It does not measure the cold window beside your chair, the draft across your ankles, or the temperature of the floor under your feet, and those are often what your body responds to. A home can read 68°F and still feel chilly because comfort depends on several factors together, and air temperature is only one of them.
What the thermostat is actually measuring
A thermostat reports the air temperature at one point in the house. ASHRAE Standard 55-2023, the 2023 edition of the thermal comfort standard published by the American Society of Heating, Refrigerating and Air-Conditioning Engineers, names four environmental factors: temperature, thermal radiation, humidity, and air speed. It names two personal factors: activity and clothing. The standard says these factors must be considered together. Air temperature is an input to comfort, not a measure of it.
That is why 68°F is not a universal comfort guarantee. A setpoint describes the air at one location. Your comfort is determined by what surrounds you and how heat moves between your body and that environment.
Cold surfaces can chill you at 68°F
People lose heat by radiation to nearby surfaces as well as to the air. ASHRAE uses the term mean radiant temperature for the combined radiant influence of surrounding surfaces, seen from the occupant’s position. A large window, an exterior wall, or a floor that is much colder than the air can draw heat from a seated person even when the air is at 68°F. This is why one spot in a room can feel chilly while the thermostat, on another wall, reports the setpoint.

ASHRAE’s room-air guidance notes that cold exterior window surfaces can produce unwanted thermal radiation effects. This is a heat-exchange problem between your body and the surfaces around you. It does not by itself show that the thermostat or the heating system is faulty.
Drafts and uneven airflow
Moving air increases convective heat loss from skin, and a steady breeze across the body feels colder than still air at the same temperature. Air leaking around exterior doors and windows can produce that movement even when a room is otherwise closed.

Heat delivery can also be uneven. Blocked supply vents, furniture placed over registers, dirty forced-air filters, and leaking ducts can leave occupied areas cooler than the area around the thermostat. ASHRAE recommends keeping supply and return vents and heating units unobstructed, maintaining forced-air filters, servicing equipment according to the manufacturer’s instructions, and checking accessible ductwork for leaks.
Clothing, activity, and different preferences
Two people in the same room can have different experiences. Someone sitting still in light clothing generates less body heat than someone moving around, so the same air temperature can feel very different to each of them. ASHRAE’s consumer guidance says activity, clothing, surface temperatures, air velocity, and humidity all affect comfort, and that a building may hold occupants who need different conditions.

Where the 68°F figure comes from
A U.S. Department of Energy manual on high performance school buildings describes the comfort envelope from the 2001 ASHRAE Handbook’s explanation of Standard 55. According to that description, the envelope was set to satisfy about 80% of sedentary or slightly active occupants. That is a statistical description of a comfort zone, not a promise that 68°F will satisfy 80% of people in a particular home. It also does not set 68°F as a target for any individual house.

The pattern of discomfort is the most useful clue. Compare where you feel cold, and whether the problem follows a person, a room, or a feature of the building.

- If you want to open your windows in the warmer months, you'll need to take it off. Otherwise, sunlight and normal stress can also make the tape fail eventually. For a good seal, it's probably best to re-apply them every year.

A practical order of checks
- Record the pattern for a day or two. Note the times and places where you feel cold. Use a simple thermometer at seated height in the coldest spot and near the thermostat, so you can compare the two rather than relying on feel alone.
- Clear the heat delivery path. Move furniture, rugs, and drapes away from supply vents, return vents, radiators, and baseboard heaters. On a forced-air system, check the filter and clean or replace it as needed.
- Seal accessible gaps. Apply weather stripping or caulk to exterior door and window edges where you can feel air movement. Follow the product’s directions. Expanding foam can jam a door or window if it is applied where it does not belong.
- Manage cold windows during heating season. Open south-facing drapes during sunny daytime hours to let in solar heat, and close shades or drapes at night to reduce heat loss and the chill that cold glass creates.
- Adapt locally where people differ. Layer clothing and adjust activity. Personal heaters and fans can help an individual, but they should follow the manufacturer’s safety instructions and should not replace fixing a building or system problem.
- Escalate when the cause is not visible. If one area stays cold after these steps, if ducts appear leaky at accessible joints, or if the building seems poorly sealed, contact a qualified HVAC contractor or home energy professional. A thermostat reading alone cannot tell you which cause applies in your home.
