Woodvale Corner Shopping Complex: Commercial Plan Refused, Separate 70-Lot Proposal Under Assessment

The Woodvale Corner commercial centre was refused in December 2025. Here are the proposal details, traffic forecasts, environmental and heritage concerns, and what is known about a separate 70-lot subdivision application.

The proposed $35 million Woodvale Corner shopping complex was refused by Western Australia’s Statutory Planning Committee on 10 December 2025. The commercial application, for a site at Wanneroo Road and Woodvale Drive, is recorded as refused on the Department of Planning, Lands and Heritage register, last updated 6 October 2026. A later, separate application proposes residential subdivision into 70 lots; the official page says it would be assessed after consultation ended on 7 October 2026, but does not establish a decision.

What was planned for the Woodvale shopping complex?

The commercial proposal covered a reported 34,952-square-metre site at the corner of Wanneroo Road and Woodvale Drive. The development application, prepared for SPG Capital Fund 10 Pty Ltd by Urbanista Town Planning, described a centre with several different uses. These were plans, not operating businesses or completed construction. PerthNow’s March 2025 report listed:

  • An Aldi supermarket.
  • Two drive-through fast-food outlets.
  • A service station with a 24-hour convenience store.
  • A gym and childcare centre.
  • A three-storey self-storage facility.
  • Bulky-goods showrooms, plus a cafe or restaurant with alfresco dining.
  • 245 parking bays.

The application also put forward estimated retail sales of $26.3 million, 25 full-time jobs at the proposed Aldi, and about 110 full-time-equivalent positions across the fast-food outlets and childcare centre. These were claims and estimates in the application as reported by PerthNow, not audited results or jobs created.

How much traffic would the proposal generate?

The development application estimated that the proposed centre would generate 7,650 vehicle trips per day and that traffic on Woodvale Drive would rise to 13,380 trips per day. PerthNow reported these as application projections in 2025; they were not measured traffic counts. The report also described objections about existing road pressure, access and intersection capacity, and the safety of schoolchildren walking or crossing near Woodvale Secondary College.

Traffic concerns crossed local-government boundaries: objectors questioned how impacts and costs would be distributed between the cities of Wanneroo and Joondalup. The report said Main Roads had agreed to intersection modifications, including signals. A local councillor argued that those changes would not resolve impacts along Woodvale Drive. These were arguments raised during the application process, not a complete statement of the committee’s formal reasons for refusal.

The committee minutes record discussion of access and the possible use of a service road to reduce access effects along Woodvale Drive. They also discuss coordinating traffic, intersection upgrades, land use, local character and Cockman House through a local structure plan. The signed minutes include both an earlier recommendation to approve and a later alternative motion to refuse; the carried motion was the refusal.

What were the environmental and heritage concerns?

The environmental assessment submitted with the application, prepared by PGV Environmental and described in PerthNow’s 2025 reporting, identified approximately 15,700 square metres of native vegetation, predominantly sheoak in degraded condition. The application’s black cockatoo habitat assessment characterized the site as having low habitat value because of limited foraging habitat, while noting two jarrah trees that might potentially become breeding sites in future. Those are findings attributed to the submitted assessment, not a new independent survey.

Local concerns focused on the site’s proximity to Yellagonga Regional Park and a Conservation Category Wetland, wildlife connectivity and road noise. A local councillor cited a Department of Biodiversity, Conservation and Attractions recommendation for a buffer of 200 metres or more. That concern is distinct from the applicant’s habitat assessment: the two address different aspects of the site and should not be treated as interchangeable findings.

The committee’s refusal reasons addressed the proposal’s interface with Yellagonga Regional Park and Cockman House. It cited bulk, scale, hardstand, built form and insufficient vegetation retention as affecting the site’s context and local amenity, particularly around Cockman House. The signed committee minutes set out these formal grounds.

What did Wanneroo and Joondalup say?

In May 2025, the City of Wanneroo said it would strongly object, citing traffic and a need for more detail in the application’s environmental information. Its Director of Planning and Sustainability, Mark Dickson, said: “We don’t support an activity centre in this location.” He also said: “The environmental information that’s been submitted with the proposal is weak in our view, and needs further information so that we can satisfy ourselves that there won’t be any significant environmental concerns.”

The City of Joondalup said its submission would assess traffic, environmental and planning impacts rather than propose alternative uses. CEO James Pearson said: “The city’s submission will focus on assessing the impact of the development rather than proposing alternative uses for the site.” These were the councils’ positions as reported at the time, not the state committee’s determination. PerthNow reported the councils’ positions in May 2025.

Why was the commercial application refused?

The Statutory Planning Committee refused application SD-023-24 on 10 December 2025. Its formal reasons went beyond the traffic and environmental objections raised publicly. The committee said the proposal was inconsistent with orderly and proper planning because structure-planning considerations had not been adequately addressed. It also identified risks of ad-hoc uses, uncoordinated planning and inadequate management of the Yellagonga Regional Park and Cockman House interface.

The committee further found the proposal inconsistent with State Planning Policy 4.2 – Activity Centres and raised concerns about bulk, scale, hardstand, visual quality, vegetation retention and amenity. Its formal refusal reason stated: “The proposed development is inconsistent with the principles of orderly and proper planning.” The official DPLH application register records the commercial application as determined and refused; it was last updated 6 October 2026.

Is there a separate residential proposal for the site?

Yes. A later subdivision application is separate from the refused commercial centre application and must not be read as an approval or continuation of that scheme. The DPLH consultation page describes an application by Urban & Regional Planning Solutions (WA), on behalf of Strategic Property Group, for Lots 803 (No. 20) Ancestor Retreat and 900 (No. 567) Wanneroo Road. It proposes:

  • 70 residential lots at R30 density.
  • 3,580 square metres of public open space and drainage area.
  • A local movement network.

The official subdivision consultation page says consultation ran until 7 October 2026, after which the application would be assessed. The page does not establish a later determination, so its approval status cannot be stated from that information.
