Yes. Harbor Freight currently sells a manual mini tire changer, the PITTSBURGH Mini-Tire Changer, Item 58920. It is built for small off-highway wheels, such as ATV and golf cart tires, and it is not a general passenger-car changer. The current product listing advertises rims from 4 to 10 inches. You break the beads by hand with a lever-style handle, then work the bead over the rim with a long mounting tool. Nothing on the tool is powered.

Harbor Freight’s manual tire changer is a separate, larger-capacity category. If you are comparing a full-size changer with this mini model, compare them by rim range and intended tires first, not by the Item 58920 name.
How the mini tire changer works
The changer is a manual machine. The wheel is centered on a threaded shaft, and the tire bead is broken and levered over the rim by hand. The steps below follow the sequence in the owner’s manual.

- Secure the base. Bolt or clamp the base to a level, sturdy workbench or surface. The manual also allows holding it temporarily in a vise. The surface has to support both the changer and the wheel assembly.
- Deflate and strip the wheel. Remove any wheel balance weights. Remove the valve core to let the tire deflate completely.
- Center the wheel. Place the wheel over the threaded shaft, then center it with the alignment disc, the spacers, and the locking nut.
- Break the beads. Lubricate the bead. Set the foot of the bead breaker handle against the rim edge, then pull down on the handles to push the bead off the rim. Repeat on the other side.
- Demount with the long tool. Use the mounting and demounting tool as a lever. Rotate it clockwise around the rim to lift the bead over the edge.
- Remount. Lubricate both beads. Fit the lower bead into the rim first, then use the tool to work the upper bead back over the rim. The manual warns that skipping lubrication can damage the bead.
Tire mounting lubricant is not included. The manual says it is sold separately, so budget for it before your first job.

The rim range conflict matters for fit. The listing says 10 inches, and the manual says 12 inches. Until those two sources agree, plan around 4 to 10 inches. Do not assume that an 11-inch or 12-inch wheel is covered by the current listing.
Customer reviews on the product page use phrases such as “small tire changer” and “Perfect for lawn tractor tires.” These are individual buyers’ words. They do not confirm that every lawn tractor wheel fits within the 4 to 10 inch range.
