When trees are in leaf, their crowns can catch more wind. That added force travels through branches and the trunk, and may contribute to broken limbs, stem damage or uprooting. But foliage alone does not predict whether a tree will fail: wind exposure, crown shape, tree condition, roots and soil all matter.
How leaves increase wind loading
A tree’s crown—the branches and foliage above the trunk—meets the moving air. A large, dense crown presents more area for wind to push against, increasing the load carried by branches and trunk. Virginia Cooperative Extension explains that a lopsided crown can also experience greater force on one side, which may twist branches and the trunk. Ontario guidance likewise notes that large crowns with dense foliage can catch wind.
This is a matter of degree, not a rule that every leafy tree is unsafe. Leaf cover is one part of the tree’s overall wind exposure, and the effect varies with the tree and its setting.
What affects whether a tree is damaged
Wind damage depends on several interacting factors. Forest Research identifies site exposure, species and rooting form, soil type and drainage, rooting depth, stand spacing and tree height as relevant to windthrow risk. For an individual tree, crown shape and existing structural weaknesses also matter.

- Crown: A dense crown can catch wind; an uneven crown can concentrate loading on one side.
- Location: A tree in an exposed position faces different conditions from one sheltered by surrounding features.
- Roots and soil: Rooting depth and soil drainage affect anchorage. Waterlogged soil can limit root depth and reduce the roots’ hold.
- Tree condition: Decay, weak structure or other defects can make a tree more vulnerable to failure.
- Wind: The strength and exposure of the wind affect the force placed on the tree.
These factors interact, so a leafy tree is not automatically more at risk than every leafless tree, and a leafless crown is no guarantee of safety. The available sources do not establish a universal percentage or risk multiplier for comparing otherwise similar trees with and without leaves.
How rain can add to storm damage
Rain can contribute through two separate mechanisms. Wet branches may carry extra weight; University of Illinois Extension notes that this can help wind break limbs that already have structural weaknesses. Separately, saturated or waterlogged soil can weaken root anchorage. UF/IFAS describes accumulated precipitation reducing friction between roots and soil, while Forest Research notes that waterlogging can reduce rooting depth and anchorage.

Wind damage is not only uprooting
A tree can be damaged without falling over. High winds may break major limbs, damage the crown or stem, or overturn the root plate. The University of California Statewide IPM Program describes wind breaking major limbs or toppling trees; Forestry Commission guidance also lists damage such as branch and crown breakage, windthrow and windsnap.

Seasonal guidance cannot determine whether a particular tree is hazardous. If you see significant defects or a tree could cause serious harm if it failed, consider having it assessed by a qualified arborist. The assessment needs to account for the tree’s condition, its location and the consequences of failure.
