A utility cannot treat a proposed fab like an ordinary commercial building: it must forecast the customer’s phased load, test regional resource adequacy, reinforce transmission and distribution, and arrange enough generation, storage or purchased power to serve the factory reliably.
The exact demand varies with process technology, wafer volume, fab size, equipment mix, maturity and location. There is no defensible universal megawatt figure for every fab. TSMC’s 2024 company-wide reporting illustrates the scale of the industry, but its numbers cover the company’s stated operations rather than one building.

What uses electricity inside a semiconductor fab?
A fab is both a manufacturing line and a carefully regulated environment. Electricity runs the tools that pattern and process wafers, then powers the infrastructure that keeps temperature, humidity, air cleanliness, pressure, cooling and water quality within narrow limits. The supporting systems can remain substantial even when a particular tool is idle, because the production environment must be ready for repeatable processing.
Process equipment
Photolithography, etch, deposition, ion implantation, thermal processing, metrology and wafer handling each use electrical power. Advanced tools can add demanding lasers, vacuum systems, precision motion, control electronics and cooling. The load is therefore distributed across many tools rather than concentrated in a single machine.

Cleanroom air and environmental control
Cleanrooms continuously move and filter large volumes of air. Fans, filtration, temperature control, humidity control and pressure management protect wafers from particles and process variation. Chillers and air-handling equipment remove heat from both the room and the tools. Facility energy can remain high because environmental conditions must be stable across production areas.
Cooling, pumps and water systems
Process tools reject heat into chilled-water or other cooling loops. Pumps circulate water and chemicals; cooling towers or heat-rejection equipment discharge heat; ultrapure-water systems prepare and recirculate water used in manufacturing. TSMC’s 2024 sustainability reporting identifies pump and chiller improvements as well as facility-system projects, showing that these shared systems are material energy targets rather than minor building services.
Abatement and safety infrastructure
Exhaust treatment, gas delivery, wastewater treatment, fire protection and monitoring systems support safe operation. Their energy requirements depend on the process chemicals, equipment population and local design. A project team should include them in the electrical load model instead of sizing service only around the nameplates of visible production tools.

How much electricity does a chip factory use?
Published figures must be read with their organizational boundary and reporting year attached. The strongest quantified example in the available evidence is TSMC’s 2024 company-wide energy report:
| Reported figure | Boundary and date | What it shows |
|---|---|---|
| 27,456 GWh of total energy consumption | TSMC operations, calendar year 2024 | Power is a major operating input at company scale; this is not the consumption of one fab. |
| Approximately 93.0% purchased electricity | Same TSMC-wide 2024 boundary | Most reported energy came through electricity purchases rather than a claim about one site’s grid mix. |
| 810 GWh conserved through 1,177 measures | TSMC aggregate result for 2024 | Efficiency programs can produce material savings, but the result is not a universal industry benchmark. |
| Approximately 30% lower power consumption per wafer from optimized EUV operation and cooling | TSMC-reported result for that intervention | Tool operation and cooling optimization can reduce energy intensity; it does not mean every fab uses 30% less electricity. |
Converting the company total into a single-fab number would be misleading. TSMC operates multiple sites, technologies and support functions, and the report’s boundary is broader than any one building. A proposed project needs its own equipment list, production plan, utility design and commissioning schedule.

Why there is no single kWh-per-wafer answer
Fab demand changes as the manufacturing recipe and business plan change. An IEEE journal article on fab infrastructure energy modeling describes energy use as dependent on process flow, wafer demand, fab dimensions, technology maturity and location. Its abstract supports a modeling framework, not a universal kWh-per-wafer value.
Process flow
A wafer may pass through hundreds of individual operations. More layers, tighter geometries, additional cleaning or repeated patterning can increase tool count and facility support requirements. Two fabs making different products can therefore have very different loads even if their floor areas are similar.
Wafer demand and scheduling
Planned starts, cycle time, product mix and ramp timing determine how many tools operate and when. A new fab may energize buildings in stages, add tools over several years and reach a different steady state from its initial commissioning load. Utilities need the phased schedule, not just the ultimate production headline.
Fab dimensions and layout
Cleanroom area, stocker systems, process bays, subfabs and mechanical rooms affect fan, pump, chiller and distribution requirements. Larger support spaces can add electrical demand even when wafer output is unchanged.
Technology maturity and location
Newer processes may require more advanced equipment and tighter environmental control. Climate, water conditions, grid topology and local building standards affect cooling and infrastructure design. A model that ignores location can understate both energy and delivery requirements.

