Choose a roofing contractor by confirming the credential required for your exact address and project, checking the company’s identity, insurance, references and complaint history, then comparing at least three written estimates on the same scope of work. In Columbus, city licensing rules matter: Ohio does not license roofers statewide, but contractors working within Columbus city limits need the appropriate city license or registration before they can apply for permits and start work.
Start by confirming which contractor rules apply to your address
“Columbus” in a mailing address does not necessarily mean a property is inside Columbus city limits. Check the property’s exact jurisdiction first, then ask the relevant building department what credential and permits apply to the specific roofing work.
Ohio does not issue a statewide roofing license
The Ohio Attorney General’s June 2025 guidance states: “Although a roofing contractor needs to be registered with the Ohio Secretary of State’s Office, Ohio does not license roofers.” State business registration is not a state roofing license, and local requirements may still apply. Columbus has its own licensing and registration system
The City of Columbus says contractors working within city limits must obtain the appropriate city license or registration before applying for permits and starting work. Its contractor page lists residential roofing as work within the scope of a home-improvement limited contractor. For applicants specializing in a field, the city says at least one full year of hands-on experience in that field is required. Requirements differ by contractor category and project type, so do not assume the residential-roofing category covers commercial, multifamily or work outside city limits. Vet the business and the people who will do the work
A city credential or state business registration is a useful check, not a guarantee of workmanship. Before comparing bids, establish who you are hiring and who will be responsible on site.
- Record the company’s legal name, address, phone number, owners or operators, and the name of the person supervising your project. Verify those details independently and check the Secretary of State registration referenced in Ohio’s guidance.
- Ask which local credential applies and verify it with the issuing jurisdiction. For work inside Columbus city limits, use the city’s licensing information or contact Building and Zoning Services.
- Request proof of applicable insurance and bonding. Ask for references from similar roofing projects, contact those customers, and inspect comparable completed work if feasible.
- Check Ohio Attorney General consumer complaint resources and Better Business Bureau records; search for Attorney General consumer-protection lawsuits where available. A search with no complaints is not proof that a contractor is reliable.

Get at least three written estimates for the same job
The Ohio Attorney General recommends obtaining at least three estimates. Give each contractor the same description of the roof and requested work so the proposals can be compared fairly. A lower total is not a better deal if it leaves out tear-off, disposal, specified materials, permits or cleanup.

- Work and materials: State the work to be performed and identify products and specifications, including what happens to existing roofing and how debris will be removed.
- Price and payment: Record the total cost, deposit and milestone amounts, due dates, and any conditions for final payment.
- Schedule: Include the expected start and completion timeframe and how weather or other delays will be handled.
- Permits and inspections: Name who will obtain required permits and arrange inspections.
- Warranties: Put workmanship guarantees and warranty terms in writing; request manufacturer material warranties in writing as well.
- Changes and closeout: Require written approval for changes before extra work begins, and specify cleanup and the itemized receipt you will receive after completion.
These are practical comparison points, not a government scoring system. If a proposal is vague, ask for a revised version rather than relying on a verbal assurance. Ohio’s home-improvement guidance recommends putting the full scope, materials, timeframe, price, payment terms, warranties, promises and permit responsibility in the contract.
Make the contract specific before signing
Read the agreement from the perspective of someone who must resolve a dispute later. It should identify both parties and provide their contact details, describe the work and materials completely, state the price and payment schedule, and set a timeframe for starting and finishing. It should also spell out warranty and guarantee terms, permit and inspection responsibility, and how changes are documented and approved.

Include every promise that influenced your decision. If the contractor says an insurer will cover particular work or payment, do not settle for “we’ll work it out with insurance.” Put the scope, payment limits and any insurance-related commitments in writing.

After a storm, be cautious about unsolicited contractors who demand a quick decision, claim to have leftover materials from a nearby job, offer an implausibly low price or ask for a large down payment. Take time to verify the business and compare written estimates.

- Avoid a large deposit and do not pay in full before the work is complete and inspected.
- Avoid cash when possible so you retain a payment record.
- Be wary of checks made payable to an individual rather than the contractor’s business.
- Do not sign an insurance check over to the contractor.
- Use written payment milestones and keep copies of the contract, change approvals, invoices and receipts.
The Ohio Attorney General’s April 2024 Consumer Advocate guidance discusses staged payments in thirds as an example, not a legal requirement or a schedule that fits every roofing project. Agree on terms that tie payments to clearly described progress, and do not treat that example as a universal rule.
Check whether a three-day cancellation right applies
Ohio’s Home Solicitation Sales Act provides a three-day cancellation period for most contracts signed at the consumer’s home or away from the seller’s usual place of business, according to the Attorney General’s April 2024 guidance. Whether it applies depends on the transaction. Keep the written cancellation notice, check the terms and governing law for your contract, and send any cancellation in writing within the applicable period. Do not assume every roofing agreement qualifies.
