A 22-watt LED can replace a 100-watt incandescent because “100-watt equivalent” describes comparable brightness, not the LED’s electricity use. The historical claim that Philips was first to earn ENERGY STAR certification for a 100-watt-equivalent LED is reported, but the available sources do not establish exactly why competing announced bulbs had not yet been certified.
What “100-watt equivalent” means
Watts measure how much power a bulb uses; lumens measure how much visible light it produces. A typical 100-watt incandescent produces about 1,600 lumens, according to the U.S. Energy Information Administration’s 2011 explanation of lighting standards. A 22-watt LED can therefore be described as a 100-watt-equivalent replacement when its light output is in that familiar brightness class, while using far fewer watts.

The Federal Trade Commission’s consumer guidance on bulb labels likewise distinguishes brightness from energy use. For a real purchase, compare the lamp’s stated lumens rather than relying on the equivalence phrase alone.

The contemporary Refractor report on the Philips 22-watt lamp said the 100-watt-equivalent category involved a minimum output of 1,600 lumens and reported 1,780 lumens for the Philips bulb. The article also attributed to an unnamed Philips spokesperson an account of 3,000 hours of laboratory testing, including checks of beam angles, performance, and light quality. Those are reported details, not an independently verified official test record; the complete certification record and exact qualification date are not established in the sources available here.

ENERGY STAR’s lamp specification development archive includes dated 2011 materials on subjects such as lumen maintenance. It provides broader context that lamp performance and longevity were part of specification work, but it does not explain the outcome for this particular Philips model.
Why Philips was first remains unresolved
The Refractor article reported Philips as the first 100-watt-equivalent LED to earn ENERGY STAR certification, while noting that other manufacturers—including GE, Osram Sylvania, and Switch—had announced products in the same brightness class. The report said it was unclear why those announced lamps had not then been certified.

That distinction matters: “first certified” does not mean Philips was the only company with a bulb capable of reaching the brightness threshold, nor does it show that a competitor failed a particular test. The available evidence supports a reported certification lead and a reported testing process, but not a specific explanation for the gap.
Keep Philips’ earlier milestones separate
Philips had announced other ENERGY STAR-related milestones in 2011, but they concerned different bulbs:

- 17-watt, 75-watt-equivalent EnduraLED: Philips’ May 2011 release described it as the company’s first 75-watt LED replacement and said it was designed to meet or exceed ENERGY STAR qualifications.
Those specifications and claims belong to the 60- and 75-watt-equivalent products; they should not be attributed to the later 22-watt bulb.
