The right PPE is the equipment that protects against the job’s hazards and fits the worker doing the task—not simply gear labeled “women’s.” Start with the employer’s hazard assessment, compare sizes and designs against the worker’s measurements and movement, and check the equipment as it will actually be worn. Employers must provide appropriate PPE and ensure it fits properly; workers should be involved in selecting and assessing it.
Start with the hazard and the task
PPE selection begins with the hazards identified for the work—not with a product category or gender label. The employer should assess the task and choose equipment that provides the protection required. PPE sits at the last level of the hierarchy of controls, so it is particularly important where other controls cannot eliminate or sufficiently reduce a hazard. NIOSH’s PPE guidance explains this selection approach.
Ask which hazard the item addresses, what protection level is needed, and whether the proposed equipment is permitted under the employer’s safety program. Then consider whether it can be worn correctly through the actual task, alongside the clothing and other gear required for that work.
Check fit in the work conditions
- Ask for options. Ask the employer or safety professional for other sizes, models, or designs if the available item does not fit. NIOSH advises employers to identify workers’ PPE needs, provide appropriate types and sizes, and ensure proper fit.
- Use the manufacturer’s fit instructions. Check the item against the measurements and adjustment guidance its manufacturer provides. Relevant dimensions vary by equipment: NIOSH identifies face dimensions for respirators and eye protection, chest circumference for protective clothing, and foot length and breadth for footwear.
- Try it with the gear you will wear. Put on the work clothing and other PPE required for the task, then move as the job requires. Check for shifting, exposed areas, restricted movement, or loose material that could snag. Follow any item-specific instructions; this practical check does not replace a required formal fit test.
- Report the specific problem. Explain which task or movement causes trouble and what happens—for example, glasses slipping, a glove being loose, or a boot rubbing. Ask for a different size or design and give feedback on whether the alternative works.
Fit problems can undermine protection or create new hazards. NIOSH notes that slipping safety glasses can leave the eyes unprotected, loose gloves can catch in machinery or leave skin exposed, and poorly fitting boots can cause blisters. A “women’s” label by itself does not establish that an item fits a particular worker or suits a particular task.

What to check by PPE category
Construction PPE includes fall-protection harnesses, safety shoes, safety glasses, hardhats or helmets, hearing protection, and respirators. Fit concerns differ across categories, so assess each item individually and as part of the complete gear setup.
- Harnesses and fall-protection equipment: Check adjustment, retention, and compatibility with the worker and the clothing worn for the job. Follow the manufacturer’s instructions and coordinate selection and use with the employer’s fall-protection program.
- Gloves: Look for a fit that allows the required grip and hand movement without excess material that can catch. Confirm that the glove still provides protection against the identified hazard.
- Boots and safety shoes: Check length and breadth, secure fit, and comfort while walking and performing the task. Confirm that the footwear provides the required hazard protection.
- Eye protection and helmets: Check that the equipment stays in position during movement and works with other required PPE. For eye protection, fit around the face matters; for helmets, follow the product’s adjustment and retention instructions.
- Vests and protective outerwear: Check chest fit, coverage, mobility, and compatibility with a harness or other equipment. Clothing that is too loose may interfere with movement or equipment.
- Hearing protection: Choose and use the type required for the noise hazard, following its fit and use instructions and checking compatibility with other PPE.
Tight-fitting respirators need a formal fit test
A comfort check or user seal check does not replace formal fit testing for a tight-fitting respirator. Under OSHA’s respiratory protection requirements, fit testing is required before workplace use and when OSHA requires repeat testing; testing applies to the specific make, model, style, and size. Workers also perform a user seal check each time they put on the respirator. Follow the employer’s respiratory protection program and the respirator’s instructions. OSHA’s respiratory protection standard sets out the requirements.

Know what the fit requirement means
OSHA’s construction PPE FAQ says construction PPE must fit properly and notes that smaller workers, including some women, may not be able to use standard sizes. The proper-fit requirement was already incorporated into existing requirements; OSHA’s final rule made it explicit. The FAQ identifies agency enforcement guidance, consensus standards, and manufacturer instructions as resources employers can use to determine proper fit. It also cautions that discomfort alone does not necessarily mean an OSHA violation, though discomfort may signal a fit problem. Read OSHA’s construction PPE FAQ for its explanation.
OSHA announced the construction standard revision on December 11, 2024. Assistant Secretary for Occupational Safety and Health Doug Parker said, “PPE must fit properly to work.” OSHA’s announcement provides the rule context.

Workers should raise fit concerns with a supervisor or safety professional and describe how the item performs during the task. Employers should use that feedback to find appropriate equipment rather than treating a worker’s discomfort as proof, by itself, of a violation or asking workers to solve the issue by privately buying their own safety gear. A 2016 pilot study reported that some female workers bought PPE themselves, but that finding is not a population-wide estimate. The pilot study involved focus groups with 23 union female carpenters, laborers, and ironworkers; participants described fit problems with gloves, harnesses, safety vests, work boots, and outerwear, often saying contractor-provided items were too large. Its qualitative findings do not establish how common those problems are among all women in construction.
Use a practical comparison when choosing alternatives
When more than one option could address the hazard, compare each against the same job-specific criteria rather than choosing by label alone.

Comfort matters because equipment must be usable during work, but it is one part of the assessment—not a substitute for hazard protection, correct fit, compatibility, or required testing. Neither a gender-specific label nor a single try-on establishes that PPE is suitable for every worker and task.
