No single official approves every federal construction project. For many civilian buildings in the General Services Administration (GSA) Public Buildings Service (PBS) portfolio, GSA develops and manages the project, the Office of Management and Budget (OMB) reviews qualifying proposals, congressional committees authorize covered work, and Congress provides appropriations. Projects then move through design, environmental, procurement and construction controls.
White House and other National Capital Region work can add reviews by the National Capital Planning Commission (NCPC) and the U.S. Commission of Fine Arts (CFA). The required approvals depend on who owns the building, which agency manages it, how the work is funded, its cost and where it is located.

Why there is no single “federal construction approver”
Federal construction authority is distributed rather than concentrated in one office. A project may need decisions from its sponsoring or owning agency, GSA headquarters, OMB, congressional authorizing committees, congressional appropriators, procurement officials and location-specific planning or design bodies. Environmental, historic-preservation, security and code reviews can add further gates.

How a typical GSA federal-building project is approved
GSA PBS manages many civilian federal offices, courthouses and related facilities. Its published process describes a sequence that begins with an agency need and ends with GSA-managed delivery. The stages below show who makes each decision and what that decision does.
1. The tenant agency identifies a facility need
A federal agency first defines a space, operational or building condition problem. It may need a new workplace, a larger courthouse, a secure installation, a replacement building or a major modernization. GSA and the agency examine the mission requirement, available property, occupancy plans, risks, schedule and likely cost.
At this point, the agency is not yet authorized to spend construction money. The need must be developed into a feasible project that can be evaluated against federal real-property priorities and the limits of the proposed funding source.

2. GSA develops the project and prospectus
For projects in the PBS portfolio, GSA regional offices develop the scope, schedule and cost information. A qualifying capital project is presented in a prospectus, which gives reviewers enough information to judge the proposed investment. GSA evaluates the business case, site and building requirements, estimated construction or lease cost and delivery approach.

GSA’s process includes feasibility and planning work before a project reaches execution. The agency also performs owner, code, standards and constructability reviews. These checks are internal controls: they confirm that the proposed design can satisfy federal requirements and can actually be built within the stated budget and schedule.
3. GSA headquarters makes an investment decision
GSA says a proposed project cannot proceed into execution until GSA Headquarters has made an investment decision. That is an agency-level go/no-go decision, not a substitute for congressional authorization or an appropriations law. It confirms that GSA is willing to advance the proposal through the federal budget and delivery process.
4. OMB reviews the prospectus during the budget process
After GSA’s internal review, OMB examines each covered prospectus as part of GSA’s budget request. OMB’s role is executive-branch budget review: it tests the proposal against administration priorities, fiscal constraints and the information needed for a federal budget submission. OMB review does not itself release construction money or authorize Congress to act.
5. Congressional committees authorize covered projects
For covered GSA capital and lease projects above the applicable threshold, GSA submits the prospectus to the authorizing committees. The relevant committees identified by the Government Accountability Office are the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works. GSA obtains committee approvals before obligating appropriated funds for a covered project.

Committee authorization answers whether Congress has approved the project as an allowable federal investment. It is separate from an appropriations law, which supplies budget authority. A project can therefore have an authorized prospectus without having received the money needed to award a design or construction contract.
6. Congress provides appropriations
Appropriations legislation provides the spending authority. The account, language and amount in that law control what GSA can obligate. Appropriators may fund the full request, a reduced amount or no amount in a particular fiscal year. Authorization and appropriation are related but distinct decisions, and both can affect when execution is possible.
7. GSA procures design and construction and manages delivery
Once the required investment, budget and congressional steps are complete, GSA procures design and construction services under federal acquisition rules. The project team advances design, resolves code and constructability issues, completes required environmental work and manages the contract, inspections, changes and acceptance of the completed facility.

Who does what? A role-by-role map
| Participant | Primary decision or function | What that decision does not mean |
|---|---|---|
| Tenant or sponsoring agency | Defines the mission, space and facility need; works with the managing agency on requirements. | It is not automatically authorized to construct a building simply because it has identified a need. |
| GSA Public Buildings Service | Develops and manages many civilian federal-building projects, prepares prospectuses and oversees delivery. | GSA does not control every federal building or every federal construction account. |
| GSA Headquarters | Makes the internal investment decision and approves design concepts through its review process. | Internal approval does not replace OMB review, congressional authorization or appropriations where those are required. |
| Office of Management and Budget | Reviews covered prospectuses as part of GSA’s budget request. | OMB review is not a construction contract award or an appropriation. |
| House Transportation and Infrastructure Committee and Senate Environment and Public Works Committee | Authorize covered GSA capital and lease proposals. | Authorization alone does not provide budget authority. |
| Congressional appropriators | Provide funds through appropriations legislation. | An appropriation does not eliminate design, environmental, procurement or security requirements. |
| NCPC and CFA, where applicable | Review National Capital Region planning, site, building or design matters within their jurisdictions. | Design or planning approval is not the same as project authorization or funding. |
Does Congress approve every federal building?
No. Congress’s role depends on the project category, managing agency, funding source and statutory threshold. The GSA prospectus process applies to covered PBS capital and lease projects; it is not a universal approval template for every federal facility.
The current GSA threshold for a specified Federal Buildings Fund context
In a September 3, 2026 release, GSA stated that, under current law, non-recurring repairs or new construction funded by the Federal Buildings Fund above $3.96 million require formal approval from both the House and Senate authorizing committees. This is GSA’s stated threshold for that funding context, not a timeless or universal threshold for all federal construction. Thresholds can change when Congress changes the law or when a different account or project type applies.
The same GSA release said the agency sent Congress 103 prospectus-level fact sheets covering approximately $10 billion in projected capital needs for fiscal years 2028–2034. Those figures describe the pipeline presented by GSA in that dated release; they are not a blanket authorization of every listed project.
Why the authorization-versus-appropriation distinction matters
A committee’s approval allows a covered proposal to move forward as an authorized project. An appropriations law then supplies the budget authority needed to obligate money. A project may be delayed if either step is missing, if the appropriation is lower than the estimate or if later design, environmental, procurement or security reviews identify a problem.

