Use hazard lights to warn other drivers about a stopped vehicle obstructing traffic. Don’t treat them as an all-purpose setting for rain, fog, or slow driving: whether you may use them while moving depends on local rules. If your vehicle breaks down, getting to a safer place comes first; flashing lights do not make a dangerous roadside stop safe.
When should you turn on your hazard lights?
When your stopped vehicle is obstructing traffic
A stationary vehicle that is temporarily blocking or obstructing traffic is the clearest general case for using hazards. The UK Highway Code says they may be used when a vehicle is stationary to warn that it is temporarily obstructing traffic. It also makes clear that switching them on does not excuse dangerous or illegal parking. See Highway Code Rule 116.

When your vehicle breaks down
First, get off the road if you can. If your vehicle is causing an obstruction, use hazards to alert approaching traffic while you arrange a safe stop. The California DMV similarly advises drivers whose vehicle trouble requires stopping to turn on emergency flashers, pull away from traffic if possible, and call roadside assistance; use turn signals if the vehicle has no emergency flashers. This is California guidance, not a nationwide rule. California DMV vehicle-preparation guidance
Can you drive with your hazard lights on?
In Great Britain
The Highway Code generally says not to use hazards while driving or being towed. Its exception is a motorway or unrestricted dual carriageway, where you may use them to warn drivers behind of a hazard or obstruction ahead. Use them only long enough for the warning to be seen. The Code’s wording is for Great Britain; do not assume it is the law in every country. Highway Code Rule 116

In the United States
Rules and guidance vary by state. For example, California DMV guidance says flashers are one way to warn drivers behind when you see a collision or hazard ahead. Virginia law requires emergency flashing lights during an emergency, accident, or breakdown if the vehicle has working lights; under specified conditions, a driver who can safely move a movable vehicle must get it out of the roadway. These are state-specific examples, not a complete account of US law. California DMV guidance; Virginia Code § 46.2-888
Check your local rules before using hazards while moving. The sources cited here do not establish one rule for every US state.

Should you use hazards in heavy rain or fog?
Not automatically. In poor visibility, focus on seeing and being seen: reduce speed, leave more room to stop, and use the appropriate lights. The UK Highway Code says to use headlights when visibility is seriously reduced, generally when you cannot see beyond 100 metres (328 feet). It also says wet-weather stopping distances are at least double those on dry roads. Those figures support slowing down and increasing following distance; they do not establish a universal rule permitting moving hazard lights in bad weather. California DMV guidance also directs drivers to use headlights in poor visibility. Highway Code Rules 226–227; California DMV guidance

Warning triangles and reflectors are not for every situation
In Great Britain, the Highway Code recommends placing a warning triangle at least 45 metres (147 feet) behind a broken-down vehicle, on the same side of the road. Never use one on a motorway. Do not enter traffic to place a triangle or any other warning device. Highway Code Rule 276
California Vehicle Code § 25300 separately sets emergency-reflector carriage and placement requirements for vehicles covered by that law. It is not a universal requirement for all drivers. Follow the rules that apply where you are and only deploy a warning device if you can do so without putting yourself in danger. California Vehicle Code § 25300

If you approach a vehicle stopped roadside with flashing lights, protect the people outside it: move to a lane that is not immediately adjacent when you can do so safely. If a lane change is unsafe, slow to a reasonable speed. NHTSA says all 50 states have Move Over laws for emergency vehicles with flashing lights. Its page also says 19 states and Washington, DC extend those laws to all vehicles with flashing or hazard lights; the page does not state the year for that count, and state rules differ.
