Who Is Building Micron’s Fabs in Upstate New York? Meet Bechtel, Jacobs and Gilbane

Bechtel has first-phase EPC responsibility for Micron’s planned Clay campus, while Jacobs is the design partner and Gilbane handles preconstruction and site infrastructure. Here’s what their roles—and the project’s projected scale—actually mean.

Micron’s planned four-fab semiconductor campus is in Clay, New York, at White Pine Commerce Park. Bechtel is the engineering, procurement and construction (EPC) partner for the first phase; Jacobs is the architectural and engineering design partner; and Gilbane Building Company is handling preconstruction and site-infrastructure work. Their roles are distinct, and the announced project is still a multiyear build—not four completed factories.

Where is Micron building its New York fabs?

The campus is planned for White Pine Commerce Park in Clay, in Onondaga County, near Syracuse. Micron describes a four-fab complex that could represent up to $100 billion in New York investment over more than 20 years. That figure is a planned investment ceiling, not money already spent. Micron’s New York project page provides the company’s project overview.

Which companies are building the campus?

The companies have different announced responsibilities. Bechtel’s role is first-phase EPC, while Jacobs and Gilbane have separate design and preconstruction/site-infrastructure roles. The available announcements do not establish that any one firm is responsible for every phase or every fab.

What is Bechtel responsible for in the first phase?

Bechtel says its initial scope includes the first fab and critical site infrastructure needed to support it. The work described includes a central utility building, process-support and hazardous-material systems, wastewater treatment, probe facilities, equipment yards, and connections for above- and below-ground utilities. These shared systems are essential to a semiconductor campus, but the announced scope should not be read as a claim that Bechtel is the contractor for every building or later phase.

How large is the planned campus?

The planned complex comprises four fabs. Micron’s project FAQ says each is expected to have approximately 600,000 square feet of cleanroom space; Bechtel describes approximately 2.4 million square feet of cleanroom space across the four planned facilities. These are planning figures for the completed complex, not a report of cleanroom space already built. Micron’s New York project FAQ and Bechtel’s project page give the respective figures.

What is the construction timeline?

Micron announced Bechtel’s selection on June 10, 2026, after a January 2026 groundbreaking. New York’s Department of Environmental Conservation (DEC) says the fabs are expected to be built sequentially from west to east, with continuous construction activity projected from 2025 through 2041. That is a projected campus schedule, not a guarantee that every milestone will occur as planned.

DEC says the project is subject to state and federal environmental review and requires permits for regulated resources and activities. The agency records that the Final Environmental Impact Statement was accepted on November 12, 2025. For the current review and permit record, consult the New York State DEC Micron project page; permit status and construction schedules can change.

What job numbers has Micron projected?

Micron’s June 10, 2026 announcement projected 50,000 New York jobs associated with the project, including more than 4,500 construction jobs. Micron’s project FAQ separately estimates approximately 9,000 direct Micron jobs and 40,000 indirect New York jobs. These are company projections and estimates, not verified current employment totals for the future campus. Micron’s June 10, 2026 announcement supplies the first set of figures; its New York FAQ supplies the second.

What is Bechtel’s connection to Hoover Dam and the World Cup?

Hoover Dam: a consortium role

Bechtel’s history connects it to Hoover Dam, but the precise attribution matters: the dam was built by Six Companies Inc., a consortium that included Bechtel. Bechtel’s project page dates the dam’s completion to 1936. It is accurate to say Bechtel was part of the consortium that built Hoover Dam, rather than to imply that Bechtel alone built it. World Cup work: infrastructure, not verified stadium construction

Bechtel’s portfolio refers to infrastructure improvements supporting the 2014 World Cup. That establishes a World Cup-related infrastructure connection, but the available account does not identify Bechtel as a builder of World Cup stadiums. Without a specific stadium and a documented role, “built World Cup stadiums” is not a substantiated description of its credentials. Bechtel’s 2014 World Cup project page describes the work as infrastructure improvements.

Can businesses pursue work on the project?

Micron’s New York project page directs prospective suppliers to create profiles through Gainfront and points preconstruction and site-enabling businesses to Gilbane’s contracting-opportunities page. Bechtel also links to supplier information from its project page. These are company-provided supplier pathways; they do not guarantee a contract or establish that a particular trade package is open.
