Libelula, a family-owned restaurant that opened in downtown Fresno in 2019, plans to move to the former Tokyo Garden location on Fulton Street and remain downtown. Its owners have cited the loss of nearby parking and customer-access disruption associated with high-speed-rail-related construction. The new location was announced in October 2026, but no reopening date was reported.
Why is Libelula moving?
Libelula’s owners attributed the decision to the combined effects of lost nearby parking and construction-related disruption to access and customer traffic. In April 2026, co-owner Ian Cookson told The Fresno Bee that a state-owned parking lot across the street had closed and that sales had fallen. Fresno Street was also being closed for underpass and road work related to California High-Speed Rail construction. The Bee reported that the closure was expected to last into 2027.

Cookson said the disruption raised concerns about whether the business could remain viable. In July, after deciding to move, he told the Bee, “We went to downtown for a reason: To help downtown,” and, “We want to stay there.” The owners wanted to keep serving the downtown community rather than leave the district.
Where is Libelula moving in Fresno?
Libelula announced plans to reopen inside the former Tokyo Garden location on Fulton Street in downtown Fresno. The owners said they wanted to honor Tokyo Garden’s legacy while making the space their own. The October 2026 announcement identifies the destination by its former occupant and street, but does not provide a confirmed street number.

When will Libelula reopen?
No reopening date had been reported as of October 10, 2026. ABC30’s October 5 report described the move as a plan; it did not confirm that the restaurant had opened at the new location. A planned relocation should not be mistaken for a completed reopening.
What help or mitigation was discussed?
In April 2026, the California High-Speed Rail Authority told The Fresno Bee it was coordinating with Fresno on ways to mitigate business impacts, including additional signage and information about resources for affected businesses. The Bee also reported that the Authority had offered to help Libelula relocate. The reporting does not establish that Libelula accepted a particular assistance package, received a payment, or what any support would cover.

How is high-speed rail construction affecting Fresno businesses?
Libelula’s case illustrates how construction can affect a business even when the reported problem is access rather than a property acquisition: nearby parking closed, road work disrupted access, and the owners said customer traffic and sales suffered. The available reporting does not say the Authority acquired Libelula’s property or forced the restaurant to move. The decision was presented as the owners’ response to disruption and the risk it posed to the business.

In a June 1, 2026 release, the California High-Speed Rail Authority reported 119 miles of Central Valley guideway completed and 171 miles under design and construction between Merced and Bakersfield. Those are different measures and should not be combined into a single mileage figure. The Authority’s Central Valley project page describes a 119-mile construction segment across Madera, Fresno, Kings, Tulare, and Kern counties, with Fresno among the planned station locations.

The Authority also reported nearly 19,200 project jobs and nearly $25 billion in statewide economic impact and growth in its June 2026 release. Those project-wide figures do not show the net economic effect of construction on downtown Fresno or quantify the impact on this restaurant.
