WilkinsonEyre has unveiled consultation designs for AmTrust’s redevelopment of Exchequer Court at 33 St Mary Axe, immediately beside London’s Gherkin. The emerging scheme is planned as a roughly 300-metre office tower with more than 100,000 square metres of Grade A workspace, new public routes and a free urban garden. Its final height, storey count and planning timetable are not fixed: the 2026 consultation is still gathering feedback and no planning consent for the WilkinsonEyre tower has been identified.
What is the new tower next to the Gherkin?
The proposal replaces the largely 1970s Exchequer Court building, which was renovated after damage in the 1992 Baltic Exchange bombing. AmTrust is the client, WilkinsonEyre is the architect and Upper Brook is development manager. The site sits in the Eastern City Cluster, beside St Helen’s Bishopsgate Church and within the St Helen’s Place Conservation Area.

A 2025 planning-policy statement describes development of up to 300 metres above ordnance datum (AOD). Trade reports describe a building of roughly 300 metres and potentially about 70 storeys, but the consultation material has not confirmed an exact storey count.
How tall will WilkinsonEyre’s Exchequer Court tower be?
The only firm height limit currently published for the scheme is “up to 300 m AOD” in AmTrust’s 2025 policy statement. The often-repeated figure of about 70 storeys is provisional and should not be treated as a settled design or approval.

At that scale, the tower could approach the height of The Shard and the approved 1 Undershaft scheme. The City of London Corporation approved 1 Undershaft at 74 storeys and 309.6 metres in December 2024. Building Design has reported that the WilkinsonEyre proposal could match 1 Undershaft and The Shard, creating a possible three-way joint-tallest comparison, but that outcome depends on the final design and planning decisions.
What will the building contain?
The consultation team says the project is designed around large, flexible office floors rather than a fixed tenant fit-out.

The design sets the tower back to form a courtyard, adds improved pedestrian connections and introduces cultural spaces at lower levels. The level-seven garden is intended to provide views towards the Gherkin and the wider City skyline without requiring a commercial ticket.
Will the public be able to visit the garden?
Yes, the consultation proposals describe the level-seven garden as free and publicly accessible. It is planned as a double-height urban garden, while the wider scheme adds about 3,500 square metres of publicly accessible space. Opening arrangements, hours, security controls and the final access route have not yet been published, so the consultation commitment should not be read as a confirmed operating schedule.

How will the design affect St Helen’s Bishopsgate Church?
WilkinsonEyre says the tower’s form and orientation are being developed to respect important views of the Grade I-listed St Helen’s Bishopsgate Church and the surrounding conservation area. That means the relationship between the new massing, protected views and the churchyard will be assessed through the planning process; the consultation images are not a final heritage-impact decision.
The adjacent church is a particularly sensitive constraint because the site is inside the St Helen’s Place Conservation Area and sits in a cluster already defined by tall commercial buildings. Further winter consultation material is expected to explain the detailed response.

The scheme’s stated carbon strategy combines retention, adaptability and operational efficiency:
- Retaining part of the existing basement to reduce embodied carbon from demolition and new construction.
- Flexible, adaptable floorplates intended to extend the building’s useful life.
- Urban greening and biodiversity measures in the public realm and garden.
- Renewable energy alongside efficient plant and building systems.
These are design intentions at consultation stage, not verified performance results. The eventual planning documents should establish the quantified energy, carbon and biodiversity outcomes.

Is the tower approved yet?
No. The WilkinsonEyre tower is an emerging consultation scheme, not an approved or building project. Official consultation drop-in events are scheduled for 26 and 28 October 2026, with online feedback accepted until 6 November 2026. The consultation team says fuller details are expected later in the winter.
When will construction start and finish?
No fixed construction date has been confirmed. Current trade reports give conflicting provisional milestones: Construction Enquirer has reported an application in early 2027 and a 2033 completion target, while Building Design has reported an application before the end of 2026. Both depend on the final design, an application being submitted and planning approval. Until those steps occur, a start date or completion year is only an indicative target.

The City Plan figure reproduced by the consultation team says London is seeking 1.2 million square metres (about 13 million sq ft) of new commercial workspace by 2040. The proposed office capacity is therefore presented as part of a wider demand for additional City employment space, while its skyline and heritage effects remain subject to scrutiny.
What happens next?
- Submit feedback through the official consultation by 6 November 2026.
- Review the fuller winter material, including updated massing, public-realm and heritage information.
- Watch for the formal planning application, whose reported late-2026 or early-2027 timing is provisional.
- Allow the statutory planning process to determine height, storeys, conditions and any construction programme.
