There is no single thickness, material limit or pass/fail figure that applies to every PMGSY road. The approved design and applicable specifications set those requirements.
What to check before visiting a PMGSY road site
Start by identifying the road package and its current work stage. Ask for the approved Detailed Project Report (DPR), drawings, contract specifications and quality-control register. These documents establish the road’s layer composition, specified thicknesses, material requirements, test methods and test frequency. NRIDA’s quality-assurance guidance makes prescribed tests and their records central to quality control.
- Note whether the work is at an initial, base or sub-base, or completion stage. Some measurements and checks are possible only before a layer is covered.
- Check which tests are due at that stage, and whether they were carried out at the specified time and place by the designated person or authority.
- Record who is conducting or responsible for the inspection: the Programme Implementation Unit (PIU), a State Quality Monitor (SQM), or a National Quality Monitor (NQM).
Photographs can document visible conditions and locations, but a finished-looking surface cannot establish what materials were used, whether they passed tests, or how thick a covered layer is.
How to check materials and workmanship
Ask to see the quality-control register for the road work and compare entries with the current construction stage. NRIDA says these registers contain test records and abstracts or non-conformance reports, and that mandatory tests must be completed with results meeting specifications for payment. For PMGSY-IV works, the PIU supervises the contractor’s site laboratory and ensures prescribed tests are conducted at the required frequency, time and place, by the specified person or authority. During a site walk, note concerns such as visibly segregated or contaminated material, uneven layer placement, or an appearance that may indicate poor compaction. Treat these as observations requiring technical verification—not as proof that a layer has failed. Check the relevant test results against the package specifications; appearance alone cannot establish compliance.
How to inspect drainage and the finished surface
Drainage is a field check as well as a document check. NRIDA’s area-officer checklist asks whether the road has adequate cross-slope or camber to prevent water accumulation, whether side drains are present if required, and whether depressions could hold water. Its checklist emphasizes that drainage is essential on ongoing and completed works.

- Look for low spots and depressions that could retain water on the carriageway.
- Check whether the road sheds water across its width, and compare the visible profile with the approved design.
- Check for side drains where the site conditions and approved design require them. A drain is not automatically required at every location.
- On a completed road, record the locations of potholes, cracks, depressions and settlement. Compare observations with inspection records and the road’s maintenance obligations.
How to judge pavement thickness
Do not use a single figure as the “PMGSY road thickness.” Pavement thickness and composition depend on the approved design, including traffic and subgrade conditions. NRIDA describes rural roads as mostly flexible pavements built in layers over the subgrade; surface selection also varies with motorized traffic and annual rainfall. Its PMGSY overview explains the programme context, while the project documents define what is required on a particular road.
For a specific package, compare the thickness specified for each layer in the approved DPR and drawings with measurements taken while that layer is exposed, or with results from the prescribed test procedure. Ask the project engineer which method and frequency apply. The NRIDA publication listing includes the Quality Assurance Handbook for Rural Roads, Volume I, listed as a December 2016 publication; confirm the handbook provisions and version applicable to the contract before relying on a particular procedure. The available guidance does not establish one universal thickness target or measurement method for all PMGSY roads.

Who monitors quality and where records go
PMGSY quality monitoring has three tiers, as described on NRIDA’s Quality Monitoring page. The PIU or executing agency performs first-tier checks, including stage passing and oversight of the contractor’s testing. Independent state-level monitors provide the second tier; PMGSY-IV refers to State Quality Monitors. National Quality Monitors form the third tier and inspect works on a random sampling basis, including whether implementation and the state monitoring system are functioning.
For PMGSY-IV, NRIDA says SQM findings are uploaded to OMMAS and made publicly available. When asking about a road’s quality history, request the relevant inspection findings and quality-control records, not only a verbal assurance or a surface photograph.

A practical checklist for a site visit
- Identify the package and stage. Confirm the road’s identity and whether it is at initial, base/sub-base or completion stage.
- Get the governing documents. Review the approved DPR, drawings, contract specifications and quality-control register.
- Match tests to the stage. Check that prescribed tests and results are recorded for the materials and layers currently being built.
- Walk the road for drainage. Note water-holding depressions, whether the carriageway sheds water, and whether required side drains and outlets appear consistent with the approved design.
- Record visible defects. On completed stretches, mark locations of potholes, cracking, settlement or other depressions for comparison with inspection and maintenance records.
- Verify thickness against the design. Compare each layer with its specified thickness using an appropriate exposed-stage measurement or prescribed test; do not infer thickness from the finished surface.
- Route concerns through the monitoring system. Establish whether the matter belongs with the PIU, state monitor or national monitor, and retain the road/package identification and relevant records.
How to compare two PMGSY road designs
When comparing projects or construction options, headline thickness alone is not a sound basis. Compare the approved design assumptions and evidence together:
- traffic and subgrade conditions used for the design;
- layer composition, specified thicknesses and material criteria;
- required test methods and frequency, and whether recorded results conform;
- drainage provisions, including where drains are required and how water is discharged; and
- the finished surface condition and documented inspection findings.
The applicable DPR, drawings and specifications are the reference for deciding whether a particular road meets its requirements; visual checks help identify questions for verification, not replace that evidence.
