For an Indian Building and Other Construction Workers (BOCW) Welfare Board application, start with the board’s prescribed registration form, proof of age, evidence of qualifying construction work, and recent passport-size photographs. The central eligibility framework reviewed sets the age range at 18 to under 60 and requires at least 90 days of construction work in the preceding 12 months. The exact document checklist depends on the state or territory board, so confirm its current instructions before filing.
There is no single checklist in the sources reviewed that applies to every board. Additional documents may include local address proof, a nomination form, declarations, bank details, a fee receipt, or category-specific certificates. Which state or territory’s construction workers welfare board are you applying to? That is the first question to settle before assembling your application.

First, confirm which board serves you
BOCW welfare boards are administered by states and territories, and their application requirements are not identical. The examples below show how checklists can differ; they are not a universal list. Identify the board responsible for the place where you are applying, then use that board’s latest form and checklist. The Government of India’s 2026 rules provide for registration through a state government or state board portal, with Aadhaar and a unique number used to seed registration. Ministry of Labour and Employment
Do not assume that a document accepted in one state will be accepted in another. In particular, requirements for local address proof, alternative work certificates, photographs, declarations, bank details, and fees can vary.

This distinction matters when you compare checklists. Delhi’s guidance, for example, specifies local address proof and describes certain alternatives for age and work evidence. Meghalaya and Odisha guidance name Form XXVII and list nomination and non-enrolment documents, while Meghalaya and Odisha also identify bank-passbook details. These examples help you anticipate what to check, but they do not establish what another board will accept.
The registering officer or the relevant board portal is the practical point of reference if a checklist is unclear. Confirm both the documents and the submission route: a form or proof that appears suitable in another jurisdiction may not meet the requirements where you are applying. The board’s current instructions take priority over a general preparation list.
Core documents to prepare
1. The board’s registration application
Complete the prescribed application form for the board where you are applying. Meghalaya and Odisha guidance identify Form XXVII, but that does not establish that the same form applies in other jurisdictions. Use the form linked or provided by your own board, and check whether it must be submitted online, in person, or through a registering officer.
Before filling it in, check that you have the current version and any accompanying forms the board requires. A nomination form or a declaration may be separate from the main registration application. If you are unsure whether a listed form applies to you, ask the board rather than substituting a form from another state.
2. Proof of age
Prepare an age document accepted by your board. Examples in the reviewed guidance include school records, a birth-registration certificate, government-issued identity or age records, voter identity documentation, and, in some circumstances, a certificate from a government medical officer. Delhi’s guidance also allows a notarized affidavit if its listed documents are unavailable. The board’s current rules determine which alternatives it will accept. Delhi Building and Other Construction Workers Welfare Board Meghalaya Building and Other Construction Workers Welfare Board
Age proof is not merely an administrative formality: the central eligibility baseline is at least 18 years old and less than 60. A document that does not establish your age, or an alternative the board does not recognize, may leave the eligibility requirement unverified. If you do not have one of the standard records listed by your board, check its stated alternative process before filing. Delhi’s affidavit option is a jurisdiction-specific example, not a general rule for all applicants.

3. Evidence of construction work
You need to establish that you completed the qualifying period of construction work. Depending on the board and your circumstances, acceptable evidence may include a certificate from an employer, an inspector, or a registered trade union. Delhi asks for a 90-day certificate and describes alternatives for some self-employed workers and applicants who cannot obtain the usual certificate. Meghalaya lists employer, inspector, or registered trade-union certification; Odisha guidance also lists a worker affidavit route. Ask the board which route applies to your work history before relying on an alternative.

