There is no neutral-wire color that is safe to assume everywhere. In the cited U.S. branch-circuit guidance, the grounded conductor serving the neutral role is white or natural gray. In Britain, wiring colors changed in 2004, and older installations may use different conventions. In every location, color alone cannot establish that a wire is neutral, correctly wired, or safe to touch.
Neutral wire colors depend on where and when wiring was installed
Electrical color conventions vary by country and can depend on an installation’s age and history. The Health and Safety Executive (HSE) notes that many wiring standards are used around the world and that British cable colors changed in 2004. A color chart for one jurisdiction—or one period—cannot safely identify every existing conductor.
Use the applicable electrical standard and locally adopted edition for the installation’s location. If the country, system, or wiring history is unclear, treat the conductors as unidentified and get help from a competent electrician.
What color is neutral in the United States?
In the U.S. branch-circuit context described by OSHA’s electrical information page, which reproduces National Electrical Code identification language, the grounded conductor serving the neutral role is white or natural gray. OSHA’s construction regulation requires grounded conductors and equipment grounding conductors to be identifiable and distinguishable, and prohibits reversing designated polarity. Neutral is not equipment ground
In that same cited branch-circuit guidance, an equipment grounding conductor is identified as green, green with yellow stripes, or bare. It has a different role from the grounded conductor (neutral). Do not treat a green or bare conductor as neutral, or assume that a white or gray conductor has been correctly connected just because its color matches the convention.
What about neutral wire colors in Britain?
The HSE confirms that British wiring colors changed in 2004, but the cited material does not provide an exhaustive chart covering current and legacy installations. That means a single color answer is not enough for unfamiliar British wiring, particularly where the installation’s age or alterations are unknown. For electrical work in dwellings in England, Approved Document P is statutory guidance on electrical safety, including when work notification is required; it is not a universal wire-color chart. Requirements may differ elsewhere in the UK.
Why color cannot tell you whether a wire is safe
A conductor’s appearance does not prove its function, whether it is energized, or whether it is safe to touch. The HSE warns: “Many electrical cables are coloured to show their purpose and the voltage they are carrying. However, there are many standards used around the world, and you should never assume that a cable of a particular colour is at a particular voltage.” HSE, “Work near electricity”.

Wiring may be old, altered, misidentified, or governed by a different convention. Do not touch, connect, or test an exposed conductor based on color alone. Do not rely on a non-contact voltage pen as proof that a circuit is dead.
Safe isolation and the limits of test equipment
Electrical work requires suitable isolation and verification, not a guess from insulation color. HSE guidance for low-voltage work describes using an appropriately rated proprietary two-pole voltage detector or test lamp to check for voltage. A device used to prove a circuit dead must be checked before and after use, and the tester and leads must be rated for the installation category and voltages that may be present. A simple plug-in socket tester is not a guarantee that an installation is safe: HSE cautions that many such testers cannot detect certain faults and may indicate a socket is safe when it is not. HSE guidance on electrical equipment.

HSE says electrical work should be carried out by people competent for the task. The necessary competence depends on the work’s complexity and includes appropriate training and experience. If you cannot identify the system and establish safe isolation, stop and contact a competent electrician rather than trying to identify or connect wires yourself. HSE electrical FAQs.

For countries other than the U.S. and Britain, do not infer a neutral color from either example. Check the electrical standard and locally adopted edition that apply where the installation is located; if its requirements or history are uncertain, use a competent local electrician.
