Construction firms should manage cyber resilience as a delivery risk, not only as an IT concern. A ransomware event or compromised account can remove access to drawings, schedules, approvals, payment systems and supplier communications at the moment crews and subcontractors need them. The practical objective is resilience: keeping critical work operating during an intrusion and recovering in a controlled way afterward.
That means putting cyber scenarios in the project risk register, assigning recovery objectives, controlling every external connection and rehearsing how a project will continue if its primary systems are unavailable.

Construction output is time-bound and interdependent. A project can have labour, plant and materials on site yet be unable to proceed safely if the team cannot retrieve the current drawing revision, issue a permit, approve a variation, order a component or contact a specialist subcontractor.
Critical dependencies commonly include identity services, email, document-management and project-management platforms, estimating and accounting systems, supplier portals and cloud storage. Losing one service can create knock-on effects: an unissued change delays a trade, a delayed approval holds a payment, and a missing record makes it harder to prove what was instructed.

The National Cyber Security Centre (NCSC) states: “Prevention and detection aren’t enough: resilience means building systems which can operate and recover following a disruptive cyber intrusion.” Its resilience guidance also explains that consequences can spread to customers, third parties and wider society. The commercial question is therefore whether the firm can protect programme dates, contractual performance, payment cycles and safety-critical coordination while systems are being contained and restored.
How exposed is the construction sector?
Published UK, Canadian, AEC and Australian evidence shows material exposure, but each figure measures a defined population or dataset rather than a universal probability for every contractor.

The ABC/Egnyte percentages are industry-guide findings, not government estimates. The NSW results explain why controls must be affordable, staged and usable from a site office or mobile device; many firms cannot maintain a large internal security team.
What can stop a project when ransomware or an account compromise occurs?
Documents and design coordination
If a file store or project platform is encrypted, teams may lose the approved drawing set, inspection records, schedules, requests for information and change history. Working from an obsolete copy can create rework or safety exposure; stopping until the correct information is recovered can move the programme.
Identity and communications
A stolen administrator or subcontractor account can be used to alter permissions, redirect payments, impersonate a project contact or access several connected systems. If single sign-on, email or collaboration tools are unavailable, site and office teams need a trusted alternative for instructions and escalation.

Suppliers, logistics and payments
Construction firms depend on manufacturers, logistics providers, consultants, managed-service providers and specialist trades. A disrupted supplier portal can delay orders and delivery slots. A compromised finance account can interrupt payroll or supplier payments even when physical work is ready to continue.

Safety and contractual evidence
Permits, method statements, inspection results and records of approval may be needed before work proceeds. Their unavailability can force a pause, and incomplete records can complicate claims, certification and dispute resolution after systems return.
How should a contractor build its cyber-control baseline?
The following sequence prioritises controls that reduce common attack paths and make recovery possible. It is a risk-reduction baseline, not a promise that attacks can be prevented.
1. Protect identities and access
- Require multi-factor authentication (MFA) for email, document stores, remote access, finance systems and administrative accounts.
- Apply least privilege: give each person only the access required for the current role, and separate ordinary user accounts from administration.
- Remove dormant users and review subcontractor permissions at mobilisation, role change and close-out.
- Consider a FIDO2 security key as a physical MFA option, after confirming that the relevant identity platform supports it.
2. Reduce common attack paths
- Patch operating systems and applications promptly, with an owner and an exception process for equipment that cannot be updated immediately.
- Remove unused software and enforce secure configurations on laptops, servers, network equipment and site devices.
- Deploy endpoint malware protection and alerting.
- Segment office, site, plant and backup networks where practical so one compromised device cannot reach every critical system.
3. Make recovery independent of the attacker
- List the systems and information required to keep each project safe and productive: current drawings, schedules, contracts, contact lists, approvals, commercial records and site procedures.
- Set a recovery-time objective (how quickly a service must return) and a recovery-point objective (how much recent data the firm can afford to lose) for each priority.
- Keep backups separate from production credentials and networks. Protect backup administration with MFA and restrict deletion rights.
- Test restoration, not merely backup completion. Record whether recovered files open correctly, retain permissions and can be used by the site team.
- Maintain crisis runbooks and emergency contact methods that remain available if corporate identity or collaboration platforms are down.
How should supplier and subcontractor access be governed?
Every trusted connection expands the potential blast radius. The Cyber Resilience Institute (CRI) recommends supplier inventories, access mapping and risk-based assurance; NIST’s cyber-supply-chain guidance calls for visibility into how products and services are developed, integrated and deployed.
Build an access and dependency inventory
- Record each supplier, the systems and data it can reach, the business owner, the authentication method and whether access is remote or privileged.
- Identify upstream and downstream dependencies, including managed-service providers and software used by several projects.
- Mark suppliers whose outage would stop a critical activity, such as design release, concrete delivery, lifting operations or payment processing.
Put requirements in contracts
- Specify MFA, patching, malware protection, secure configuration and incident-notification timeframes appropriate to the risk.
- Require suppliers to maintain and exercise recovery plans, provide evidence when requested and flow equivalent obligations to their subcontractors.
- Reserve proportionate audit or assurance rights, and define how access and project data are returned or deleted at close-out.
- Recheck permissions when scope changes, personnel leave or a project reaches handover.
Higher-risk suppliers warrant stronger assurance than a low-impact vendor. The aim is visibility and controlled dependency, not identical paperwork for every trade.

