Bayou Texar and Carpenter Creek appeared reddish-orange after heavy rain in early October 2026. Local reporting linked red-clay sediment entering Carpenter Creek to construction at the FDOT interchange near U.S. 29 and Interstate 10, but officials also cited other sediment sources in the watershed. Investigators were being deployed; the available reporting does not establish a final test result or regulatory finding.

What happened in Bayou Texar and Carpenter Creek?

Residents saw orange-colored water in Bayou Texar and Carpenter Creek on October 5, 2026, after a period of heavy rain. The reported path of the sediment was from the interchange construction area into Carpenter Creek and then Bayou Texar. Jim Hall, a Pensacola resident, told the Pensacola News Journal: “The bayou is orange.”

The same outlet reported an estimate of 6.5–8 inches of weekend rain in the Pensacola area. That is an area-wide estimate, not a verified rainfall total for the affected watershed.

What was reported as the source of the orange sediment?

The Pensacola News Journal attributed red clay entering Carpenter Creek to the FDOT interchange construction project near U.S. 29 and I-10. Escambia County Natural Resources Department head Chips Kirschenfeld described the project as the largest contributor, while noting that construction elsewhere in the watershed also supplied sediment. FDOT spokesperson Ian Satter characterized the interchange site’s runoff as “a minor loss of sediment,” saying erosion controls held back much of it but some sediment passed through.

Those accounts identify a reported source, not a final determination that the interchange was the only source or that a violation occurred. Sediment can enter waterways from multiple exposed areas during runoff, and county officials said they were inspecting sources across the watershed.

Was the orange water tested for toxic chemicals?

The reporting available on the incident does not provide event-specific chemical testing or laboratory results. Orange color and visible sediment alone do not establish that toxic chemicals were present. Nor do they establish that the water was safe; that requires appropriate testing and agency assessment.

The City of Pensacola explains that stormwater can carry materials such as fertilizers, pesticides, herbicides, oil, and pet waste into storm drains, many of which discharge to local waterways. This is general stormwater information, not a finding about the October event. See the City’s stormwater information.

What are agencies investigating?

FDEP had been notified, and county officials said investigators were being deployed to inspect sediment sources and determine whether erosion controls were improperly installed or had failed. The available reporting does not provide subsequent sample results, a completed agency finding, or an enforcement outcome.

To establish what happened conclusively, the public record would need event-specific water or sediment sampling, FDEP’s investigation findings, and details from FDOT on the controls installed, inspections performed, and any repairs. Watershed rainfall-gauge data would also help distinguish the reported area estimate from rainfall measured at the affected sites.

How does this fit Pensacola’s broader stormwater work?

The City says contaminated stormwater has contributed to deterioration of Bayou Texar and Bayou Chico, can raise turbidity and reduce oxygen, and has sometimes contributed to fish deaths in summer. Those are broader water-quality concerns, not documented effects of this particular orange-water event.

Pensacola has described stormwater treatment work aimed at capturing pollutants before runoff reaches local waters:

  • In a 2020 release, the City said underground treatment units had been installed for three drainage sub-basins that previously discharged untreated runoff into Bayou Texar. Public Works and Facilities Director Derrik Owens said the units would capture gross pollutants during rainfall events. The release is a description of the project and the City’s expected benefit, not evidence of performance during the 2026 event. City announcement.
  • In 2022, the City announced a $5.95 million RESTORE funding award for five additional planned treatment units at Gadsden Street, East Gonzalez Street, West Gonzalez Street, Cove Road, and Hyde Park. The City said the units were intended to treat runoff from approximately 40 acres and capture sediment, trash, oils, greases, and other pollutants. The announcement describes planned work; it does not establish the units’ current completion or operating status. City announcement.
  • The City’s Bayou Texar Stormwater Improvement Project page said survey and geotechnical work took place in late July 2026 and that a public-engagement meeting was tentatively planned for fall 2026. It described the project as being in pre-design; it does not connect that project to the October discoloration. Project page.

The City has also reported estimates for completed projects, including 15.3 tons of pollutant solids estimated for annual removal across three projects in 2021. Those project estimates are not measurements of sediment removed from Bayou Texar during this incident. City release.