How a utility plans for a new fab
Utility planning combines customer information with system-wide studies. The process is jurisdiction-specific, but the core questions are consistent: how much load is coming, when will it arrive, can the system deliver it during stressed conditions, and which resources and wires must be added?

The utility needs the customer’s requested service level, expected energization dates, construction milestones, tool-installation sequence, ramp profile and anticipated operating pattern. A single ultimate number is insufficient if the fab will expand in phases.
- Build the load forecast. Planners combine the fab proposal with other residential, commercial and industrial growth. They examine normal demand, seasonal peaks and uncertainty around project timing. APS says its integrated resource planning process looks 15 years ahead and considers economic growth, technology and weather.
- Test resource adequacy. The utility and regional planners compare forecast demand with expected supply and generation availability, including stressed periods. The U.S. Department of Energy describes its Resource Adequacy Report as analyzing the power system’s ability to support new load growth by 2030. Adequacy is a regional question, not simply whether a nearby plant has spare nameplate capacity.
- Study transmission and distribution delivery. Planners identify whether existing substations, transformers, lines and feeders can deliver the requested service under normal and contingency conditions. The Arizona Corporation Commission describes utilities presenting ten-year transmission plans, illustrating that major wire projects are planned over a longer horizon than a building’s electrical fit-out.
- Select a resource portfolio. Options can include new generation, contracted purchases, transmission, distribution upgrades, storage and customer energy-efficiency measures. The mix depends on local rules, technology availability, reliability requirements, environmental constraints and cost allocation.
- Coordinate milestones with the customer. A fab owner, construction manager and utility must align land development, substation and feeder work, temporary construction power, building energization, equipment delivery and production ramp. If the customer’s schedule changes, the utility’s forecast and construction sequence may need to change as well.
What “the grid can handle it” actually means
Grid capacity has several layers. A region may have enough annual energy yet lack deliverable capacity at a summer peak. A nearby line may have physical room while the serving substation, transformer or contingency plan does not. A utility may also need firm supply arrangements before it can commit to a large new customer.
- Energy adequacy: enough electricity over the year to serve expected consumption.
- Peak capacity: enough dependable capability during the hours when demand is highest.
- Deliverability: wires, transformers and substations that can move power to the site.
- Reliability and contingencies: acceptable performance if a major component is unavailable.
- Timing: infrastructure and resources completed before each phase of the fab needs them.
These checks explain why an interconnection answer cannot be reduced to a universal number of months or megawatts. Requirements vary with the site, voltage level, network topology, regulatory process and project phasing.
Arizona as an illustrative planning case
Arizona is useful for showing how location-specific evidence should be interpreted, but it is not a proxy for every semiconductor market. APS identifies new chip manufacturing as part of growth among commercial and industrial customers. The Arizona Corporation Commission reported record 2025 peak demands for APS and SRP during extreme summer heat and highlighted planning, reliable generation and infrastructure.
Those records describe each utility’s system peak; the cited material does not attribute the peaks to semiconductor fabs. The lesson for a project team is narrower: a fab in a hot territory must be evaluated against the local seasonal peak, weather assumptions and planned network upgrades, rather than against an industry-wide average.

