The proposed construction services agreement is worth £28.575 million, rounded to £29 million in the headline. It is not the same as the reported £36 million overall project cost, and as of 8 October 2026 the appointment still depended on further council approvals and the call-in process.
What the £29m figure covers
The £28.575 million figure is the value of the proposed construction services agreement with Willmott Dixon Construction Limited, according to Northumberland County Council’s Cabinet decision record published on 6 October 2026. It covers the construction work; it should not be read as the total cost of the wider project.

Construction Enquirer reported on 7 October that the overall project bill had risen by £7.7 million to £36 million. That is a separate, broader project-cost figure. The sources do not provide a breakdown reconciling the overall bill with the proposed construction agreement, so the two amounts should not be treated as interchangeable.
What the Cabinet approved—and what remained conditional
On 6 October, Cabinet approved recommendations subject to call-in. It accepted £28.500 million in grant funding from the Borderlands Inclusive Growth Deal and allocated £2.050 million from the Council’s Strategic Regeneration Projects Budget. It also recommended that the Council approve an additional £2.625 million capital allocation, funded through prudential borrowing, and update the Capital Programme. The decision record says the additional allocation would bring the Council’s total contribution to £7.512 million.

Cabinet’s approval to appoint Willmott Dixon and delegate authority to enter the £28.575 million agreement was conditional on Council approval of the additional funding and the capital programme update. The figures describe different parts of the funding and project decision; they are not additional amounts to add to the construction contract value.
The decision record set 11 October 2026 as the call-in deadline and said the decision would come into force on 12 October if it was not called in. As of the record’s 8 October status, those dates had not passed. The available material does not establish whether the decision was subsequently called in, whether the Council approved the remaining funding and programme changes, or whether the construction agreement was executed.

What the Maltings scheme includes
The project is a partial demolition, alteration and extension of the existing Maltings Theatre and Cinema, with associated ancillary works. A project briefing dated 17 December 2025 says the developed design retained more of the existing structure than originally planned and reconfigured spaces to improve accessibility.

The project briefing records that planning permission was granted on 7 August 2025 under reference 25/00792/CCD. It also describes a later Section 73 application to vary specified planning conditions after detailed design work. The material available here does not confirm the final determination of those variations.

Construction Enquirer reported that preliminary works were targeted for November 2026, main construction for the new year, and reopening for spring 2029. Those are reported targets, not confirmed milestones or a guaranteed opening date. They are later than the earlier programme expectations in the December 2025 briefing, which included a summer 2026 site start and early 2028 completion; that earlier timetable should be treated as historical rather than current.
