A development of 57 apartments and three townhouses opposite Westfield Booragoon was approved by the Metro Inner Development Assessment Panel (MIDAP) on 15 April 2025. PerthNow reported the decision was 3–2 and went against the City of Melville’s recommendation to reject the application. Residents and City representatives had raised concerns about the project’s design, street access, traffic and safety.
Where is the proposed development?
The application covers Lot 585 Bragor Place and Lots 274 and 275 Almondbury Road in Ardross, opposite Westfield Booragoon. The WA Department of Planning, Lands and Heritage identifies it as case DAP/24/02731, considered at a MIDAP meeting on 15 April 2025. The proposal spans three blocks and includes a rooftop garden, according to PerthNow’s account of the project.
What did the panel approve?
PerthNow reported that the panel approved 57 apartments and three townhouses, with a proposed development value of $38.5 million. The reported vote was 3–2. The decision was contrary to the City of Melville’s recommendation that the application be rejected.
The approval is a planning decision; the available sources do not establish whether construction has since begun or what final operative conditions currently apply.

Why did the panel majority support it?
PerthNow attributed the majority’s planning rationale to MIDAP presiding member Francesca Le Fante. She said the proposal was consistent with the structure plan and considered the site suitable for density and height because it is opposite the shopping centre. Her reported words were: “It is the most appropriate location for high density and height being directly opposite the shopping centre which has heavy traffic movement.”
In a memorandum dated 11 April 2025, the applicant argued that the scheme met the Melville City Centre Structure Plan objectives and R-Codes, that its height and design were appropriate, and that the transport network could accommodate it. The applicant also cited design-review support, landscaping, communal areas and community infrastructure. These were the applicant’s submissions, rather than independent findings.

What concerns did residents and the City raise?
PerthNow reported objections to the building’s appearance and to locating access in Bragor Place, a cul-de-sac. City representatives raised concerns about child safety, traffic, visual impact and the scale of the community benefits. Those concerns describe the objections made; the sources do not establish them as measured outcomes of the approved development.
Melville councillor Daniel Lim argued that the scheme posed a safety risk for children in Applecross and Ardross, saying he believed it rested on a flawed assumption that children would navigate traffic like adults. That was his stated position, not an independently verified safety finding.

How were community benefits described?
Urbis associate director Rebecca Travaglione told PerthNow that the applicant valued the development’s community benefits at around $3.5 million under its own calculation. That figure is an applicant-side valuation, not a verified independent estimate. Councillor Lim’s comment that the benefits amounted to “one per cent” expressed his view; it was not a measured statistic.
