What is being built at 238 Pittsfield Road?
Pennrose’s September 28, 2026 announcement describes a 68-apartment rental development spread across ten residential buildings. The planned mix is 23 one-bedroom, 38 two-bedroom and seven three-bedroom apartments. A separate community building is planned to include event space, a fitness center, management offices and resident-services offices. Pennrose says construction is now underway and estimates completion in early 2028. Pennrose’s project announcement is the source for those plans and dates.
How many apartments will be affordable?
Pennrose says 57 of the 68 apartments will be affordable to households earning between 30% and 80% of area median income (AMI); the remaining 11 will be rented at market rates. The Massachusetts environmental notice, by contrast, describes its scope as construction of 57 affordable rentals. That notice is not confirmation of the full 68-apartment mix reported by Pennrose. The state notice and developer announcement use different descriptions, so the figures should be attributed to their respective sources.
Pennrose also says that 7% of Lenox’s housing stock is deed-restricted affordable and compares that figure with the state’s 10% threshold. The town’s annual report discusses the 10% threshold, but does not independently confirm Pennrose’s 7% figure in the material available. The town’s 2025 annual report describes the local affordability context and the project’s approvals.

What is known about traffic, access and safety?
The records establish that traffic and access were part of the project review; they do not explain the specific “safety fears” implied by the headline. No verified statement from a named resident, official or safety professional in the cited materials identifies those fears, so it would be misleading to characterize them as opposition to the housing or as concerns about crime or resident safety.
The application-stage traffic assessment considered a proposed driveway that would add a westbound approach at the Pittsfield Road and Lime Kiln Road intersection. It analyzed traffic counts, crash history, sight distance, intersection capacity and queuing. At that stage, the proposal was described as 66 units, not the 68-unit plan announced later. Its automatic traffic recorder measured an unadjusted average daily volume of 23,727 vehicles on the studied section of Pittsfield Road in May 2021. That is an older study measurement, not a current traffic count. The traffic-impact assessment documents the application review and its data.

A January 2025 town meeting record is not among the fully cited materials here, so it cannot support a definitive account of who objected to the curb cut or construction access. The verified sources do not establish that road work was prompted by a particular safety incident or a stated resident fear.
What road and utility work is planned?
The Commonwealth says its $1.68 million MassWorks award will support improvements along Route 7/20 associated with increased infrastructure demand and pedestrian activity from the development. The listed work includes road widening, turning lanes, signage, modernized water and sewer systems, and stormwater management. The state describes the award as infrastructure support, not as a response to a documented incident. The MassWorks announcement sets out the funded improvements.

What approvals and funding are documented?
Lenox’s 2025 annual report says the project received Zoning Board of Appeals approval through the Comprehensive Permit process and notes support from the town’s Affordable Housing Trust. The town’s FY26 Community Preservation Committee application describes the development as addressing affordability and workforce-housing needs, and says local support could help leverage tax-credit allocations and state soft funding. Pennrose lists federal and state tax-credit allocations, National Equity Fund as syndicator, Rockland Trust and U.S. Bank as investors, Rockland construction debt, Massachusetts Housing Partnership permanent debt and Workforce Housing Funds, MassDevelopment as bond issuer, EOHLC soft sources and operating subsidy, and Town of Lenox Affordable Housing Trust, Community Preservation Act and HousingWorks Infrastructure Program funds.