That makes the work certificate or other accepted evidence a key part of the file: it must support the required work period, not simply identify you as a construction worker. Do not infer that a particular number of certificates, projects, or employers is required; use the board’s form and instructions to learn what it asks you to document.
If you are self-employed, or cannot get the ordinary employer certificate, do not assume that you are unable to apply. The reviewed Delhi guidance describes alternatives for some self-employed applicants and people without the usual certificate, and the Odisha guidance includes a worker affidavit route. The available alternative depends on the board and the applicant’s circumstances. Ask the registering officer what evidence is accepted for your case, and whether an affidavit or another certification must follow a prescribed format.
4. Recent passport-size photographs
Meghalaya and Odisha list recent passport-size photographs. The required number and format can differ, so check the application form rather than assuming one photo will suffice. Include the photographs in the manner the board specifies; the reviewed material does not establish a nationwide number or a uniform photo format.
Other documents your board may require
Local address proof
Delhi expressly requests local address proof and lists possible records such as a ration card; a bank or post-office passbook with a photograph; a utility bill; a voter identity card; a driving licence; PAN card; Aadhaar; passport; and certain Delhi property or income records. This is a Delhi-specific example, not a nationwide address-proof rule. Check whether your own board requires local address evidence and which documents it accepts.
The examples are alternatives in Delhi’s guidance, not a bundle that every applicant should submit. Nor should an applicant assume that a particular Delhi document will count as address proof elsewhere. If you are applying outside Delhi, look for that board’s local residence or address requirement and its accepted evidence list. No universal address document or general rule on which address must be shown is established here.

Nomination form and declarations
Meghalaya and Odisha list a signed nomination form and a declaration that the applicant is not enrolled in another welfare fund or board. These requirements should not be presumed to apply in every state. Download the relevant board’s forms and complete any declarations it specifically asks for.
Read each declaration carefully and answer it for your own circumstances. The reviewed lists identify non-enrolment in another welfare fund or board as a declaration in these jurisdictions; they do not show that every board uses the same wording or form. A nomination form is also distinct from proof of age or employment: it is an additional item when the relevant board’s checklist calls for it.
Bank details and fee receipt
Meghalaya and Odisha list a copy of the first page of a bank passbook. Odisha also lists proof of payment of a registration fee. The fee, whether one is charged, and the required payment evidence are board-specific; verify them directly with the relevant board before paying or submitting documents.

In particular, do not rely on a fee amount or payment method quoted for another board. The reviewed material does not establish a nationwide registration fee, a common payment channel, or that all applicants need to provide bank details. Check the current checklist and instructions before making a payment or arranging a passbook copy.
Conditional category certificates or declarations
Some documents apply only to applicants in particular categories. Meghalaya lists an SC/ST certificate if applicable. Odisha guidance lists conditional declarations for categories including SC/ST/SEBC, BPL/Antyodaya, minority or disability status, and interstate migrant status. These are not universal registration documents; provide them only when your board’s checklist asks for them and they apply to you.
Because these items are conditional, first determine whether the category is relevant to you and whether the board requires proof or a declaration. The Odisha examples should not be read as a requirement for all applicants, or as confirmation that another board uses the same categories or evidence. Ask the board if the applicable category document is unclear.

Check eligibility before assembling the file
The central framework reviewed requires a building worker to be at least 18 and less than 60 years old, and to have worked in building or other construction work for at least 90 days during the preceding 12 months. These thresholds are stated in the Government of India’s 2026 rules and are also described in a Ministry of Labour and Employment statement. A document checklist cannot replace the board’s eligibility decision, so make sure your work evidence covers the relevant period. Ministry of Labour and Employment