What fab construction teams should provide early
Early, credible information reduces the risk that utility studies are based on an optimistic ramp or an incomplete scope. A utility-facing package should include:
- Ultimate and phased connected-load estimates, with a clear distinction between nameplate ratings, coincident demand and expected operating demand.
- Dates for construction power, first building energization, tool move-in, pilot production and each expansion phase.
- Major process-tool categories and the expected quantity in each phase.
- Mechanical-system loads for chillers, pumps, air handling, exhaust, water treatment and abatement.
- Seasonal operating assumptions, planned maintenance and any flexibility in noncritical loads.
- Site drawings showing the proposed point of service, substations, distribution rooms and space reserved for future expansion.
- Efficiency, storage or onsite-generation measures that are part of the design, with their expected timing and operating limits.
Keeping these assumptions traceable allows the utility to test alternatives instead of reserving capacity against an ambiguous headline figure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Efficiency can reduce both energy use and infrastructure pressure
Efficiency does not eliminate the need for new supply, but it can lower the load that must be generated and delivered. TSMC reports 1,177 measures across eight categories in 2024 and 810 GWh of electricity conserved. The company identifies advanced-equipment improvements, EUV operating and cooling optimization, pumps, chillers and shared facility systems. These are company-reported outcomes for its operations, not independently established savings for the entire semiconductor industry.
Design opportunities
- Specify high-efficiency chillers, variable-speed pumps and optimized air-handling controls where process requirements permit.
- Measure tool-level and facility-level consumption separately so abnormal loads can be located.
- Use commissioning data to verify that controls, setpoints and sequencing match the design intent.
- Coordinate production scheduling and maintenance with any demand-response or flexible-load program the utility offers.
- Preserve space and connection points for later storage or efficiency retrofits instead of treating the first energization as the final design.
Any claimed saving should identify its baseline, boundary, operating conditions and measurement method. A reported percentage for one tool-and-cooling intervention should not be presented as a reduction for an entire fab.
Renewables and reliability are related but different questions
Electricity procurement affects emissions and cost, while reliability planning asks whether power is available when the fab needs it. TSMC’s 2024 annual report states company goals of 60% renewable electricity by 2030 and 100% by 2040. It also reports 4.4 GW of contracted renewable installation capacity at the end of 2024, with energy to be provided gradually after relevant business processes.

Those are company targets and procurement disclosures. They do not establish that every site is physically supplied by renewable electricity around the clock. The same report says TSMC did not achieve its 2024 emissions-per-product target, citing capacity growth, related emissions and insufficient reduction plans and renewable energy. For a construction project, renewable contracts should therefore be analyzed alongside firm capacity, transmission deliverability, storage and backup arrangements.
Common planning mistakes and how to avoid them
Using a company total as a building benchmark
A corporate energy total can demonstrate scale but cannot size a service entrance. Use a site-specific model with a stated boundary.
Confusing connected load with coincident demand
Adding every equipment nameplate may overstate simultaneous operation, while applying an overly aggressive diversity factor may understate peak demand. Document which loads operate together and test ramp scenarios.
Quick wins for a faster PC:

A utility that serves the initial building may still need to reserve corridors, substation capacity and generation options for later phases. Share the ultimate site plan even when construction is staged.
Assuming a renewable contract solves delivery
Procured renewable energy does not by itself provide local wires or firm capacity at every hour. Keep procurement, adequacy and deliverability as separate workstreams.
Generalizing another state’s process
APS’s 15-year planning horizon, Arizona’s ten-year transmission plans and the state’s 2025 peak records describe that jurisdiction. Other territories may use different horizons, filings, cost allocation and approval steps.
A practical decision framework
Before committing to a site or construction schedule, ask five questions:
Free tools Windows power users keep installed
One-click scans. No signup required.
- What is the fab’s phased load profile, including process and facility systems?
- Which date does each load block need firm service, and how much schedule flexibility exists?
- What do the utility’s adequacy, transmission and distribution studies say for the relevant seasonal peak?
- Which upgrades or new resources are customer-funded, rate-based or still subject to regulatory approval?
- How will efficiency, storage, renewable procurement and operational flexibility change the forecast without weakening process reliability?
A project is electrically credible when those answers are quantified, dated and tied to a specific site and utility territory. The result is not a universal fab number; it is a documented plan linking production growth to the infrastructure that can serve it.
