YPO Major Works 2026: 99 Contractors Reported on £5bn Framework

YPO’s Major Works 2026 framework is for public-sector construction projects generally worth £5m and above. A report says 99 contractors were appointed, but the figure and names still need confirmation from official award documents.

A report indexed on 5 October 2026 says YPO appointed 99 contractors to its National Framework for Major Works 2026. That figure and the names reported alongside it are not yet confirmed by the primary award documents. The framework itself is a UK public-sector route for construction projects generally valued at £5 million or more; its estimated £5 billion value is a ceiling estimate, not promised expenditure.

What is YPO’s Major Works 2026 framework?

YPO’s National Framework for Major Works 2026 is intended to help UK public-sector bodies procure large construction and refurbishment projects. YPO is the contracting authority, while Pagabo acts as managing agent, providing framework management and procurement support. YPO says the framework was procured under the Procurement Act 2023. Projects are generally expected to be worth £5 million and above. Work may be a standalone project, a phase or batch of work, or part of a wider programme. The scope includes:

  • New build, extensions, remodelling and alterations
  • Refurbishment, retrofit, renovation and planned repair
  • Specialist fit-out and mechanical, electrical and plumbing work
  • Associated civil engineering, landscaping and site infrastructure

Pagabo said previous iterations of its construction frameworks had delivered more than £3 billion in projects. That is a historical claim about earlier frameworks, not a measure of work delivered under the 2026 framework. Pagabo’s launch announcement

What does the £5bn figure mean?

The tender information gives an estimated total framework value of £5 billion including VAT. This is an estimate for the framework as a whole; it is not a commitment by public bodies to spend that amount, a guaranteed sum for appointed suppliers, or the value of any individual project. How is the framework structured?

Tender-stage information described five main lots: a Collaborative Partner arrangement and four project-value bands. The procurement material also described geographic sub-lots for the collaborative arrangement and regional coverage for the value bands. The tender announcement said one supplier would be appointed to each collaborative sub-lot and up to nine contractors per region and value band in Lots 2–5; that proposed limit should not be treated as confirmation of the final award distribution.

How can public bodies award work?

Framework users can use either Direct Appointment or a Competitive Selection Process for call-offs. Which route is suitable depends on the project and the framework requirements. When assessing whether it fits, a public body should match the project’s value band and geography, then consider the permitted call-off route. The framework’s estimated total value should be kept separate from the value of the actual call-off.

Were 99 contractors appointed?

A Construction News report indexed on 5 October 2026 says YPO appointed 99 contractors, including BAM, Morgan Sindall and Wates. The report’s original page was not accessible, and the claim has not been matched to the primary award notice or supplier schedule. It should therefore be treated as reported, not independently confirmed.

There is a potential source of confusion: YPO’s official partnership page currently says 99 suppliers are “under evaluation” for Developer-Led Schemes 2026, a different framework. That wording does not verify the reported Major Works appointment. YPO’s partnerships page

Until the official award documents establish the final appointments, the reported count and contractor names should not be presented as definitive. The tender-stage cap of up to nine contractors per region and value band also does not establish how many suppliers were ultimately appointed.

When does the framework run?

The procurement opportunity record described an expected four-year term from 19 October 2026 to 19 October 2030. These are the expected dates stated in the tender information; the award documents are the place to confirm the final term. Procurement opportunity record