In practical terms, check both parts of the baseline before you submit: whether your age falls within the stated range, and whether your evidence supports the required amount of construction work in the look-back period. The threshold refers to the preceding 12 months, so older work on its own would not demonstrate that period. The board still determines how it will assess the documents and any permitted alternative evidence.
The Ministry has also reported that the central government advised states and Union Territories to ease registration, including through self-certification and support for migrant workers. That does not mean every board currently accepts the same self-certification or alternate proof. Confirm the applicable procedure with your board or registering officer.
This is especially important for migrant workers, who may need to find the board and process that apply to their application. The reported advice to support migrant workers is not itself a specific document checklist or a guarantee that one board will accept another board’s form. Ask the relevant board what route it currently provides and what proof it requires.
A practical filing sequence
- Identify the state or territory board. Start with the board that has jurisdiction over your application; do not use another state’s checklist as your filing authority. If the jurisdiction is not obvious, contact a registering officer before assembling documents.
- Get the current form and checklist. Check the board portal or contact its registering officer for the latest application form, submission route, and document requirements. Confirm whether there are separate forms for nomination or declarations and whether the board has issued any updated instructions.
- Match your documents to each requirement. Set aside age proof, evidence of the required construction work period, and photographs. Add address proof, nomination or non-enrolment declarations, bank details, fee evidence, and category documents only if the board requires them. For each item, use the form’s own accepted-document list rather than a list from another jurisdiction.
- Resolve gaps before submitting. If you cannot obtain a standard employer certificate or listed age document, ask the board whether it accepts an alternative such as an affidavit or other certification. Do not assume an alternative listed by a different board will work. This is particularly relevant for self-employed workers or applicants who cannot obtain an employer certificate.
- Check conditional items and costs. Confirm whether you need local address evidence, category documents, a bank-passbook copy, or a fee receipt. The examples in this guide do not establish that these are universal requirements or that a particular fee applies to you.
- Submit through the stated channel and keep a record. Follow the board’s portal or registering-officer process and retain copies of the application and supporting documents, along with any acknowledgement or payment receipt issued. Use the board’s stated process rather than assuming that a route available in another state is available to you.
Common mistakes to avoid
- Using a checklist from another jurisdiction: forms and supporting documents vary by board. Form XXVII in Meghalaya and Odisha guidance, for example, should not be treated as the form for every state or territory.
- Submitting age proof but not work evidence: the 90-day work requirement must be established, not merely asserted. Check that the work evidence corresponds to the preceding 12-month period.
- Assuming self-certification is automatically accepted: central advice to ease registration does not establish the current method for every board. Ask whether the local board accepts it and under what circumstances.
- Treating category documents as universal: certificates and declarations for specific categories are conditional. Do not add them unless your board asks for them and they apply to you.
- Paying or preparing a fee receipt without checking: fee requirements and proof of payment are board-specific. The reviewed sources do not establish a standard nationwide fee.
- Assuming every document example is interchangeable: an affidavit, identity record, address proof, or work certificate listed by one board may not be accepted by another. Confirm the alternatives directly.
- Overlooking the photo and form instructions: the reviewed sources do not establish one photo count or a single form for the whole country. Check the particular board’s form for its specifications.

What if I am self-employed or cannot get an employer’s 90-day certificate?
Some alternatives are described in the reviewed guidance: Delhi discusses alternatives for some self-employed applicants and people without the usual certificate, while Odisha lists a worker affidavit route. Ask your own board whether an alternative applies to your circumstances before relying on it.
Do I need local address proof?
Delhi explicitly asks for local address proof and lists examples, but no nationwide address-proof rule is established here. Check the checklist of the board where you are applying and use only its accepted documents.
Do all applicants need a nomination form, bank passbook copy, and fee receipt?
No. Meghalaya and Odisha list a nomination form and first-page bank-passbook copy; Odisha also lists a registration-fee receipt. These are jurisdiction-specific examples, so confirm whether your board requires them and whether a fee is charged.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Can I use an affidavit instead of a standard document?
Possibly, but only if your board accepts it for your situation. Delhi guidance allows a notarized affidavit when listed age documents are unavailable, and Odisha guidance lists a worker affidavit route for work evidence. These examples do not make affidavits universally acceptable.
Where should I check the latest forms and submission method?
Check the relevant state or territory board portal or contact its registering officer. Government of India rules provide for registration through a state government or state board portal, but the local board’s current instructions determine the application route and document checklist.
The Bottom Line
Prepare the board’s current application form, accepted age proof, evidence of at least 90 days of construction work in the preceding 12 months, and the required passport-size photographs. Then check the specific state or territory board’s checklist for local address proof, alternative evidence, declarations, bank details, any fee, and conditional category documents. Do not treat another board’s examples as universal.