What is different about White House and Washington-area work?
Work at or near the White House can involve the same broad categories—sponsorship, budget, design, environmental review and construction—but the National Capital Region adds planning and design oversight. The location also brings security and historic-preservation sensitivities that are not captured by a simple “who signed the project?” answer.
The East Wing project illustrates multiple review tracks
The NCPC’s East Wing Modernization project page identifies the commission’s role as reviewing covered site and building plans under the National Capital Planning Act. NCPC review is a planning and design jurisdictional step. It does not, by itself, authorize a federal expenditure or provide construction funding.
The CFA’s official record for February 19, 2026 documents review of the proposed White House East Wing replacement and ballroom design and records the Commission’s final approval. CFA approval addresses the design-review function assigned to the Commission; it is distinct from sponsorship, OMB budget review, congressional authorization and appropriations.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minutePresidential and administration involvement
A July 2025 White House announcement described the East Wing ballroom as a permanent event-space project and said President Trump held planning discussions with White House staff, the National Park Service, the White House Military Office and the U.S. Secret Service. That demonstrates presidential and administration involvement in planning and coordination. It does not make the President the sole approver for every statutory, budgetary, design, environmental or procurement requirement.
Why one White House project cannot answer every White House question
The applicable authority can differ for an alteration to the Executive Residence, work on grounds managed by another agency, a security project, a repair funded from a particular account or a project requiring congressional action. The documented East Wing reviews establish that NCPC and CFA participated in that project’s planning and design path. They do not settle the complete legal scope of congressional authority for every category of White House work.
Typical GSA project versus a White House-area project
| Approval question | Typical GSA PBS project | White House or National Capital Region project |
|---|---|---|
| Owner or manager | Usually GSA PBS for buildings in its portfolio, working with a tenant agency. | Depends on the facility, grounds and sponsoring agency; the Executive Residence and nearby federal property can involve several agencies. |
| Funding source | Often the Federal Buildings Fund or another account identified in the project documents. | Must be established for the specific work; the funding account determines which statutory process applies. |
| Prospectus threshold | Applies when the project and funding context meet the applicable GSA rules. | Cannot be assumed from the project’s location alone; the work must be analyzed by type, cost and account. |
| Executive budget review | OMB reviews covered GSA prospectuses in the budget request. | May involve OMB or another executive budget path, depending on the sponsor and account. |
| Congressional action | Covered proposals require authorization by the designated committees and an appropriation before execution. | Any required authorization and appropriation remain separate from local design reviews; the exact legal requirements depend on the project. |
| Location-specific review | NCPC or CFA review may apply if the site and work fall within their jurisdictions. | NCPC and CFA review can be central to site and design decisions, as shown by the East Wing records. |
| Other reviews | Environmental, historic, code, security, procurement and constructability reviews may apply. | Those reviews can be especially consequential because of the White House’s historic, ceremonial and security functions. |
How project teams should identify the required approvals
- Identify the building owner and managing agency. Confirm whether the facility is in the PBS portfolio or managed by another federal department, military organization or specialized agency.
- Classify the work. Record whether it is new construction, a lease, a modernization, a recurring operation or maintenance activity, or a non-recurring repair.
- Trace the funding account. The account can determine whether GSA prospectus rules, another agency’s capital process or a special statutory authority applies.
- Check the applicable cost threshold and date. Do not reuse an old threshold. For the Federal Buildings Fund context described by GSA on September 3, 2026, the stated committee-approval threshold was $3.96 million for non-recurring repairs or new construction.
- Map executive and congressional gates. Determine whether GSA Headquarters investment review, OMB review, committee authorization and an appropriation are required before an obligation can be made.
- Screen for National Capital Region reviews. For a Washington-area site, ask whether NCPC review under the National Capital Planning Act and CFA design review apply.
- Complete technical and statutory reviews. Include environmental, historic-preservation, security, accessibility, code, owner, standards and constructability reviews before procurement.
- Document the decision record. Keep the prospectus, committee action, appropriations language, design approvals and environmental or historic findings together so that a contractor and contracting officer can verify the authority to proceed.
Common mistakes when describing federal project approval
- Calling the President the sole approver. Presidential involvement in planning does not erase agency, budget, congressional or design-review requirements.
- Treating GSA as the owner of every federal building. GSA manages a large civilian portfolio, but other agencies own or manage many facilities.
- Confusing authorization with funding. A committee authorization and an appropriations law perform different legal and budgetary functions.
- Using a threshold without its conditions. The $3.96 million figure is tied to GSA’s September 2026 statement about specified Federal Buildings Fund non-recurring repairs and new construction; it is not a universal number.
- Equating design approval with construction authority. NCPC or CFA approval addresses planning or design jurisdiction, not necessarily the money or statutory authority to build.
- Assuming one White House project sets a permanent rule. The East Wing records show the reviews documented for that project, not every possible Executive Residence alteration.
- Ignoring the delivery stage. Even after funding and authorization, GSA or another managing agency must complete procurement, contract administration, inspections and acceptance.
Bottom line
Federal construction approval is a chain of decisions, not a single signature. For a covered GSA project, the practical sequence is agency need, GSA development, GSA Headquarters investment review, OMB budget review, congressional authorization, appropriation and then procurement and delivery. White House and other National Capital Region projects can add NCPC and CFA planning or design review, while the project’s owner, account, location and scope determine which additional approvals apply.
