The project would repurpose an existing building into a 7,000 m² training facility; it is not a completed development. The college says the project is out to tender, with construction anticipated to begin in early 2027 and completion targeted for the Autumn 2028 student intake.
What is proposed for Melbourne Street?
The college’s proposal is for a 7,000 m² facility containing practical workshops, classrooms and amenity areas for students and staff. Leeds College of Building says the addition would expand its estate by about one quarter. The proposal involves refurbishing and repurposing an existing building rather than constructing an entirely new building, according to the college-attributed announcement published by FE News on 30 September 2026.
The site is beside the college’s North Street Campus in Leeds. The facility is intended to develop skills for work connected with infrastructure, housing, retrofit and Net Zero projects across the region. Detailed drawings and a room-by-room schedule have not been provided in the reported material.
Who is designing and delivering the project?
Fuse Studios Ltd is named as lead designer and architect. The college’s announcement identifies the following consultant roles:
#1 Best Overall
- Used Book in Good Condition
- Turner & Townsend: project management and quantity surveying.
- WSP: planning, structures, and mechanical, electrical and plumbing (MEP).
- LDA Design: landscape architecture.
- Andrew Moseley Associates: transport and development planning.
The project is reported as out to tender. No successful main contractor or project cost has been named in the available coverage.
When could construction begin and the facility open?
Construction is anticipated to start in early 2027, and the college is aiming to have the facility completed in time for the Autumn 2028 intake. These are expected dates, not confirmed delivery milestones. A planning application has been submitted to Leeds City Council, but the reported coverage does not provide an application reference or an approval decision.

What is a CTEC and why is Leeds College of Building involved?
Construction Technical Excellence Colleges are specialist further education providers funded by the UK government to address construction skills shortages, as described in the college’s project announcement. Their hub-and-spoke model is intended to connect employers, regional authorities, and education and training providers, while widening access to construction careers and helping existing workers upskill.
Leeds College of Building was designated in August 2025 as one of England’s first 10 CTECs, representing Yorkshire & Humber, according to the announcement coverage by Bdaily. The project announcement also reports that more than 160 people attended the launch of Yorkshire & Humber CTEC regional delivery plans; that attendance figure is reported by the college, not independently audited.

The college links the proposed facility to workforce needs in public investment and regional development. Chris Duncan, Vice Principal – Finance & Resources, said the building would provide capacity and specialist facilities to develop workers for government programmes involving new towns, housing growth and transport infrastructure, and to help retain the economic benefits of major public investment within the region.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How does the project relate to the construction workforce target?
The college’s announcement says the project contributes to a national target of training 40,000 additional workers in high-demand trades by 2029. That figure is the target as reported in the project announcement; the coverage does not independently verify it against a government source. The facility’s proposed workshops and teaching spaces are presented as part of the regional response, rather than as a claim that the building alone will deliver the national target.
