Cities build deep sewer tunnels because many older neighborhoods send sanitary sewage and rainwater through the same pipes. During a heavy storm, that combined flow can exceed the capacity of the sewer network or wastewater treatment plant. The excess is then discharged through a combined sewer overflow (CSO) into a river, lake, stream or estuary—often carrying untreated human and industrial waste, toxic materials and debris.

A deep tunnel is underground storage and conveyance. Dropshafts divert peak wet-weather flow into the tunnel, where it is held until the storm subsides and the treatment plant has capacity. Pumps or gravity conveyance then return the water to the sewer system for treatment. The tunnel reduces the amount and frequency of pollution released during storms; it does not treat or permanently dispose of the water inside the tunnel.

What a combined sewer overflow is

Combined sewer systems were built to carry wastewater from homes and businesses together with runoff from streets, roofs and other paved surfaces. In dry weather, that flow normally goes to a wastewater treatment plant. Rainfall or snowmelt can change the hydraulic conditions quickly: runoff enters the pipes at a rate greater than the downstream pipes, pumps or treatment works can handle.

When capacity is exceeded, regulators in the network allow the mixture to spill to a receiving water. That event is a combined sewer overflow. Because the discharge contains stormwater mixed with sewage, it can include pathogens, oxygen-demanding organic matter, nutrients, industrial contaminants and floating debris. EPA identifies CSOs as a water-pollution concern associated with beach closures, shellfishing restrictions and other waterway impairments.

The problem is especially persistent in older, dense cities. Separating every sanitary and storm pipe would require extensive excavation through streets and private property, and treatment plants would still need a way to handle short, intense peaks. A tunnel addresses the peak by adding very large temporary storage below the existing network.

How a deep sewer tunnel works during a storm

1. Excess flow is intercepted

Rain begins entering the combined system, and the flow rises toward the capacity of the interceptors and treatment plant. At designated locations, diversion structures send the excess toward a vertical dropshaft rather than allowing it to discharge at an overflow outfall.

2. Dropshafts carry water underground

A dropshaft is a large vertical structure connecting the surface sewer network to the tunnel. It conveys water tens or hundreds of feet downward while controlling energy, air movement and debris. The shaft and connection must be designed to limit turbulence, odors and dangerous air-pressure changes.

3. The tunnel stores and conveys the peak

Large-diameter tunnels run beneath the city, often through competent bedrock. Their volume temporarily holds the combined flow that would otherwise have entered a waterway. The tunnel also conveys water toward a pumping or dewatering facility. It is not a treatment reactor: solids, pathogens and dissolved pollutants remain in the stored water until the flow reaches the treatment process.

4. Dewatering returns the flow to treatment

After rainfall ends, the system waits for the treatment plant and downstream interceptors to regain capacity. Pumps usually lift water from the low point of the tunnel, although some systems use gravity where elevations allow. The stored flow is then metered back into the sewer system and treated under normal or wet-weather operating procedures.

5. The tunnel is cleaned and inspected

Operators plan for sediment, grit and debris that settle during storage. Flushing, sluicing, access structures and inspection programs help maintain capacity. Mechanical and electrical systems also require regular maintenance because a failure during a major storm can remove a large part of the city’s emergency storage.

Why put the storage deep underground?

Dense cities often lack suitable surface land

A surface reservoir or covered storage basin may require many acres in a built-up district. Land acquisition can displace homes or businesses, conflict with parks and transportation corridors, and trigger long construction closures. A deep tunnel can place most of the storage beneath public rights-of-way or other land while leaving the surface available for streets, buildings and parks once shafts and facilities are complete.

Deep rock can provide a long, continuous route

Tunneling through suitable rock can connect multiple sewer districts to a regional storage system without opening a trench along every street. The route can pass below utilities and obstacles that would make a shallow pipe impractical. This does not eliminate construction impacts: shafts, access sites, pumping stations, spoil handling, traffic control, noise and groundwater management still need permits and careful design.

