In April 2025, it recommended that the State Planning Commission approve Perth Racing’s proposed precinct structure plan, subject to modifications. The Commission was still considering the plan according to the City of Belmont’s project information, last updated 23 September 2026.
What is proposed for Ascot Racecourse?
Perth Racing’s plan covers approximately 61.3 hectares around Ascot Racecourse in Ascot. Its boundaries are broadly described by the Swan River, Ascot Waters Estate, Grandstand Road, Resolution Drive, Hardey Road and Carbine Street. The five precincts set out concepts for future land uses; they are not confirmation that particular buildings or developments will be constructed. City of Belmont project information
Precinct A: retirement living and supporting uses
The concept is a vertical retirement living village for members of the racing industry, with smaller food, beverage and commercial uses. It would combine residential activity with services, but the available information does not establish dwelling numbers or building heights. PerthNow’s April 2025 report
Precinct B: administration, entertainment and open space
This precinct is proposed for racecourse administration and entertainment uses, alongside open space and landscaping. The plan therefore combines operational and visitor-oriented functions with areas intended to remain open.

The State Planning Commission is the body considering the structure plan. The City’s project information says the Commission requested modifications, and does not report a final determination. Future development would also depend on the applicable planning controls and subsequent approvals; Council’s recommendation alone does not authorize construction.
Why Scheme Amendment No. 24 matters
The structure plan and Scheme Amendment No. 24 are related but distinct planning instruments. The City explains that a structure plan sets out implementation requirements and includes an explanatory section informed by technical studies. The scheme amendment would change zoning and land-use controls, including zones, density codes and permissibility. The City says the amendment is required before the State can determine the structure plan. City of Belmont project information

In November 2025, Council resolved to initiate Amendment No. 24 for advertising. The State Planning Commission subsequently requested modifications, so the version to be advertised differs from the version Council originally endorsed. This is one reason the April 2025 vote should not be read as the final plan or as a green light for building work.

PerthNow said City officer modifications included further justification of parking availability, more investigation of tree protection, boundary changes to exclude Crown Grant Trust land, and better integration with Ascot Waters, Matheson Road and the central Belmont main drain. These changes address planning questions about access, landscape and connections, but do not establish that the concerns have been resolved in a final approved plan.
The racecourse entrance gates and trees
PerthNow reported that councillor Phil Marks moved an alternative motion seeking retention of the racecourse’s approximately 60-year-old entrance gates, alongside a request to protect and acknowledge mature and nesting trees during development and subdivision. Marks said: “I believe they need to do more than consider — I think they have to remain as they are or we are going to have large problems within the residential and stables area.” PerthNow
Ascot Racecourse is not the Golden Gateway project
The City says the Ascot Racecourse planning project and Amendment No. 24 are distinct from the overlapping Golden Gateway project and Amendment No. 25. The projects may concern overlapping areas, but they are separate planning processes; their proposals and decisions should not be treated as interchangeable. City of Belmont project information
