How to Remove an Old Telephone Line from Your House Safely

Before removing old telephone wiring, locate the demarcation point and confirm the line is not carrying phone, DSL, alarm, or other service. Remove only identified customer-side wiring.

To remove an old telephone line safely, first identify the demarcation point—the boundary between the provider’s facilities and your home’s wiring—and confirm that no active phone, DSL, alarm, or other service depends on the line. Remove only wiring you have identified as customer-side wiring. If ownership or service is unclear, ask the provider or a qualified installer before touching it.

Identify the demarcation point before removing anything

The demarcation point separates telecommunications-company facilities from the subscriber’s wiring and equipment. Under the federal definition for a single-unit U.S. installation, it is generally within 12 inches of the primary protector; if there is no protector, it is within 12 inches of where the wire enters the premises. Multi-unit buildings can follow different provisions and carrier arrangements. See 7 CFR §1755.501.

The point helps establish where responsibility changes, but do not assume that every wire, box, or device near it belongs to you. Iowa’s rule, for example, says the drop, block, and protector remain utility property and describes the demarcation point as the boundary between utility and consumer maintenance responsibility. That is an Iowa-specific rule, not a universal ownership rule. Check with your provider if the equipment or boundary is unclear: Iowa Administrative Rules, ARC 2954C.

Check whether the line still carries a service

An unused-looking jack or cable does not establish that the wiring is disconnected. Telephone wiring may run from jacks to a demarcation point or distribution device, and the available sources cannot determine whether a particular home’s line is active or also supports DSL, an alarm, or other equipment. Ask the provider or a qualified installer to verify service before removal if you cannot confirm what the wiring serves. Remove only identified customer-side wiring

There is no universal removal sequence established for every house. The steps below are a cautious practical approach for wiring confirmed to be on the customer side; they are not a substitute for identifying ownership, checking service, or following applicable local requirements.

  1. Locate the demarcation point. Look for the network interface or protector where the provider’s line meets premises wiring. Do not open provider equipment or approach a pole or overhead line.
  2. Confirm service and ownership. If the cable’s path, status, or ownership is uncertain, contact the provider or a qualified installer before proceeding.
  3. Trace the indoor branch. Follow the identified customer-side cable from the jack toward its connection point or distribution block. Stop if it is tangled with other wiring, inaccessible, or cannot be positively identified.
  4. Disconnect at the customer-side connection. Work at the connection rather than cutting an unidentified incoming line. Keep exposed copper from touching exposed metal in a jack or electrical box, as Bell’s installation guidance cautions.
  5. Remove or secure the confirmed branch. Once disconnected, remove the customer-side run if practical, or leave it safely secured and mark it if removal would damage finished surfaces or other wiring. Protect loose ends and repair wall openings as appropriate.
  6. Call a qualified professional when the boundary is uncertain. An installer or electrician can assess difficult routing, shared enclosures, inaccessible runs, or possible code concerns.

Know when to stop and get help

  • You cannot tell whether a cable is provider-owned or customer-owned.
  • The line may still serve telephone, DSL, an alarm, or other equipment.
  • The cable enters a shared or multi-unit building, or is bundled with electrical wiring or other systems.
  • The connection is inaccessible, damaged, or inside an enclosure you are not sure you may open.

Do not treat cutting a wire as a way to test whether it is active. Confirm the line’s status and ownership first. Bell also advises keeping telephone wiring away from electrical wiring, fixtures, and lights, and avoiding routes under carpets, near heat, or in damp areas; these are installation precautions, not a complete removal standard.

Understand the limits of the federal wiring rule

47 CFR §68.215 addresses specified premises wiring that is not fully protected and serves more than four subscriber access lines. It includes workmanship provisions and directs compliance with applicable local building and electrical codes. It is not a complete homeowner code for every single-line house.
