The utility usually pays only for the portion of the water system it owns, while the property owner pays for an owner-owned service-line segment or the plumbing inside the building. The dividing point may be a service connection, curb stop, valve, meter, or another point defined by local rules—not necessarily the street, sidewalk, property line, or meter.
Before authorizing excavation or calling a plumber, report the leak to your water utility and ask it to identify the ownership boundary and the leaking segment for your address. That location-specific answer, together with any local assistance, insurance, or protection-plan terms, determines who actually pays.

What a water service line is—and why the boundary matters
A water service line is the pipe connecting a public water main to a building. The system also includes the main in the street, a connection or tap to that main, valves such as a curb stop or stop box, the meter, and the premise plumbing inside the building. Utilities and cities divide ownership of those components differently.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThat division controls more than the repair bill. It can determine who may shut off the water, who must obtain a permit, which contractor is authorized to work, who restores pavement or landscaping, and whether a lead-replacement program can help. A leak can therefore be on public property yet still be on a privately owned pipe, or be near a house while remaining the utility’s responsibility.

Why the property line is not a reliable answer
Some utilities use a curb stop or valve as the ownership boundary; others use the service connection at the main, the property tap, or the discharge side of the closest valve. A meter may be inside the owner’s segment, inside the utility’s segment, or governed by separate meter rules. Local ordinances, service agreements, diagrams, and the utility’s current written policy control the result.
For that reason, an answer such as “the homeowner always pays from the street to the house” is unsafe. The examples below show how much the rule can change from one city to another.
How local responsibility rules differ
| Location and source | Stated boundary | What it means in practice | Important qualification |
|---|---|---|---|
| Flint, Michigan (EPA Flint Drinking Water FAQ) | The utility distribution system extends to the service connection; the homeowner or building owner is responsible for the service line and premise plumbing. | A leak after the service connection is treated as an owner responsibility under this local description. | This is an explanation for Flint, not a national legal rule. |
| Milwaukee, Wisconsin (Milwaukee Water Works) | The city owns the water main to the curb stop; the property owner owns the section from the curb stop to the meter. | Milwaukee directs an owner with a leak on that segment to contact a licensed plumber, obtain estimates to locate the leak, and make repairs. | The city handles leaks on its owned section under its stated policy. |
| Denver, Colorado (Denver Water) | Property-owner responsibility begins where the property taps into the main or at the discharge side of the closest valve. | The line on the property-owner side is generally the owner’s repair responsibility. | Denver also offers a lead-line replacement program, so assistance can differ from ordinary leak responsibility. |
These examples illustrate three separate questions: who owns the segment, where the leak is, and whether a special program or coverage applies. They should not be converted into a single rule for every U.S. address.

Official wording from two local sources
“The water utility is responsible for the drinking water distribution system up to the service connection to the home or building. The homeowner or building owner is responsible for the service line and the premise plumbing system.”

That wording appears in the U.S. Environmental Protection Agency’s Flint FAQ and describes Flint specifically.
“If the leak occurs on the section of the service line owned by the property owner, it will be the property owner’s responsibility to contact a licensed plumber, ask for estimates for locating the source of the leak, and make repairs.”
Milwaukee Water Works uses that language in its local owner-leak guidance. It is not a statement of how every utility allocates responsibility.

