Personal protective equipment (PPE) that does not fit can leave workers less protected or create hazards of its own. The issue is documented in survey findings and reflected in safety guidance: PPE must suit both the workplace hazard and the person doing the job. But “women’s PPE” is not one body type, and a product label alone does not show that equipment is safe or suitable.
Why does PPE fit matter for safety?
PPE is a last line of defence, so it needs to work as intended while the wearer carries out the task. The U.S. Occupational Safety and Health Administration (OSHA) says improperly sized equipment can be ineffective, uncomfortable or poorly tolerated. Oversized gloves or clothing can also catch in machinery. OSHA Assistant Secretary Doug Parker put the point plainly in a December 11, 2024, announcement: “PPE must fit properly to work.” OSHA’s announcement explains the U.S. construction rule.
Fit is not simply a matter of comfort. Equipment that slips, restricts movement, interferes with a task or is not worn because it feels wrong may fail to control the risk it was selected for. The right fit depends on the hazard, the worker, the task and the other equipment worn at the same time.
What do the reported findings show?
The Women’s Engineering Society’s 2024 PPE survey found that 4% of its women respondents said their PPE fit perfectly. That is a result from the survey, not an estimate of all women workers. The WES survey report describes problems including inconsistent sizing, missing size guidance, limited availability and difficulty finding equipment for different body shapes. Respondents also raised cost and delivery concerns.

IOM3’s summary of the same WES survey reports that 42% of women respondents said PPE was often too big, while 26% said it fit comfortably or perfectly. Among pregnant respondents, 61% said they had not been provided with the correct items. These are survey findings as reported by IOM3, not population-wide estimates; the figures describe different survey responses and should not be treated as interchangeable. IOM3’s summary provides that context.
In a September 16, 2025, announcement about its inclusive PPE guidance, BSI said new research found that 46% of British women who had been supplied PPE or uniform had been given something that did not fit. BSI’s announcement does not establish the underlying study’s sample or method, so the figure should be read as a result BSI reported, not as a population-wide prevalence estimate. BSI’s announcement of BS 30417 sets out the guidance.

Why can women’s PPE be difficult to find or fit?
Fit problems can arise when a product range offers too few sizes, sizing differs between manufacturers, or clear size information is unavailable. A nominal size does not guarantee that equipment will suit an individual’s proportions, movement or working position. Availability, delivery times and cost can also make a suitable option harder to obtain.
Women are not a single fit category. Workers of any gender may need different sizes or shapes; needs can also vary with disability, pregnancy, ethnicity and the task. A product marketed for women may be a useful option, but the label cannot substitute for checking its protection, fit and compatibility with the rest of the worker’s PPE.

How should employers choose PPE that fits?
Start with the workplace risk assessment, then select equipment that controls the identified hazard and suits the worker and task. The UK Health and Safety Executive (HSE) advises considering “the size, fit, compatibility and weight of the PPE and the physical characteristics of the user.” Its selection and use guidance also recommends involving workers in the choice and says PPE should not be modified to make it fit.
- Protection: Confirm that the equipment is suitable for the hazard and meets the relevant workplace and product requirements.
- Individual fit: Check size, body shape, movement and working position rather than relying on a size label alone.
- Compatibility: Assess how items work together. For example, safety glasses can disturb a respirator’s seal.
- Range and availability: Check the sizes offered, the clarity of the sizing guidance and whether suitable options can be supplied to the workforce.
- Worker feedback: Ask wearers to assess comfort and whether the equipment allows them to do the job safely.
- Instructions and care: Follow the manufacturer’s fitting and use instructions, and keep equipment maintained.
Where safety footwear is required, apply the same checks to the specific workplace hazard, the required protection and the individual fit. A “women’s safety boot” category may help locate options, but a retail listing is not proof that a boot is suitable for a particular job.

What are employers required to do?
Legal duties depend on the jurisdiction and sector. In the United States, OSHA’s final rule explicitly requires PPE to fit construction workers properly. OSHA says the requirement clarifies an obligation already incorporated in construction PPE rules; it should not be read as a universal rule for every country or industry. In the United Kingdom, HSE guidance says employers must assess risks and provide suitable PPE where needed. Required PPE must be maintained, accompanied by instructions and used correctly; PPE needed for work is to be provided free. BSI’s BS 30417, “Provision of Inclusive Personal Protective Equipment (PPE) – Guide,” is guidance for organizations, announced on September 16, 2025. It is not a law. Its relevance is practical: organizations can use inclusive provision as a procurement and selection concern rather than assuming a standard range will suit everyone.
What should a worker do if PPE does not fit?
- Raise the issue promptly with a supervisor, safety representative or employer, explaining which item does not fit and how it affects the task or protection.
- Describe the problem concretely—for example, slipping, restricted movement, a gap, pressure point or interference with another item of PPE.
- Ask for a suitable alternative to be assessed against the hazard, relevant requirements, manufacturer instructions and compatibility with other equipment.
- Do not alter the PPE yourself to make it fit. HSE advises against modifying equipment for fit; seek an appropriate replacement or selection decision.
If the equipment cannot provide the protection needed for the task, the concern belongs in the workplace’s safety process, not just in a request for a different size.
