Hoover Planning and Zoning Commission to Consider Self-Storage Proposal Near Jeff State

A proposed indoor, climate-controlled self-storage facility near Jefferson State Community College’s Shelby-Hoover campus was scheduled for consideration by the Hoover Planning and Zoning Commission on October 5, 2026. The proposal, reported by Hoover Sun on October 3, has not been reported as approved.

What is proposed?

Hoover Sun reported that Inkana Development is proposing a 39,105-square-foot indoor, climate-controlled self-storage building with 500 storage spaces and 6,000 square feet of office space. Those are reported proposal figures, not confirmation that a building has been constructed or that the project has received approval.

The report does not identify whether the storage units would be limited-access, with exterior access leading to interior halls, or multi-access, with exterior access directly to the units. Hoover’s zoning ordinance distinguishes between those two forms of self-service storage, but the available account does not establish which applies here. Where would it go?

The reported address is 4548 Valleydale Road, just west of Jefferson State Community College’s Shelby-Hoover campus. The site is described as behind Bob’s Power Equipment and a Sherwin-Williams paint store. The report credits the facility sketch and tree conservation plan to the City of Hoover, but does not provide independently reviewed site-plan details.

When was the proposal scheduled for consideration?

Hoover Sun reported a work session at 5:30 p.m. and an action meeting at 6 p.m. on Monday, October 5, 2026, at Hoover City Hall. That schedule was still upcoming when the report was published October 3; no commission action or later outcome is established by the available coverage.

What can the commission decide, and what remains unknown?

The precise application type for 4548 Valleydale Road is not stated. It should not be assumed from the meeting listing that the case is a rezoning, conditional-use request, or variance.

The City of Hoover’s Zoning Process page explains that rezoning requests are reviewed by the Planning and Zoning Commission and voted on by the City Council through a public hearing. A request to deviate from existing zoning restrictions requires a variance from the Board of Zoning Adjustment. These general rules do not identify the application or decision path for this proposal.

The City says the purpose of zoning is “to promote the public health, safety, and general welfare; to provide for the orderly development and growth of Hoover; to avoid congestion on the public roads and streets; to conserve life, property and natural resources and the expenditure of funds for public improvements and services to conform with the most advantageous uses of land, resources and properties, for the general good and benefit to the people of Hoover.” That statement appears on the City’s Zoning Information page.

The available report and city materials do not establish the parcel’s current zoning, the specific application type, detailed site-plan conditions, traffic analysis, public comments, or any eventual commission or City Council decision. The reported size and number of units do not, by themselves, show local demand or the project’s traffic or other effects.