- Make the area safe. Keep people away from pooling water, saturated ground, open excavations, and electrical equipment. If water is entering the building, use the interior shutoff only if you can do so safely. Do not operate a street valve or curb stop unless the utility tells you how.
- Report water outside to the utility. Flowing water in the street, sidewalk, or yard can indicate a public-side or private-side leak. Milwaukee Water Works specifically asks customers to report flowing water or suspected underground leaks. Give the address, the exact location, when it began, and whether water is affecting traffic or structures.
- Ask for the address-specific ownership boundary. Request the utility’s current rule for your service line and ask whether its crew can inspect, trace, or confirm which segment is leaking. Ask where the curb stop, stop box, meter, service connection, and closest valve are treated in that system.
- Ask how the utility wants the leak located. Some utilities will investigate their side; others may tell the owner to arrange a licensed plumber. Get that instruction in writing or note the employee’s name, date, and case number.
- Follow contractor and permit requirements. Confirm whether an owner-side repair requires a licensed plumber, an excavation or right-of-way permit, an approved contractor, inspection, backflow protection, or a particular pipe material. Denver Water notes that some stop-box or valve work requires a licensed plumber.
- Document before digging. Photograph water flow, pavement or landscaping damage, interior damage, meter readings, and the location of valves. Keep utility messages, plumber estimates, permits, invoices, and disposal or restoration receipts.
- Get a written scope and estimate. The scope should identify the leaking segment, excavation length, pipe material, connection method, shutoff and disinfection work, inspections, surface restoration, and any temporary water arrangements. A low plumbing price may not include pavement, sidewalk, landscaping, or structural restoration.
If the utility owns the leaking segment
Tell the utility where the water is appearing and follow its emergency process. The utility may dispatch a crew, shut the main or valve, excavate, and restore public infrastructure under its policy. Do not hire a contractor to alter a public main or valve unless the utility has expressly authorized it.
Ownership does not guarantee that every related expense will be paid by the utility. Ask who handles private landscaping, driveway damage, interior flooding, temporary water, and any customer-side pipe disturbed during the work. Those issues may be governed by separate rules or claims procedures. Request the utility’s written policy rather than assuming that responsibility for the pipe includes all consequential damage.
If the homeowner owns the leaking segment
Once the utility confirms that the leak is on the owner-owned side, arrange the repair through the contractor type and process it specifies. Milwaukee explicitly directs owners to a licensed plumber for locating and repairing an owner-side leak. A plumber may need to expose the line, pressure-test or trace it, replace a section or the entire service line, and coordinate a utility shutoff.

Items to confirm before work starts
- Whether a plumbing, excavation, street-opening, sidewalk, or right-of-way permit is required.
- Whether utility locates must be requested before digging and who requests them.
- Whether only a licensed or utility-approved contractor may connect to the main or operate a curb stop.
- Required pipe, fittings, bedding, corrosion protection, disinfection, pressure testing, and inspection.
- Who pays to restore asphalt, concrete, sod, trees, fences, or other surfaces.
- Whether the line contains lead, galvanized material, or another material that changes replacement or disposal requirements.
Do not begin excavation solely because water appears near the property line. Water can travel through soil and emerge far from the break. The utility’s boundary confirmation and a qualified leak-location assessment are more reliable than the visible puddle.

Lead service lines and financial assistance
Ownership and financial assistance are separate questions. A homeowner may be responsible for an owner-owned line while a city or utility program pays some or all of an eligible lead-line replacement. Conversely, a program may have geographic, income, property-type, enrollment, or scheduling limits.
Denver Water describes a lead-line replacement program with no direct charge to participating customers under its program terms. That does not mean every Denver repair is free, nor does it establish a benefit in another city. Ask the utility whether the property is listed as having a lead or galvanized service line, whether verification is required, and what work the program includes.
The EPA explains that complete service-line replacement can be eligible for Drinking Water State Revolving Fund expenses. That is project-level funding administered through state procedures; it is not an automatic reimbursement to an individual homeowner. Ask the utility or state drinking-water agency about the current application, eligibility, contractor, and cost-sharing rules.

The EPA also recommends contacting the water utility or state drinking-water agency with drinking-water questions. A utility or licensed plumber can help identify whether a service line may be lead. Do not remove a pipe sample or disturb an old line without following the utility’s testing instructions.

