A new-construction permit was issued on September 28, 2026, for a planned four-story mixed-use building at 4911 N. Pulaski Road in Chicago’s Albany Park neighborhood. The reported design places one retail space at street level and three dwellings—one on each upper floor. Permit issuance does not confirm that construction has started.

What is planned for 4911 N. Pulaski Road?

Chicago YIMBY’s October 3, 2026 report describes a four-story building with a single ground-floor retail space and three residential units above it. Plans are attributed to Mayer Jeffers Gillespie Architects. The project is reported as new construction, rather than a replacement of the previous garage.

Chicago YIMBY reports that R.P. Fox & Associates is the permit recipient, Stellar Performance Inc. is the general contractor, and the construction cost is $362,925. The report gives January 31, 2025, as the application date and September 28, 2026, as the issue date. It calculates an interval of 605 days between those dates; that is the publication’s calculation, not an independently verified City processing statistic.

The City of Chicago’s Building Permits dataset documentation says the dataset covers permits from 2006 to the present, is updated daily, and excludes permits voided or revoked after issuance. It defines processing time as the days between application start and issue date. How does the proposal relate to the site’s history?

The same Chicago YIMBY report says a fire in May 2019 extensively damaged the prior building. A December 2019 permit reportedly allowed replacement of 5,000 square feet of drywall, but the report says it is unclear whether that work was completed. A demolition permit was applied for and received in June 2020. The publication also reports that the property was purchased for $150,000 in August 2020. What does the permit tell neighbors—and what does it not?

The reported plan indicates a small mixed-use project: three dwellings above one retail space, with parking and bicycle storage at the rear. A permit establishes an authorized project scope, not a construction start, completion date, or guarantee that every reported design detail will be built as described. The City dataset documentation further notes the role of applicable fee payment in beginning work.

Chicago YIMBY reports CTA Route 53 stops directly outside the property, Route 81 about one block south on Lawrence Avenue, Route 92 about three blocks north at Foster Avenue, and the Kimball Brown Line terminal roughly one mile away. Those route and stop details should be checked against current CTA service information before relying on them, since service patterns can change.
