Use winter downtime to make six simple tools for spring sowing: seed tape, newspaper pots, repurposed containers, a milk-jug winter-sowing setup, plant markers, and an organized tray or soil-block station. Most are assembled indoors and ready to use when planting conditions are right. One important exception: a milk jug for winter sowing is prepared indoors, then placed outside; it is not a way to grow seedlings indoors.
Choose a project for the kind of seeds you plan to sow
| Project | What it helps with | Where it is used |
|---|---|---|
| Paper seed tape | Evenly arranging small seeds for direct sowing | Outdoors, in the garden bed or row |
| Newspaper pots | Holding seed-starting mix and indoor seedlings | Indoors while seeds start |
| Repurposed containers | Providing pots for seed starting | Indoors while seeds start |
| Milk-jug winter sowing | Starting seeds in a covered outdoor container for spring transplanting | Assembled indoors, then placed outdoors |
| Plant markers | Identifying plant names and varieties | With pots, trays, or garden rows |
| Tray or soil-block setup | Organizing small pots or growing blocks | Indoors for seed starting |
Whatever project you choose, check the seed packet for sowing time, depth, spacing, and other crop-specific directions. Timing varies by plant; the Royal Horticultural Society recommends checking packets for the appropriate months to sow indoors in its indoor sowing advice. Local extension recommendations can help account for regional conditions.
1. Make paper seed tape for direct sowing
Seed tape keeps seeds in order before they go into a garden row. It is particularly useful when you want to prepare sowing materials ahead of time, rather than handle individual seeds outdoors. Missouri Extension describes making it as a winter activity and specifies paper strips 2 inches by 12 inches in its seed tape instructions.
- Cut a strip of paper towel, tissue, or newspaper. For Missouri Extension’s suggested size, cut it to 2 inches by 12 inches.
- Mark seed positions using the spacing recommended on the seed packet.
- Use a small amount of paste to attach each seed at its mark.
- Let the tape dry fully, then store it until the appropriate planting time.
- At sowing time, plant the tape at the depth and under the conditions specified for that seed. The University of Georgia Extension also advises checking the packet for appropriate depth in its seed-tape guidance.
The paper strip is a convenience, not a substitute for seed-specific spacing or planting directions.

Seed tray side handles make it easy to lift and pour off excess water or check seedlings daily.
- SIMPLER TRANSPLANTING: Soft food-grade silicone cells cradle seedlings and gently flex to pop out when it’s time to transplant into your outdoor garden! This system is specially designed to reduce stress on your seedlings, so you don't damage their roots. After transplanting, trays are easy to clean and reuse or simply store for next growing season. Top shelf dishwasher safe.
- SEED STARTER TIP: Many favorite vegetables, including peppers and tomatoes, must be started indoors before warmer weather arrives. Start pepper seeds 8-10 weeks before your area’s average last frost date, and tomato seeds 6-8 weeks before last frost. Check your Burpee seed packets for instructions on when and how to plant any of your herb, flower and vegetable seeds.

2. Fold newspaper into seedling pots
A cylinder such as a can can help shape newspaper into a small pot. The result gives you a homemade container for seed-starting mix without relying on a purpose-made plastic pot. UF/IFAS Extension explains how to make newspaper starter pots in its newspaper pot instructions.
- Wrap a strip of newspaper around a can or similar cylinder, leaving enough paper to fold over and form the base.
- Remove the can and press the folded base into shape so the pot can stand.
- Fill with seed-starting mix and sow according to the seed packet.
- Keep the pot with your other starts, monitoring moisture and light as you would for the seedling.
UC Cooperative Extension also includes newspaper pots among its gardening activities. Do not assume every paper pot will break down reliably in every growing condition; check the pot and seedling as planting time approaches.

3. Turn suitable recycled containers into seed pots
Some clean, suitable food containers can be reused as seed-starting pots. The Royal Horticultural Society lists old food containers as an option in its indoor sowing advice, and Iowa State Extension discusses seed-starting containers and alternatives in its container guidance.
- Choose a container that is clean and can drain; standing water can create problems for seeds and young roots.
- Use seed-starting mix where appropriate and sow according to the packet.
- Match container size and shape to the seed-starting task rather than assuming every food package is suitable.
- Keep track of what you planted, using a marker if containers look alike.
Reuse can reduce the need for purpose-made pots, but it does not make every kind of packaging appropriate for every seed.

4. Prepare a milk-jug mini greenhouse for outdoor winter sowing
This project is made at the kitchen table but used outside. Winter sowing in a prepared milk jug is a late-winter seed-starting method for spring transplanting, not indoor seedling growing. Missouri Extension’s winter-sowing guide describes preparing a milk jug as a covered container and gives native-flower examples including milkweed, black-eyed Susan, purple coneflower, liatris, lobelia, and penstemon.
- Prepare a translucent milk jug as a covered growing container, following the method in the Missouri Extension guide.
- Add growing medium, sow seeds at the depth specified on the packet, and label the container.
- Close and secure the prepared container as directed, then place it outdoors for the winter-sowing process.
- Monitor it outdoors and transplant seedlings in spring when appropriate for the plant and local conditions.
Choose seeds suited to the method and follow crop-specific directions; the fact that a jug is assembled indoors does not mean it belongs on an indoor windowsill.

5. Make reusable plant markers
Markers help keep plant names and varieties attached to the right pot or row as your starts multiply. UC Cooperative Extension suggests materials such as craft sticks, plastic cutlery, and old venetian blinds in its hands-on gardening activities.
- Cut or select marker pieces that will fit in the pots, tray, or bed where you plan to use them.
- Write the plant name and variety clearly on a dry surface with a suitable marker.
- Place each marker beside the seeds or seedlings it identifies.
Marking the variety as well as the general plant name makes it easier to distinguish starts that otherwise look alike.

6. Set up a seed-starting tray or soil-block station
A tray gives small pots a shared base and keeps them organized. If you want to start seeds without individual containers, soil blocks are another option. Iowa State Extension discusses purpose-made containers and soil blocks in its guide to containers for starting seeds.
- Gather the pots or blocks you plan to use and arrange them in a tray that can hold them securely.
- Set aside seed-starting mix and labels so they are ready when you sow.
- Choose a location with suitable light and room to manage watering.
- Keep the setup flexible: handmade newspaper pots or appropriate reused containers can be organized alongside, or instead of, purpose-made pots.
A sunny winter windowsill may not provide enough light for seedlings. University of Georgia Extension flags this limitation in its seed-starting guidance, so consider light needs and local advice before relying on a windowsill alone.
Quick Recap
What to prepare before sowing
- Read each seed packet for indoor sowing time, spacing, depth, and planting conditions.
- Decide whether a seed will be started indoors in a pot or block, sown directly with seed tape, or started outdoors in a winter-sowing jug.
- Use clean containers that can drain, and have seed-starting mix ready for pots or blocks.
- Label seeds and varieties at planting time rather than relying on memory.
- Check local extension guidance for regional timing and recommendations.
