If the task is demolition, the key issue is not simply the tool: the work needs a planned sequence that keeps the structure stable and protects workers and bystanders from collapse, dust and flying material.
What the scene tells us—and what it does not
The description identifies workers using hammers to break bricks at a construction site. It does not identify the project, employer, country, or purpose of the work. They may be reducing masonry for a particular task, or removing part of a structure; without more context, neither explanation can be stated as fact.

Why bricks may be broken by hand
Hand tools can be used to break or remove masonry in some construction and demolition tasks. For manual removal of an entire wall section, SafeWork NSW refers to using a hammer and chisel. That guidance does not establish that every scene of brick breaking is demolition, or that a particular tool or method is appropriate for every job.

Whether workers should use hand tools or a mechanical method depends on the task and site. The relevant considerations include the amount and location of masonry to be removed, structural stability, the risk of fragments being thrown, dust and noise, and the workers’ competence and supervision. The official guidance cited here does not offer a universal ranking of manual and mechanical methods.
Why manual demolition needs careful planning
Demolition can be especially hazardous because a structure may have unknown strengths or weaknesses, concealed hazardous substances, or construction features that have been changed. OSHA’s Demolition overview calls for planning, hazard assessment, protective equipment, and training before work begins.

Potential hazards include unexpected collapse, falling or rebounding material, dust, noise, manual handling demands, and hazardous chemicals. The risks and necessary controls depend on the actual structure and site; a brief description of workers using hammers cannot establish that the work is safe or unsafe.

For manual demolition, SafeWork NSW advises that a competent person supervise the work, the structure and nearby structures remain stable, and exclusion zones keep people away from falling objects or collapse. It also calls for controls to reduce silica dust exposure. In its guidance on removing entire wall sections with hand tools, it recommends beginning at the top course and removing a complete row before starting the next. A SafeWork NSW safety alert describes a fatal collapse after a worker removed a lower section of a brick wall. The alert recommends a site-specific sequential procedure, top-down work, competent supervision, and exclusion zones that account for rebounding material. Its incident is a warning against weakening a wall without a safe plan—not proof that the workers in the described scene are removing a wall. Read the SafeWork NSW manual-demolition safety alert.
The Australian Government’s Demolition Work Code of Practice also addresses structural stability and hazards such as collapse, falling objects, manual handling, noise, dust, and hazardous chemicals. These are jurisdiction-specific references, not a substitute for a competent assessment of a real worksite or for applicable local requirements.

What safe practice depends on
- A site-specific plan: The sequence and method should reflect the structure, the work being done, and nearby conditions.
- Stability throughout the work: Removing masonry in the wrong place or order can weaken a wall and create a collapse risk.
- Competent supervision and training: Workers need oversight and appropriate preparation for the task and its hazards.
- Protection for workers and others: Exclusion zones should account for falling or rebounding material, while controls address dust and other site hazards.
- Task-appropriate protective equipment: Safety glasses, hearing protection, gloves, respiratory protection, and protective footwear may be relevant, but selection should follow a site assessment and local requirements.