How can a project keep operating while systems are unavailable?
Recovery planning should describe workarounds that a site can actually use, not only technical restoration. For each critical process, document the approved temporary method, who can authorise it and how records will be reconciled after recovery.
- Keep a current, access-controlled export of key contacts, escalation numbers, project identifiers and the latest approved information needed for immediate safety decisions.
- Define how supervisors verify drawing revisions and instructions when the normal platform is offline.
- Provide an independent emergency communication channel and a decision log stored outside the affected environment.
- Agree which activities may continue, which require a named technical or safety approval, and which must stop until authoritative information is restored.
- After restoration, reconcile paper or offline records into the system of record and preserve evidence of who approved each change.
How should a firm exercise its cyber-resilience plan?
Use a realistic delivery scenario rather than a generic security discussion. Examples include ransomware removing document access on a critical workday, a subcontractor account being used to enter the project platform, or a cloud service becoming unavailable during a concrete pour.
- State the initial symptoms and the project phase, weather window and contractual commitments.
- Require named participants from project management, site operations, commercial, IT, procurement, safety and communications.
- Measure time to detect, isolate the affected account or system, notify stakeholders, retrieve priority files and resume safe work.
- Check whether contact lists, backups, alternative communications and authority limits are usable without the normal identity platform.
- Log decisions, unresolved dependencies and evidence gaps, then assign corrective actions with dates and owners.
NCSC identifies observability, crisis runbooks, duplicated technology stacks and deliberate failure testing as resilience enablers. A technical restoration test and a tabletop exercise answer different questions; a mature programme uses both.
How should buyers compare cyber services and products?
Price or a feature checklist does not show whether a service protects a programme. Compare offerings against the delivery consequences the firm needs to control.
| Decision area | Questions to ask |
|---|---|
| Recovery performance | What maximum downtime is tolerable, what recovery time has been demonstrated, and what data-loss point is achievable? |
| Coverage | Are drawings, schedules, contracts, identities, finance systems and site-connected devices included? |
| External access | How are subcontractor accounts, privileged users and supplier connections approved, monitored and removed? |
| Field operation | Can authorised users work with weak connectivity, and are offline procedures supported? |
| Assurance | What independent evidence and exercise records show that recovery works? |
| Integration and cost | What migration, configuration, training and ongoing administration will the firm need? |
| Obligations | Does the arrangement meet client, insurer and applicable regulatory requirements? |
Is cyber insurance enough for a construction firm?
No. CRI explicitly says cyber insurance does not replace cyber-hygiene controls. Insurance can transfer part of the financial risk, but it cannot issue a drawing, restore a compromised identity or make a delayed supplier deliver on the original date.

Before relying on a policy, confirm its security conditions, exclusions, notification duties, waiting periods, approved responders, coverage for business interruption and treatment of supplier-caused losses. The application itself should be consistent with the controls the firm actually operates; inaccurate answers can create a coverage dispute.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How should cyber scenarios enter the project risk register?
Record cyber loss beside weather, labour, materials and design risks, using the same governance discipline. A useful entry contains:
- the initiating event, such as ransomware on a document platform or compromise of a trade account;
- affected systems, suppliers, activities and contractual milestones;
- the delivery impact, including safety, programme, cost, payment and evidence consequences;
- a named business owner and escalation route;
- recovery-time and recovery-point objectives;
- approved workarounds and dependencies;
- the date and result of the latest exercise or restoration test; and
- residual risk after controls, with a decision-maker who accepts it.
What should a construction firm do in its first 90 days?
Days 1–30: establish visibility
Identify priority projects and systems, map supplier and subcontractor access, remove dormant accounts, turn on MFA for the highest-impact services and publish an emergency contact method independent of the primary collaboration platform.
Days 31–60: close the largest gaps
Patch and securely configure supported devices, deploy endpoint protection, separate backup administration, define recovery objectives and write project-specific runbooks for document access, communications and approvals.
Days 61–90: prove the plan
Restore priority data in a controlled test, run a delivery-focused tabletop with project and supplier participants, measure recovery and communication times, and place unresolved actions on the leadership risk register.

Frequently Asked Questions
Can a construction site operate safely without its normal cloud platform?
It can operate temporarily only where the project has approved offline procedures, authoritative information and clear stop-work rules. The offline record must be reconciled into the system of record after restoration so that approvals and changes are not lost.
How often should subcontractor access be reviewed?
Use event-driven reviews at mobilisation, role or scope changes, personnel departures and close-out, with a scheduled review for long-running projects. Review activity and privilege levels, not just whether an account still exists.
What evidence should a client request from a contractor’s cyber programme?
Useful evidence includes MFA coverage, an access inventory, recent backup-restore results, incident contacts, supplier requirements and exercise actions with owners and due dates. Ask for dates, scope and outcomes rather than a policy document alone.
Does using a major cloud provider remove the need for recovery planning?
No. Provider availability does not guarantee that a tenant can recover deleted data, compromised identities, misconfigured permissions or project-specific workflows. The contractor still needs independent recovery objectives, protected backups and a tested process for communicating during an outage.
