No—the branches themselves will not grow back. Some trees can produce new shoots from dormant buds below the cuts, but those shoots are new growth, not the original branches returning. If all or nearly all branches were removed, whether the tree survives or develops a stable new crown depends on its species, prior health, remaining live tissue and the extent and placement of the cuts. New green shoots alone do not prove the tree has recovered or is safe.
What happens after every branch is cut off?
A tree may sprout new shoots from dormant buds below some cuts. That response is possible, not guaranteed, and it does not restore the removed branches or the tree’s original shape. The Ask Extension response to “Tree branches cut. Torn. Can they grow back?” says removed branches do not grow back, though trees may recover with care and time.
Removing much of the crown can also leave too little foliage for the tree to make adequate food. University of Missouri Extension explains that recovery depends in part on whether a basically healthy tree retains branches that can form a new structure; a severely damaged tree may not produce enough branches and leaves to nourish itself or regain its former appearance. That guidance is useful context, not a diagnosis or survival guarantee for every tree stripped of branches.
Why shoots do not necessarily mean the tree is healthy
Severe cutting that leaves stubs or large cuts is commonly called topping. Iowa State University Extension and Outreach warns that topping stresses trees and can make them more vulnerable to disease and insects; shoots growing from large stub cuts may also be hazardous. West Virginia University Extension notes that a topped tree may produce new branches and leaves while remaining in poor condition.

Those shoots can be weakly attached, so a tree that looks green again may still have structural problems. Visible growth is evidence that some tissue is alive; it is not proof that the tree has recovered, regained a sound crown, or is safe near people and property.
What affects whether the tree can recover?
There is no reliable yes-or-no survival prediction from the amount of cutting alone. The outcome depends on several factors that require looking at the particular tree:

- Species: Trees differ in their ability to produce shoots after severe pruning. The cited extension guidance does not provide a species-by-species survival table for complete branch removal.
- Health before cutting: A tree that was already stressed or unhealthy may have less capacity to recover than a basically healthy one.
- Remaining live tissue and foliage: Leaves support the tree’s food production. The amount of viable crown left matters to nourishment and the possibility of forming a new structure.
- Cut placement and scale: The number, size and location of cuts affect both regrowth and potential structural hazards.
Without those details and an inspection, a specific recovery timeline or outcome would be guesswork.

- Do not cut the remaining healthy growth into stubs to make the tree look even. Extension guidance describes topping as harmful; further indiscriminate cutting can add stress rather than restore the crown.
- Arrange an assessment by a qualified arborist if all or nearly all branches were removed, particularly if the tree is large or near a home, walkway, road or utility line. An arborist can assess remaining live crown, cuts and structural risk.
- Keep people clear of any apparent hazard while awaiting an assessment, especially where large limbs or the tree itself could fall. Do not attempt work near utility lines yourself.
