Mumbai residents who work outdoors need shade and a place to rest during the hottest hours, yet reports in 2025 described municipal parks closing from 1pm to 3pm on weekdays. Keeping parks accessible could be a practical part of the city’s heat response—but as of an April 2026 commentary, afternoon opening was still under discussion. The available sources do not establish a current citywide order or today’s hours at individual parks.
What is the reported afternoon closure?
Scroll reported that Brihanmumbai Municipal Corporation (BMC) parks were scheduled to open from 5am to 1pm and 3pm to 10pm on weekdays, leaving a two-hour afternoon gap. Its March 2025 report also found Diamond Garden closed on a Saturday, despite the reported intention for parks to remain open all day on weekends. A 2023 Times of India report described the same weekday break and full weekend hours. These are dated accounts, not confirmation of current opening times. In April 2026, Mumbai Mirror described afternoon park access as an active discussion, not a settled policy. The available sources do not verify a new BMC-wide order or a park-by-park schedule. Mumbai Mirror, April 2026.
Why does afternoon access matter?
Outdoor workers cannot always avoid the heat
Scroll described domestic workers, a bank field worker and a garment-store worker seeking somewhere shaded to pause during the day. One resident told the publication, “There is no shade anywhere to sit and relax.” Another said, “Gardens are shut,” and, “Only poor people need them during afternoon. But we are deprived of it.” The accounts point to an access problem: people whose jobs keep them outdoors may have few options to take a break in shade.

Parks can be one part of a cooling network
Abhiyant Tiwari, a climate resilience and health expert at the Natural Resources Defense Council, advocated access to parks, religious places and shelter homes that can operate as cooling stations in summer, with drinking water. A park is not a substitute for reducing heat exposure at work or providing medical care. But accessible shade, seating and water can give people a place to recover during a break.
Heat and humidity can compound the strain on the body. In Scroll’s report, Dileep Mavalankar, who led India’s first heat action plan in Ahmedabad, discussed how humidity can make it harder for the body to cool itself through sweating. That explanation should not be mistaken for a measured citywide heat-index figure.

Why has a seemingly simple change been difficult?
Responsibility is split across departments
In Scroll’s March 2025 account, Maharashtra’s heat-plan officer said he had advised districts to open parks in summer. BMC’s executive health officer said she did not know of the recommendation and would discuss feasibility with the garden superintendent. That exchange illustrates a coordination problem: a health measure may depend on decisions by the municipal teams responsible for parks, staffing and maintenance.
Maintenance and safety require staffing
BMC garden superintendent Jeetendra Pardeshi told Scroll, “We keep them shut in afternoon to undertake maintenance work.” Pardeshi also cited some local requests to close parks to prevent antisocial activity. Mavalankar said longer access would require more municipal spending on guards and maintenance. A 2023 report also recorded concerns about safety around dawn and the need for brief closures for tasks such as sprinkling water. Extending hours therefore requires a plan for staff coverage, upkeep and public safety—not just a change to a sign.

Mavalankar criticized the lack of discussion about the issue, saying, “But that there is no discussion on it shows the lack of seriousness of public health hazard of heat.” The quotation reflects his view in Scroll’s report, rather than an official assessment of BMC policy.
What could a workable park-access policy include?
The sources do not provide a quantified cost-benefit analysis or establish one best schedule. They do, however, identify the practical questions a policy would need to answer:

- When should access change? A fixed summer schedule could be easier to communicate; heat-alert-based extensions could target periods of greatest risk. Either approach needs clear, public operating hours.
- What makes a park useful for cooling? Shade, drinking water and somewhere to sit matter alongside an unlocked gate. Opening a park without those basics may offer limited relief.
- Who will operate it? The plan needs named responsibility for guards, maintenance and coordination between health and garden authorities.
- How will safety and upkeep be handled? Staffing arrangements should account for safety concerns and maintenance work without automatically removing access during the hottest part of the day.
- Which neighbourhoods benefit? A citywide approach should consider access across wards, including areas where outdoor workers have few shaded alternatives.
BMC’s Mumbai Climate Action Plan supports measures including cooling-centre pilots, cool roofs and strategic greening. It is a strategic plan, not evidence that afternoon park hours have changed. Mumbai Climate Action Plan.

Scroll reported that Ahmedabad’s heat response included keeping 293 parks open from 6am to 11pm, designating parks, public buildings and malls as cooling centres, distributing oral rehydration salts (ORS) and water to groups including commuters and rickshaw drivers, and coordinating departments after heat warnings. Heat-plan nodal officer Dr Tejas Shah described that coordination: “We did not have to write letter to any department.”

Scroll also reported mortality comparisons and an estimate of deaths avoided associated with Ahmedabad’s broader heat-action effort. Those figures do not show that park access alone caused improved outcomes. The useful comparison is the package: park access alongside water, cooling locations and coordinated action—not a claim that copying park hours by itself will produce the same results.
What is known about the heat risk?
Scroll reported National Centre for Disease Control figures obtained through a Right to Information request: India had 48,001 suspected heatstroke cases in 2024 and 268 suspected deaths, of which 159 were confirmed at the time of reporting. The same report cited 19,388 cases in 2023 and 4,481 in 2022. These are national figures, not Mumbai-specific counts, and the 2024 cases and deaths were described as suspected.
Scroll’s March 2025 report also referred to a study estimating 2,380 deaths avoided after Ahmedabad implemented its heat action plan, and compared May all-cause mortality with average monthly mortality: 39% above average in 2010, 22% above in 2016 and 5% above in 2024. These reported figures concern Ahmedabad’s broader heat-response context; they do not isolate the effect of parks. Scroll’s account of the figures.
How to check a particular park’s hours
Because the available reporting does not verify current hours, check the notice posted at the park entrance or ask the relevant BMC garden office before planning a visit. A past schedule should not be treated as a guarantee of today’s access, and reported citywide intentions may not match what a particular gate is doing.
