Why LA’s 2025 Wildfire Rebuild Is Taking So Long

Cleanup is only the start of rebuilding after the Eaton and Palisades fires. Permit timelines vary by jurisdiction, while funding, construction and occupancy remain separate milestones.

Because clearing a lot, issuing a permit, building a house and moving back are different milestones. After the January 2025 Eaton and Palisades fires, homeowners have had to move through cleanup, design, local review, financing, contractor scheduling, construction, inspections and occupancy approval. Each stage can hold up the next, and the pace varies by jurisdiction and household. The latest state dashboard figures show that permit timelines differ sharply across affected areas; they do not show how long construction takes or how many households are home again.

What does “rebuilding” mean in the numbers?

A permit is permission to build, not evidence that a house is finished. Applications, permits issued, construction underway, completed homes and certificates of occupancy measure different points in the recovery. A household may also be doing design and paperwork before cleanup is complete, so these stages do not always happen in a simple one-after-another sequence.

As of October 5, 2026, the California recovery dashboard reported these average calendar-day timelines from permit application to issuance. Its figures are reported by local jurisdictions and updated at least monthly; they are a snapshot, not a guaranteed timeline for any individual project.

The difference between total application-to-issuance time and agency-review time matters. The dashboard reports both measures, but the figures do not establish what accounts for the remaining time in an individual application. The averages also cannot be used as construction-duration estimates.

The County of Los Angeles reported more than 2,800 permit applications submitted through its recovery effort over the first year. That is an application count, not a count of permits issued, homes completed or residents returned. Pasadena separately records certificates of occupancy, but the available dashboard information does not provide a unified total of completed and occupied homes across the fire-affected region as of October 5, 2026.

Why can cleanup be finished while rebuilding still looks slow?

Debris removal prepares a site; it does not replace a house. LA County says government-sponsored Phase 2 debris cleanup was completed in September 2025. After that milestone, owners may still need to settle property and insurance questions, settle on a rebuild approach, prepare plans, secure a permit, line up a builder and fund the work before construction can proceed.

For owners who participated in the government-sponsored debris program, the County says cleanup was carried out at no direct cost. However, insurance proceeds specifically designated for debris work may need to be remitted to avoid a duplication of benefits. That is different from saying homeowners owe the full cleanup bill.

Can an owner apply for a permit before debris removal is done?

Yes. California’s rebuild guidance says, “You don’t need to wait until debris removal is complete,” in the context of submitting plans and applying for building permits. Design and permit work can therefore overlap with cleanup. Temporary housing on the property is a separate matter: it must wait until debris clearance is complete.

Why do permits take different amounts of time?

The dashboard’s October 5, 2026 snapshot shows a wide spread in average application-to-issuance times: 67 days for the City of Los Angeles overall, 77 days for its single-family, duplex and ADU subset, 135 days in Pasadena, 221 days in LA County and 265 days in Malibu. The figures indicate that the jurisdiction matters. They do not explain why a particular application took as long as it did, and they should not be treated as a promise for the next applicant.

State and local agencies have announced process changes intended to speed review, including streamlined review, reuse of plans, one-stop permit centers and AI-assisted plan checks. These measures show that jurisdictions are trying to reduce friction; they do not establish that every delay has disappeared or that every project qualifies for the same route.

What happens after a permit is issued?

A permit is an important gate, but it is not the final one. The owner still needs a funded project, an available contractor, materials and a buildable schedule. Work must then be completed and pass required inspections before the home can be occupied. California’s guidance directs owners to consider their rebuild path, contractors, plans, permits and financial assistance as separate parts of the process.

That distinction explains why visible rebuilding can lag permit announcements. Permit data capture a regulatory milestone, while construction progress and move-in readiness depend on work that happens afterward. Neither a permit total nor an application total can stand in for a count of completed homes.

Why are some households moving ahead faster than others?

Recovery is not uniform even among neighbors. Associated Press reporting around the first anniversary described insurance payouts that were delayed or insufficient for some households, with some relying on loans or personal assets. Those are documented constraints for some owners, not a claim that every household has the same insurance or financing problem.

LA County says some public fees may be waived for qualifying residents, but fee relief does not cover every cost. Professional designer and builder fees, among other expenses, are outside some waivers. An owner can therefore face significant project costs even when eligible for public-fee assistance.

The unevenness also appears in reported activity. AP reported that many severely affected Altadena homeowners had not begun steps to rebuild or sell as of the August survey period it referenced. That finding is specific to the survey’s scope and date; it is not a region-wide count of households still waiting.

Does rebuilding safer add to the delay?

It is reasonable to ask whether stronger rebuilding standards affect schedules, but the available evidence does not establish that safety requirements are a cause of current permit delays. A March 2026 California Department of Insurance and NAIC analysis projected an average one-third reduction in wildfire losses from rebuilding the destroyed communities to the IBHS Wildfire Prepared Home standard. That is a modeled projection about potential losses, not an observed result, a measure of permit speed or proof that safety rules explain the present pace.

How should homeowners read progress claims?

  • Check the milestone. Cleanup completion, applications, issued permits, homes under construction and certificates of occupancy are not interchangeable.
  • Check the geography. LA County, the City of Los Angeles, Malibu and Pasadena report different average permit timelines.
  • Check the date and measure. The state dashboard is updated at least monthly; its October 5, 2026 figures are snapshots, not fixed service standards.
  • Separate permit time from the whole project. Dashboard averages do not include a complete measure of the time to finance, build, pass inspections and occupy.

Andrew Rumbach, co-lead of the Urban Institute’s Climate and Communities Program, told AP: “Around the 18-month mark is when you start to see really significant progress in terms of going from handfuls to hundreds” of homes rebuilt. He was describing a general pattern in disaster recovery, not giving a guaranteed forecast for Los Angeles.