Insurance, loans, and optional protection plans
Milwaukee Water Works lists insurance, loans, and local emergency-repair assistance as possible ways owners may address an owner-side repair. Availability, deductibles, covered causes, income rules, and application deadlines vary. Ask the utility, city, insurer, and lender separately; one source’s program does not establish eligibility elsewhere.
Homeowners insurance commonly distinguishes sudden interior water damage from the cost of repairing or replacing the failed underground pipe. Denver Water notes that water-damage coverage varies by policy. Read the declarations, exclusions, service-line endorsements, and claim instructions before assuming either the pipe or resulting damage is covered. Notify the insurer promptly if a claim may be involved, and preserve photographs and invoices.
Some jurisdictions offer an optional service-line protection plan. New York City’s Department of Environmental Protection describes one administered by a third-party provider and lists enrollment conditions, exclusions, and covered-work limits. Such a plan is local and voluntary; it is not a utility obligation, may not be available in your area, and generally cannot be treated as coverage for a failure that occurred before enrollment. Read the current terms, waiting periods, covered locations, annual limits, and contractor rules before enrolling.
Common leak locations and the likely next question
| Where water appears | What it may indicate | What to ask next |
|---|---|---|
| Street, sidewalk, or near a public main | A utility-side leak is possible, but water can migrate from a private line. | Ask the utility to inspect and identify the leaking segment before any excavation. |
| Between the curb stop or closest valve and the meter | In Milwaukee, this is the owner’s segment; another utility may use a different boundary. | Confirm the local definition, then ask whether a licensed plumber and permit are required. |
| Inside the building or after the meter | Premise plumbing or an interior branch line is commonly involved. | Use a qualified plumber and check shutoff, damage, and insurance procedures. |
| Old lead or galvanized service line | The repair may qualify for a replacement or assistance program even when the owner owns the line. | Ask about material records, testing, complete replacement, and program eligibility. |
| Unknown or intermittent location | Water may travel underground, and a visible wet spot may not mark the break. | Request utility guidance and a written leak-location scope before authorizing digging. |
Questions to put to the utility and contractor
Use specific questions rather than asking only “Who pays?”
- Where is the ownership boundary for this address, and what document or rule defines it?
- Is the leak on the main, the service connection, the service line, the meter assembly, or premise plumbing?
- Will the utility locate or verify the leak, and is there a charge for that visit?
- Who may operate the curb stop or closest valve?
- Does the repair require a licensed plumber, approved contractor, permit, inspection, or utility scheduling?
- Who restores public pavement and private landscaping?
- Could the line be lead or galvanized, and are records or testing available?
- Are there current grants, loans, emergency assistance, or replacement programs for this address?
- Which damage, if any, should be reported to the homeowner’s insurer?
Mistakes that can create an avoidable bill
- Assuming the property line is the boundary. Utilities may use a curb stop, service connection, or valve instead.
- Hiring an excavator before reporting the leak. You could disturb a public facility, violate a permit rule, or pay to expose the wrong section.
- Treating federal funding as homeowner reimbursement. Drinking Water State Revolving Fund eligibility flows through state and community projects and does not promise an individual payment.
- Relying on a protection plan after the failure. Enrollment terms, waiting periods, exclusions, and geographic availability control coverage.
- Accepting a verbal boundary without documenting it. Save the utility’s email, map, work order, or case number before authorizing owner-paid work.
- Ignoring restoration and testing in the estimate. Excavation, permits, inspections, disinfection, pavement, and landscaping can be separate costs from the pipe repair itself.
How to plan the repair bill
No single price applies nationwide. The total depends on the leak location and depth, pipe material, excavation length, access, traffic control, permits, connection work, testing, restoration, and whether the entire line must be replaced. Ask for separate line items so you can compare estimates and identify expenses a utility, insurer, or assistance program might handle.
Keep the utility determination, leak-location report, photographs, estimates, permits, invoices, and proof of payment together. Those records help establish whether the work was on the owner-owned segment and support an insurance, assistance, or reimbursement request. Verify every program’s current terms directly with the utility or administering agency before committing funds.
