspections based on approved work and systems
There is no universal inspection checklist for every retail conversion. The permitting authority identifies inspections based on the approved plans, work performed, and systems present. Common inspection categories include:
- Building or structural work.
- Electrical installations and alterations.
- Plumbing and mechanical/HVAC work.
- Fire alarm, sprinkler, or other fire-protection systems.
- Fire department or life-safety review, including exits and egress where applicable.
- Final occupancy inspection or approval.
For example, Madison lists building, electrical, HVAC, plumbing, and fire inspections in the commercial occupancy approval situations it describes. Montgomery County specifies trade-permit finals and an occupancy inspection. These examples show common categories, not a checklist that applies in every city. Get final occupancy approval before opening
After applicable work and inspections are complete, the local authority may require a certificate of occupancy or an equivalent document before the space can be occupied for retail. Names and processes differ: Jacksonville refers to a certificate of use and occupancy, Montgomery County to an occupancy permit, and New York City explains that a change of use or occupancy may lead to a new or amended certificate of occupancy. Do not assume that receiving planning permission, a building permit, or a passed trade inspection by itself authorizes opening. In Singapore, URA distinguishes planning approval from later agency permits and licenses, including fire-safety clearance and foodshop licensing. What determines the actual checklist?
Ask the local planning or zoning office, building department, fire authority, and any relevant health or licensing agency to review the address, prior approvals, proposed activity, and project scope. The main variables are:
- City, county, state, or country, and the rules of the authorities with jurisdiction.
- The building’s prior lawful and recorded use, existing occupancy documentation, and permit history.
- Whether retail is allowed in the zoning district and whether the proposed use changes occupancy classification or occupant load.
- Whether exits, sprinklers, alarms, and other life-safety systems meet the requirements for the proposed use.
- The capacity and condition of electrical, plumbing, and HVAC systems, and whether they will be changed.
- Whether the project includes structural work, exterior alterations, or accessibility upgrades.
- Whether the store will sell or prepare regulated products, such as food.
For a specific property, compare candidate spaces by zoning risk, available occupancy records, likely building and trade work, fire and egress conditions, accessibility needs, inspection sequence, and activity-specific licenses. Those factors can make two apparently similar vacant buildings require very different approval paths.