Large volume can be added without replacing every pipe

CSO control is a peak-flow problem. A tunnel can add billions of gallons of temporary capacity at strategic locations while the existing collection network remains in service. The approach is therefore an option within a broader control plan, not proof that every sewer must be rebuilt underground.

Depth is a design choice, not a guarantee of lower cost

EPA’s CSO Control Manual describes deep tunnels as an alternative where surface space, construction impacts and other site constraints make near-surface facilities difficult. It does not establish that tunnels are automatically cheaper, faster or better than basins, treatment upgrades or sewer separation. Geology, tunnel diameter, shaft spacing, pumping head, land values, treatment capacity and regulatory goals determine the appropriate solution for each city.

What tunnels solve—and what they cannot

Primary benefit: fewer untreated discharges

Capturing wet-weather peaks reduces the volume or frequency of CSOs reaching a receiving water. The improvement is usually measured against a defined baseline and control plan, such as annual overflow volume, number of overflow events or the percentage of captured flow. Results depend on rainfall patterns, operating rules and whether the treatment plant can process the stored water afterward.

Secondary benefit: some flood reduction

Additional storage can lower water levels in parts of a regional drainage system and may reduce sewer-related flooding. Chicago’s Tunnel and Reservoir Plan, for example, is described by its owner as serving both water-quality and flood-reduction purposes. A tunnel cannot guarantee that every street, underpass or basement will remain dry. Local storm drains, undersized pipes, blocked inlets, river levels and rainfall intensity can still produce flooding outside the tunnel’s capture area.

Limits that remain after construction

  • The tunnel stores water temporarily; treatment still occurs downstream.
  • Flows outside the collection area or above the tunnel’s design capacity can continue to overflow.
  • Very intense storms may fill the tunnel before rainfall ends.
  • Pumps, gates, power supplies and controls must operate when the system is under maximum stress.
  • Surface flooding caused by local drainage defects may not be connected to the combined sewer system.
  • Odor, sediment, worker safety and confined-space hazards require ongoing operation and maintenance.

How deep tunnels fit into a city’s control plan

EPA’s CSO policy uses a flexible planning framework rather than prescribing one technology. Cities commonly combine structural and operational measures according to available land, required storage volume, water-quality objectives and treatment capacity.

Measure Strengths Constraints and questions
Deep tunnel Very large underground storage; can connect distant sewer districts; limited permanent surface footprint. High capital complexity; shafts and pumping facilities are still needed; dewatering and treatment capacity must be available.
Near-surface storage Usually easier access for inspection and maintenance; can be built as tanks, basins or covered reservoirs. Requires substantial land and may disrupt neighborhoods, parks or transportation corridors.
Wet-weather treatment Processes a larger share of storm flow instead of storing it for later. Requires treatment capacity, equipment and power sized for short, high-flow events; may need pretreatment for grit and debris.
Sewer separation Keeps sanitary sewage and stormwater in separate networks, removing the combined-flow mechanism in converted areas. Extensive excavation, private-property connections and long construction periods can make it difficult in established districts.
Green infrastructure Rain gardens, permeable surfaces, tree systems and green roofs retain or infiltrate runoff near where it falls. Performance varies with soil, maintenance and storm size; distributed projects may not provide enough storage alone.
Real-time controls Uses sensors, gates and forecasts to route available capacity dynamically through the existing system. Controls cannot create unlimited physical volume and depend on reliable power, communications, models and maintenance.

A city may use green infrastructure to reduce inflow, real-time controls to use pipes more efficiently, tunnels or tanks for the remaining peak and treatment upgrades to process the captured water. The right combination is determined through hydraulic modeling, receiving-water requirements, constructability and community priorities.

Project Agency-reported figure or objective How to interpret it
Chicago Tunnel and Reservoir Plan (TARP) EPA’s current overview says the tunnels and reservoirs can store about 11 billion gallons per precipitation event. The published capacity is expected to rise above 17.5 billion gallons when the final reservoir is complete in 2029. The 2029 figure is a future project capacity, not proof that the final reservoir was complete on the overview page’s October 13, 2026 access date. MWRD says the first tunnels went online in 1981.
Milwaukee deep tunnels EPA reports nearly 30 miles of deep tunnels and more than 138 billion gallons of polluted wastewater and stormwater prevented from entering Lake Michigan since 1994. EPA also reports that the region has treated or captured more than 98 percent of stormwater and wastewater entering its system. These are EPA-reported cumulative and current-status figures; the applicable reporting period should be confirmed when citing them for a later year.
Louisville Project WIN EPA says the program’s projects have reduced CSOs by up to five billion gallons annually. EPA separately says the tunnel is intended to prevent 439 million gallons of CSOs from entering waterways each year. The figures describe different parts or scales of the program and must not be combined as though they measure the same tunnel component.
Washington, D.C., Clean Rivers Project EPA describes tunnels more than 100 feet deep that route more flow to the treatment plant, alongside $100 million in green infrastructure investment. The stated system-wide goal is a 96 percent reduction by March 2030. The 96 percent number is a target, not a completed result.

Chicago’s historical planning documents illustrate why figures need dates. An EPA report from 2004 described a then-planned system of 109 miles of deep rock tunnels, 150 to 350 feet underground, with 18 billion gallons of total storage when completed. Those planning numbers should not replace current MWRD project information.

Engineering and construction issues cities must resolve

Geology and groundwater

Investigations establish whether the proposed alignment can be excavated safely, how much groundwater may enter the work and whether shafts can be supported. Rock quality, faults, buried utilities and nearby foundations influence tunnel boring, blasting, lining and shaft design.

Hydraulics and air management

Engineers model inflow hydrographs, tunnel surcharging, dropshaft energy dissipation and emergency overflow behavior. Large rapid drops can entrain air and create pressure waves, so ventilation and hydraulic transitions are part of the design rather than afterthoughts.

Surface facilities

Even a deep system needs land for dropshafts, gates, screens, electrical equipment, ventilation, pumping, odor control, maintenance access and material handling. Community impacts are concentrated at these sites and along construction haul routes.

Worker and public safety

Access to a sewer tunnel involves confined-space entry, toxic gases, moving water, electrical hazards and difficult evacuation. Permanent monitoring, ventilation, rescue procedures, isolation gates and training are essential. Public safety also requires secure shafts and reliable controls during power failures.

Operations after the ribbon cutting

Owners must budget for energy, pump maintenance, sediment removal, inspections, instrumentation, emergency generators and eventual rehabilitation. A tunnel’s pollution-control value depends on operating it as part of the whole collection and treatment system, not merely on the volume excavated.

How to judge whether a tunnel is the right choice

  1. Define the water-quality and flooding problem. Identify overflow locations, discharge volumes, sensitive waters, public-health restrictions and flooding mechanisms.
  2. Map the existing system. Confirm pipe capacities, treatment constraints, elevations, regulators, available land and connections to neighboring districts.
  3. Model a portfolio of controls. Compare tunnels, tanks, treatment, separation, green infrastructure and real-time operations under representative storms and extreme events.
  4. Test the receiving-water outcome. Storage volume alone is not enough; evaluate how often flow is captured, how quickly it is treated and what residual overflows remain.
  5. Price the entire life cycle. Include shafts, land, excavation, spoil disposal, pumping energy, controls, maintenance, rehabilitation and financing—not only the tunnel bore.
  6. Plan for construction and community effects. Select shaft sites, traffic plans, work hours, noise controls and restoration commitments with affected neighborhoods.
  7. Set measurable operating targets. Define overflow reductions, capture rates, treatment timing, inspection intervals and reporting methods, then update the plan as climate and development conditions change.

Why the answer is not simply “build a bigger pipe”

A conventional replacement pipe would need to carry the full storm peak continuously, even though that capacity is rarely used in dry weather. A tunnel separates the short-lived peak from the everyday network by storing it. That can be more practical in a dense city than widening every interceptor, but it introduces deep excavation, pumping and long-term operational responsibilities. Cities build tunnels when those trade-offs fit their geography, geology, regulatory obligations and control strategy—not because underground construction is universally superior.
